Unless the agency requests the witness to sight photo identification, it is not strictly speaking a legal requirement. It is good practice to see a form of photo identification. However it is not acceptable to refuse to process a client’s document because they do not have a form of photo identification. (Refer Manual Section 4.3, p18/19) 5/ What will you do if you are requested to witness the signature on a document that has already been signed by the signatory?
