Homelessness Partnering Strategy
COMMUNITY ENTITY METRO VANCOUVER
2016-2019 Project Investments (as of January 13 2017)
The Metro Vancouver HPS Community Entity works in partnership with Service Canada and the HPS Community
Advisory Board (CAB), on calls for proposals, submissions review and funding decisions. The CAB sets the terms of
reference for each call for proposals and directs the allocation of funds within the framework of the HPS
program. The 2014-2019 HPS program requires a minimum of 65% of funds be awarded to Housing First
projects. The CAB may allocate the remaining 35% to other HPS priorities and activities in Capital, Support
Services, and Regional projects. The following is a preliminary list of HPS-funded project investments. The final
list will be available upon completion of the current contracting phase.

partnership with HPS and BC Housing and serves the
needs of homeless foster youth who have, or will soon,
‘age out’ of provincial foster care system. This housing
first initiative focuses on youth from foster care who are
experiencing chronic and episodic homelessness. Program
brings a preventative aspect to housing first model, to
prevent aging out into a street and shelter homelessness.
$324,964 ICM team for region, with HPS funding case manager and
Pending housing specialist (focused on landlords), goal is to house
new 20 clients on average taking a month to move in from
information assessment. Meet bi monthly with partners, have
subsidies. Internal and external evaluation.

$1,271,398 Serve clients and provide scattered site housing to people
who are chronic/episodic or those with a history of
chronic/episodic homelessness in Surrey/White Rock as
primary location and Langley as secondary location. Place
15 clients with complex addiction issues into permanent
housing.

including offices & office set-up to enhance this facility,
allowing for extended hours to better serve the women of
the community who have repeatedly called for a 24-hour
low-barrier, drop-in, and women-only shelter space.
