PROGRAM OVERVIEW:
The Strategic Partnership Office’s (SPO) primary directive is to ensure that strategic vendor partnerships are
structured to ensure effective service delivery that meets fiscal and program objectives and that these deals
are optimized so that strategic outcomes and savings are realized. This directive will help to contribute to
improving value that Citizens of British Columbia receive from Government.
The SPO is responsible for five core functions as follows:
1. Developing sustainable capacity and capability within the BC Public Sector to better position itself to
manage its Portfolio of Strategic Partnerships.
2. Performing a central horizontal governance role that ensures the public sector’s Portfolio of Strategic
Partnership investments remains adaptable, achieves its intended results and is leveraged where
appropriate across the BC public sector.
3. Shifting the culture of vendor management and procurement to allow the public sector to achieve
greater strategic benefits from its relationships with strategic private sector service providers.
4. Developing and maintaining standards and policies that optimize contract scope overlap, ensures
alignment with public service and public sector strategy and promote the achievement of strategic
value throughout the entire Strategic Partnerships lifecycle.
5. Acting as strategic decision gate for all strategic acquisitions of high value (services) in addition to any
projects that include an IM/IT component in order to deliver on the intended program outcome. This
includes mandating on-boarding of program services onto strategic partnership deals as deemed
appropriate by the SPO.
JOB OVERVIEW
The Executive Director is accountable for stakeholder and vendor relationship management for all SPO related
initiatives. The Executive Director is the primary interface between SPO and prospective/ existing
stakeholders (clients and other interested parties) and vendors. The Executive Director oversees SPO’s client
portfolio at an executive level (ADM/ DM/ CEO/ CIO/ VP) and works closely with Ministry executives in
addressing corporate and services expectations, resolving issues at a strategic level and ensuring that a
consistent SPO/ government message/ value proposition is delivered and maintained. The Executive Director
provides expert advice to the ADM – SPO on client relationship matters and is responsible for developing and
delivering SPO value proposition proposals to stakeholders or vendors.
ACCOUNTABILITIES

Determines long term strategic direction for RM defines the business outcomes through strategic and
business planning and the development and monitoring of performance measures.

Ensures deliverables are in alignment with government wide and ministry level service plans and
strategies.

Attends Joint Executive Committees (JEC) meetings as the primary representative of and interface for
Strategic Partnerships Office.

Develops strategies and materials to support the ADM in the development and maintenance of
relationships with Presidents of partner and potential partner companies in order to influence them to
collaborate and align with Government 2.0 and other public sector objectives.

Identifies changing client needs and develops strategies to meet change requirements and/or develops
alternative strategies to manage expectations and maintain service levels. Provides executive level
client/ vendor intel as required to SPO Section executives.

Reviews, approves and oversees or directly manages responses to client service requests and
complaints.

Develops and delivers presentations to internal and external executives on SPO initiatives and
proposals.

Creates and manages key relationships with vendor representatives, public sector agencies, AMO’s and
other stakeholders.

Develops and ensures the implementation of individual and overall communication plans and
strategies that align with SPO and government objectives for strategic partnerships.

Develops internal and external client communications and orientation materials and plans to facilitate
the transition of programs to the ministry and the vendor.

Establishes standards and processes to ensure consistent messaging and communication practices.

Manages the identification and response to emerging issues of major significance.

Works collaboratively with information to Government Communications & Public Engagement to
prepare for and respond to media and contract specific communication issues.

Works collaboratively with SPO Section executives and staff in order to ensure that SPO interests are
achieved and communicated as required.

Contributes to the development and management of the knowledge management framework to
ensure development of and access to intelligence required for effective relationship management.

Translates SPO vision, demonstrates linkages between current operations and long term goals and
provides leadership to staff and develops and manages an effective team comprised of management
staff, secondees and consultants.

Manages an incentive based matrix management organizational model capable of responding to
corporate issues and priorities.

Ensures succession plans, individual staff performance and development plans and knowledge transfer
plans are in place to provide resource capacity to meet short and long term priorities.

Provides advice to the Deputy Minister, Ministry Executive and senior government officials on
stakeholder issues.

Develops budgets, ensures financial resources are managed effectively and approves priority projects
and resource allocations.

As a member of the Executive Committee of the Office of the Chief Information Officer contributes to
key decision making governing corporate operations, accountabilities and resources.
JOB REQUIREMENTS

Master’s or Bachelor's degree.

At least seven years experience in Client Relations Management, and Marketing or technology Sales,
for multi-million dollar accounts/clients.

Five years experience in the development and management of communications plans.

Five years experience using your strategic abilities to identify, develop and manage key relationships in
mandated and/or voluntary environment.

Demonstrated ability to recognize and address underlying issues, analysis of complex issues, and
analyzing complex issues with recommendation of solutions.

Five years experience managing relationships with senior level stakeholders, leading consultation
sessions, managing financial resources and directing the work of staff and/or consultants.

Demonstrated ability to influence staff, clients and stakeholders in order to effect business changes.

Demonstrated ability to influence the decisions of senior executives.

Experience with the IM/IT and Business Process Outsourcing/Reengineering industry in Canada would
be advantageous.

Experience with the government sector in Canada would be advantageous.
