is why the trend shows some decline in the third

they receive foster care, grants, etc and when new ones

Although the numbers seem to decrease the anti teenage

skills continue in the District

Baby PCR tested positive around 6 weeks rate

The District shows an exponential improvement in its
performance on this indicator
Baby HIV antibody test positive at 18 months rate
- The DAC Reporting tool does not have this indicator
however the District Health Information System (DHIS)
shows that
Q1 – 2%, Q2 – 6% Q3 – 3%
- This performance is unstable. The District continues with
creating awareness for early presenting to Ante Natal Care
and ART
ANC booking before 20 weeks rate
- This information has not been collected as it is not in
the DAC Reporting Tool however the District Health
Information Systems (DHIS) records shows the
following performance ;
- Q1 – 42%, Q2 – 48%, Q3 – 45%
- The District continues with the community dialogues
and awareness campaigns including talks in the local
radio stations.
 Children under 12 sexually assaulted rate

- The District is conducting an awareness campaign
against Rape and teenage pregnancy in schools and
communities to address the above

Male Medical Circumcision

- This indicator excludes boys under 15 and yet this
cohort comes in large numbers. The District has
trained nurses to perform MMC and is cascading this
programme to clinics in an effort to increase
numbers. 7 clinics already involved.
- Adult males are not keen to come for MMC and a
campaign started last year by the Mayor to have MMC
whenever he meets them only attracted the youth
again
HCT & TB Screening
Number of new HIV tests carried out

- The first half of the year shows an increase in the District’s
performance on this indicator, however there is a decrease
in Quarter 3 which is probably due to the noticeable trend of
lower health seeking behavior during December holidays
Condoms Distribution

- Condom distribution has increased

The decrease in the third quarter is due to the termination of
the private service providers’ month to month contract for
distribution to taverns , spaza shops etc. in response to the
call for reducing activities that count towards irregular
expenditure. The new contracts should start in April
2013.There is also a plan to extend the activity to war rooms

This performance indicates a remarkable improvement in all
quarters

As mentioned in slide 11 above the District is conducting an
awareness campaign against this increasing social ill
especially in schools.
Coordination, Monitoring & Evaluation

Only Mandeni and KwaDukuza present narrative reports at DAC
meetings and the latter did not have the third quarter report.
- The narratives are only on activities and not on the LAC tool
indicators as expected.
- A workshop aimed at work shopping them on the new DAC tool
has been proposed.

The above mentioned workshop is thought to be a
solution to this poor performance as it should address
the understanding of the indicators and the sources
of the information in each Ward.
