Possible Elements of the Resort Development Strategy The resort development strategy could include the following elements: Vision The municipality should have a long-term vision for the development of the resort community. For example, the vision could be: An all-season resort destination of choice for visitors and residents, specializing in world-class alpine skiing and recreation facilities with a local historic and cultural focus, nestled amongst pristine forest terrain and rugged mountain ranges. Each municipality should have or develop its own unique vision. Stakeholder Collaboration The strategy should indicate the methodology used to engage stakeholders in the development of the strategy. The strategy should address how stakeholders will be engaged and involved throughout the duration of the agreement to receive updates, progress reports and to incorporate necessary changes. Environmental Scan The municipality should conduct an environmental scan. This means looking at: What are the starting points or benchmarks of tourism activity and trends that shape the demand for resort activities in the municipality? What are the strengths, weaknesses, opportunities and challenges confronting the municipality in developing the resort economy and community? What resort amenities will be needed to achieve the vision, capitalize on the strengths, seize opportunities, confront challenges and mitigate weaknesses? Capital and Program Projects Using the vision and the results of the environmental scan, the municipality will be better able to identify what capital and program projects are needed over the five year term of the agreement to work towards achieving the vision, and transform the resort and develop the community in accordance with the vision for a Resort Municipality. Consistency Tests The strategy should consider the consistency between the strategy and directions already established in key municipal policy documents: Official Community Plan Regional Growth Strategy Annual Progress Report Financial Plan Results Based on the vision and the planned capital and program services what are the anticipated results on an annual basis using the key indicators? Anticipated Outcomes of the Resort Development Strategy The strategy should indicate anticipated outcomes of the Resort Development Strategy: Tourism outcomes: increased visitor activity, increased resort oriented private investment Economic outcomes: a more diversified economy, increased resort employment, increased municipal taxes, a more diversified municipal tax base and revenues Communications Plan The strategy should include a provision for ensuring the enhanced projects programs and services which will result from this program will be effectively communicated to stakeholders and the partners’ contributions are acknowledged.
