REQUEST TO QUOTE (RTQ) BY MINISTRY OF Communications and IT (MCIT), Islamic Republic of Afghanistan, Kabul RTQ No: MCIT/ICTDP/G3.2 B/ RTQ-9/Goods/Video Conference Systems for Incubator Space To: All recipients of this request Date: 25th November, 2013 SUBJECT: Goods (Video Conferencing Systems and the Equipment) required by MCIT for the Incubatorestablished under ICT Sector Development Project of Afghanistan 1. Afghanistan’s ICT Sector Development Project (ICTDP), as funded by the World Bank, is being implemented by MCIT. Project Management Office has been formed by MCIT to take care of all the Project Implementation Tasks of MCIT. Goods as specified in this RTQ are required by MCIT for the Incubator, established in the ICT Institute Area of MCIT. 2. You are invited to submit a price quotation for the supply of Goods to MCIT as per the Quotation Format given at Attachment 1. Price Schedule should be submitted as per the Format given at Attachment-II. Technical& Other Specificationsof the Goods to be supplied are given at Attachment-III enclosed. 3. Two Copies of the Quotations and all other related documents should be submitted in English and Dari languages.Names and addresses of thefirms which will provide maintenance service facilities in Afghanistan should be clearly indicated. Any quotation not submitted in the English and Pashto or Dari Languages will be deemed commercially non-responsive and will be rejected. 5. Prices should be quoted in United States Dollars and, in the event of a Purchase Order (PO/CONTRACT), shall be fixed for the duration as mentioned in the PO/CONTRACT and shall not be subject to adjustment on any account. Other fully convertible currencies may also be used and the conversion rate used will be that of the Central Page 1 of 5 Bank of Afghanistan(DAB) published on the working day following the deadline for receipt of quotations. 6. Your quotation should be valid for a period of 60 days from the date of the deadline for receipt of Quotes. 7. The deadline for receipt of your quotation is 25thDec, 2013(02.00 PM-Kabul time). Received Quotes/Bids will be opened at 02.00 PM on 25thDec, 2013. Bidders Representatives can attend the Bid Opening Session. However, their attendance is not compulsory (it is Bidders’ Choice). Bids will be opened by the Bid Evaluation Committee of MCIT in the 4th Floor Conference Room of MCIT’s Main Building at Mohammad Jan Khan Watt of Kabul. 8. Quotations can’t be submitted by E-mail or by any other Electronic means. Only printed and signed copies of the Quotes will be accepted.Any Quote/Bid if received by E-Mail or any Electronic means will be rejected. 9. Bid Security: To attract the maximum participation, the requirement of the Bid Security is waived off. 10. AISA License/any other Business Registration: All the Bidders must attach their valid AISA Licence or any other valid Business Registration Document along with their Quotes/Bids. 10. Warranty and Maintenance Support: The proposed Goods should have warranty of 1 year. The selected Bidder will be required to submit a Bank Guarantee worth 10 % of the Contract Value which will be released by MCIT at the end of the Warranty Period. Format for the Bank Guarantee will be issued by the PMO, at the time of Contract discussions. 11. Timings for Commissioning of the Item:The Goods will need to be commissioned within two months, after the award of PO/CONTRACT by MCIT.A Penalty equal to 0.5 % of the value of delayed Goods per week will be levied on the Contractor, in case of delayed supplies. Partial Delivery of Goods will not be accepted. 11. Evaluation of proposals:MCIT intends to assess received Quotes based on the following key criteria: Comprehensiveness of proposal Time-frame to implement Costs 12. Evaluation of Quotations: MCIT will evaluate and compare the quotations determined to be substantially responsive, i.e. which: a. Conform to all stated terms, conditions and specifications; and b. Are properly signed. 13. Award of the Purchase Order/Contract:MCIT will award the Purchase Order (PO/CONTRACT) to the successful Bidder whose quotation has been determined to be substantially responsive and who has offered the lowest evaluated quotation price. Page 2 of 5 Notwithstanding the above, the Purchaser reserves the right to accept or reject any quotations and to cancel the bidding process and reject all quotations at any time prior to the award of the PO/CONTRACT. The bidder, who’sQuote is accepted, will be notified of the award of PO/CONTRACT by MCIT prior to expiration of the quotation validity period. 14. Payment will be made by MCIT within 45 Days after receipt of the Goods in functional order and after submission of all the required documents, in duplicate, both in English and local languages (Pashto or Dari). 15. Bidders shall state the name, address, Telephone Numbers and E-Mail address of their nearest regional authorised Agent. 16.
