JOB DESCRIPTION Public Health and Protection POST: Licensing Enforcement Officer POST NO: GRADE: PG6 (spinal points 26– 29) RESPONSIBLE FOR: None RESPONSIBLE TO: Community Protection Team Leader This job description is intended as a working document only, giving a guideline to the major tasks to be performed. It is anticipated that the post will develop and working practices change in order to meet the demands of the service, new legislation or policies of the Council. It is expected that the post holder will contribute to and assist in the development of such changes. JOB PURPOSE To carry out duties in respect of statutory licensing functions covering all licences administered by the Public Health and Protection Department to ensure compliance with relevant legislation and conditions. KEY TASKS 1. The inspection and monitoring of premises and persons licensed for the sale of alcohol, regulated entertainment and late night refreshment, hackney carriage and private hire operators, vehicles and their drivers, premises and activities licensed under the Gambling Act 2005, markets and other street traders, charitable collections, pleasure boats, premises used as pet shops, riding establishments, animal boarding and breeding establishments, scrap metal dealers and sex establishments to check compliance with legal requirements; 2. To prepare reports on inspections and report findings back to the Senior Licensing Officer to determine any further action required; 3. To investigate complaints and alleged offences and keep accurate records of such investigations using the Councils electronic database or other paper records as required; 4. To prepare reports and provide statements for use in formal proceedings when required; 5. To appear in formal proceedings on behalf of the Council when required; 6. To comply with all investigatory laws such as RIPA, Data Protection and PACE. 7. To work flexibly outside of normal working hours, including evening, weekends and public holidays, under the guidance of the Senior Licensing Officer and to liaise with other agencies such as the Police and Immigration Services, whilst on site. 8. To provide suitable transport for travel between sites and the Civic Offices at Christchurch and other Council offices 9. The post holder will be expected to base themselves at the Christchurch Borough Council Civic Offices to complete any office-based tasks and to attend team meetings etc 10. Carry out such other reasonable departmental duties as may be directed by senior management.
