FEI WORLD EQUESTRIAN GAMES™ 2018
FOUR-IN-HAND DRIVER RANKING DOCUMENT
1.
Background:
On 13 April 2017, the FEI Bureau approved the granting of financial support to
National Federations (“NFs”), in accordance with the conditions set out in this
document, in connection with the participation of Athletes in the Four-in-Hand
Driving Event to be held at the FEI World Equestrian Games™ 2018 to be held in
Tryon (USA) from 11 to 23 September 2018.

2.1
WEG 2018 Four-in-Hand Ranking System
National Federations’ eligibility to apply to receive financial support will be
determined according to a new, dedicated FEI ranking system: the FEI World
Equestrian Games™ 2018 Four-in-Hand Drivers Ranking (the “WEG 2018 Driver
Ranking”).
2.2
Participants in each Eligible FEI Competition (as defined in Point 4 below) will receive
points as shown in the table below:

The WEG 2018 Driver Ranking will be updated by the FEI on a monthly basis
throughout the Ranking Period.
3.
Ranking Period
1 June 2017 – 31 May 2018 (inclusive).
4.
4.1
Eligible FEI Competitions
Athletes may earn ranking points for the WEG 2018 Driver Ranking at all CAI3*,
CAIO4* Events taking place during the Ranking Period, subject to the following
conditions:

CAI3* and CAIO4* Events taking place in 2017 must have been entered in the FEI
Calendar no later than 1 June 2017 in order to be considered as Eligible FEI
Competitions. Clarification issued on 2 May 2017: Applications for CAI3* and
CAIO4* Events taking place in 2017 must have been sent to the FEI Secretary
General no later than the application deadline for the 2017 FEI Calendar, as per
Article 112.4 of the FEI General Regulations, in order to be considered as Eligible
FEI Competitions.

Applications for CAI3* and CAIO4* Events taking place in 2018 must have been
sent to the FEI Secretary General no later than the application deadline for the 2018
FEI Calendar, as per Article 112.4 of the FEI General Regulations, and subsequently
entered in the FEI Calendar, in order for such Events to be considered as Eligible
FEI Competitions.
4.2
For the avoidance of doubt, no ranking points will be awarded for results at the FEI
European Championships 2017.
4.3
Only the results of the Athlete’s best 4 (four) events (i.e. the 4 Events at which an
Athlete earns the most WEG 2018 Driving Ranking points) during the Ranking Period
will count for the overall classification.
5.
5.1
Financial Support
NFs will be eligible to apply to receive CHF 25,000 (twenty five thousand Swiss
Francs) per each of their Athletes (capped at a maximum of 2 (two) Athletes per
NF) that finishes in the top 20 (twenty) of the WEG 2018 Driver Ranking (as
calculated according to Paragraph 5.2 below).
5.2
For the purpose of calculating the top 20 Athletes, additional Athletes from NFs with
already 2 (or more) higher ranked Athletes are excluded (the “Adjusted Top 20”).
(Please refer to the scenario in Appendix 1 for further explanation). All references
to “top 20” in this document, shall be taken as referring to the Adjusted Top 20.
5.3
Only NFs that will incur overseas air transport fares for transporting horses to the
Driving Four-in-Hand event at WEG 2018 are eligible to apply for the financial
support. The purpose of the financial support is to offset a portion of such overseas
air transport costs. “Overseas air transport” shall be taken as meaning a flight for
WEG 2018 that originates outside of the continent of North America.
5.4
The financial support will be paid by the FEI directly to the NFs that meet the criteria
set out in this ranking document.
6.
6.1
NFs’ Eligibility for Financial Support
Any NF with an Athlete/Athletes (maximum of two (2) Athletes per NF) in the
Adjusted Top 20 of the WEG 2018 Driver Ranking as of midnight (local time in the
country in which the last Eligible FEI Competition takes place) on 31 May 2018 will
be eligible to apply for the financial support.
6.1
Should there be a tie for points among any Athletes for any placing in the final WEG
2018 Driver Ranking, the Athlete with the greater number of 1 st place finishes will
rank ahead of the other Athlete(s) with whom he/she has tied. In case the Athletes
concerned have the same number of 1st place finishes, the Athlete with the greater
number of second places will rank ahead of the other Athlete(s) and so on until the
tie is broken. If the tie is still not broken, then the Athlete(s) will be ranked according
to their final placing on the 2017 FEI Top Driver Award Standings - Four-in-Hand
(i.e. the standings as of 31 December 2017). In the event the Athletes concerned
have the same ranking in the 2017 FEI Top Driver Award Standings - Four-in-Hand,
then the tie will be broken by way of a draw to be conducted by the FEI.

