Every Child a Reader (ECaR) started
in 2006 in 10 schools.. Now it’s in 40
city schools …. and 22 county schools

ECAR aims to raise reading and writing
attainment across the school by……
• Reading Recovery teachers working one to
one with 8/9 pupils a year in Year 1 who
have made the slowest start to literacy
• Better Reading and Writing Partners
lessons taught by Teaching Assistants for
pupils in Years 1-7 who have made a start
to literacy but who are struggling
• Providing schools with a menu of 15 high
impact initiatives which schools can select
and personalise to boost pupil attainment

This year ECaR has helped 700
pupils to catch up with classmates.

• Schools fund Better Reading and
Writing Partners themselves but receive
13k part funding from ECaR towards
Reading Recovery
• So Reading Recovery costs each school
between 6k-12k.

Schools have also used Whatever It
Takes funding to support their literacy
work.
Whatever it Takes is a city wide initiative
to boost reading attainment to make
Leicester happy and effective readers

….. in May 2011, 200 pupils who
received Reading Recovery took end of
KS1 Assessments and 80% of them
attained 2c-3c in reading and 72 % in
writing
And 76% of Y2
BRWP pupils
attained 2c plus

Independent research…
Institute for Fiscal Studies May 2011 said…
“Schools that introduced ECaR have
significantly better test results in reading and
writing at Key Stage 1.”
and..
“ECaR seems to have a substantial impact
on the lowest performing 7 year olds,
especially boys.”

Reading Recovery costs a school about
£900-£1300 per pupil* for those who have
made the slowest start to literacy, but...
* After 13k part funding

… Secondary schools spend around
£3,500 on each struggling pupil below
Level 3 in reading. Despite support,
nationally only 2% of these pupils get
five GCSEs.

BRWP costs a school around £250 per pupil
for 50 one to one lessons and helps pupils
catch up with classmates
TAs delivering BRWP
are supported by
RR teachers in school

Intervening early is cost effective. At the age
of 6 we can help children to catch up in 20
weeks. Leaving it till the age of 10, catch up
may take over a year!
