T17-059 Spring Tree Replacement Planting

RECOMMENDATION:
That Tender T17-059 Spring Tree Replacement Planting, be awarded to The
Gordon Company, Caledonia, Ontario, at their tendered price of $189,360., plus
H.S.T. of $24,616.80, for a total of $213,976.80.
BACKGROUND:
This tender is for the supply and planting of specified trees, as well as a two year
maintenance provision. Emerald Ash Borer (EAB) is an introduced tree pest that was
found in south Kitchener in 2010 and today is found across the city. The City began
proactively removing ash trees in 2013 as part of the EAB management strategy and
approved capital funding. This spring, 716 trees are proposed for planting along City
streets, to replace trees removed due to EAB or through routine maintenance.
REPORT:
Tenders were advertised publicly on the City of Kitchener website and the Internet
through the Ontario Public Buyers Electronic Tendering Information System. Documents
were downloaded by twenty-seven (27) interested parties and by the closing date of
Thursday March 30, 2017, fifteen (15) tenders had been received.

The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
The net cost for this tender (A), is fair and reasonable for a project of this scope and the
upset limit is within the funding available (B) for this project. Funding for this project is
included within the approved capital budget. The estimated surplus (D) will be used to
continue the EAB work.