7.
7.1
Application Deadline
After 31 May 2018, the FEI will inform the eligible NFs in writing of their eligibility
to apply for the financial support. Eligible NFs will be provided with an application
form by the FEI. The completed application form should be submitted in writing to
the FEI Driving Director no later than midnight CEST on 18 June 2018 (or such other
date as may be advised by the FEI).
7.2
If an NF that is eligible for financial support does not make an application by the
above deadline, then the FEI shall inform the NF(s) of the next Athlete(s) on the
WEG 2018 Driver Ranking of its eligibility to apply for the financial support, subject
always to the condition that no NF will be eligible to receive financial support for
more than 2 (two) Athletes.
8.
Selection of Athletes by NFs
The WEG 2018 Driving Ranking has been introduced for the sole purpose of
determining which NFs are eligible to apply to receive financial support for the Fourin-Hand Driving event at WEG 2018. For the avoidance of doubt, NFs shall be free
to select Athletes to participate in the Four-in-Hand Driving event at WEG 2018 in
accordance with their respective selection policies and in accordance with Article
117.1 of the FEI General Regulations (Selection of Representative Teams and
Individuals). However, NFs may only use the financial support to fund the transport
of the horses of Athletes either in (a) the Adjusted Top 20; or (b) within the top 30
of the overall WEG 2018 Driving Ranking.
9.
Non-participation - Repayment of Financial Support
If an NF receives financial support in accordance with the procedure set out above
but does not send an Athlete (or, in the case where an NF has received CHF 50,000,
does not send at least 2 Athletes) to participate in the Four-in-Hand Driving event
at WEG 2018, for whatever reason, the NF shall be obliged to promptly repay the
appropriate portion of the financial support (i.e. either CHF 25,000 or CHF 50,000),
in full, to the FEI, unless otherwise agreed by the FEI in exceptional circumstances.
10.
Taxes
NFs shall be liable to pay all taxes, if any, that may be levied by their domestic tax
authorities on the financial support received. The FEI shall have no liability for any
taxes payable.
11.
Interpretation
If any dispute or issue related to the interpretation of this ranking document arises,
the matter shall be decided by the FEI Secretary General, in consultation with the
FEI Driving Committee.

Appendix 1 - Simulated Final Ranking as of 31 May 2018
(for illustrative purposes only)
NFs in Green indicate NFs who have reached the maximum financial support limit (by
having 2 (or more) athletes in the Top 20*).
*Top 20 means the Adjusted Top 20 i.e. the ranking as adjusted to exclude additional
Athletes from NFs that already have 2 (or more) higher ranked Athletes.

Example Scenarios:
1. No Application by an Eligible NF for Financial Support
If NF K (the NF of the Athlete with ranking 16 in the adjusted top 20 above, FEI ID 1023) does
not apply for the financial support available in accordance with Point 7 of the Ranking
Document, the FEI would inform the next eligible NF, i.e. NF N, of its eligibility to apply for
financial support.
2. No Overseas Air Transport for Horses Needed by NF
NF J proposes to use the financial support to send the Athlete with FEI ID 1021. However, this
Athlete’s horses do not require an overseas flight (as per Point 5.3 of the Ranking Document)
to participate at WEG 2018. In this scenario, NF J would no longer be eligible to receive the
financial support. The FEI would then inform the next eligible NF, i.e. NF N, of its eligibility to
apply for financial support instead (subject always to the condition that no NF will be eligible
to receive financial support for more than 2 (two) Athletes).
3. Selection of Athletes by NFs eligible for Financial Support
Based on the above simulated ranking, NF D would be eligible to receive CHF50,000 in financial
support. In accordance with Point 8 of the Ranking Document, NF D may use that financial
support to send any two of the following Athletes:

FEI ID 1004 (in Adjusted Top 20)

FEI ID 1010 (in Adjusted Top 20)

FEI ID 1019 (in Top 30 of overall WEG 2018 Driver Ranking)

FEI ID 1028 (in Top 30 of overall WEG 2018 Driver Ranking)
However, NF D cannot use the financial support to send the Athlete with FEI ID 1035, because
that Athlete is neither in the Adjusted Top 20 nor in the Top 30 of overall WEG 2018 Driver
Ranking.
4. Return of Financial Support
NF H has two Athletes in the Top 20 and applies and is granted financial support (2 x CHF
25,000). However, NF H only sends one Athlete to the Four-in-Hand Driving Event at WEG
2018. NF must repay CHF25,000 to the FEI.
