Tests for Outcome Measures: (1) Is it reasonable to believe that the program can influence the outcome in a nontrivial way, even if it can’t control it? (2) Would
measurement of the outcome help identify program successes and help pinpoint and address shortcomings or problems? (3) Will all the program’s various
“publics” - - staff, volunteers, participants, collaborating organizations, funders, and the general community - - accept this as a valid outcome of the program?

A) Is there at least one indicator for
each outcome?
B) Does each indicator measure
some important aspect of the
outcome that no other indicator
measures?
C) Does the indicator tell you what
change or characteristic you will
count?
D) Does each indicator identify the
statistic(s) that will summarize the
program’s performance on the
outcome? Will the statistic(s)
convey level of achievement
effectively?
