Job Description Job Title: Assessment Support Officer, part time Responsible to: Assessment Officer Salary: £21,530 increasing to £22,937 pro rata, per annum following successful completion of a six- month probationary period. Base: Cardiff Bay or Rhyl Annual leave: 25 days plus bank holidays plus five discretionary days, pro rata Travel: Use of public transport is preferred; when this is not convenient staff may use their own vehicles or use the car rental system. Mileage rates are paid in accordance with recommended Inland Revenue rates. Hours: 17.5 hours per week. A flexi time scheme is in operation and time off in lieu is permissible for any work required to be undertaken outside the normal hours. Superannuation: The post will attract a maximum contribution of 9% of annual salary to an approved pension scheme or membership to the local authority final salary pension scheme. Language skills: Welsh Language is desirable but not essential to the post. Aim of the Post The position will work to pro-actively work as part of a team to undertake duties which contribute to the delivery of the grant assessment function for the Intermediate Body function (IB) of WCVA (IB) to the highest level and within budget and agreed service performance levels and targets in accordance with the criteria agreed with Welsh European Funding Office and WCVA Board and Senior Management Team. This will be achieved by providing: High quality and effective work that keeps to deadlines A strong team ethic to effectively undertake the activities as agreed with WEFO to meet WCVA’s obligations as an Intermediate Body (IB) Supporting effective decision making in order to ensure a quality service is provided to all internal and external customers Support to continuous improvement and innovation This post is part funded by the European Social Fund WCVA Job Description – February 2016 Main duties Undertake grant assessment work to deliver the grant and assessment requirements of WCVA’s IB Adhere to the processes & systems in place to effectively contribute to the delivery of the grant funds’ agreed objectives and performance targets adhering at all times to performance, audit, risk and governance policy requirements in respect of both WEFO and WCVA and European Funding regulatory requirements Ensure through the grant assessment process that the beneficiary organisations have the administrative, financial and operational capacity to fulfil the funding rules and conditions before recommendation for approval of grant Provide beneficiaries with a document setting out the conditions for EU support (the funding agreement), including the financing plan, time limit and deliverables (outputs/results) Proactively work with the Assistant Director of European Operations, Consultancy & Business Development and all other members of the IB team to implement, deliver and meet the audit requirements of the Active Inclusion Funds and any other grant schemes awarded to the IB. Contribute to ensuring that the Grant Assessment team delivery of the grant assessment processes are in accordance with WCVA procedures and the criteria set down by WEFO Provide excellent customer service, exceeding the needs of external & internal customers through the quality of customer service; meeting customer needs and demonstrating the added value of the service provided. Ensure that recommendations for grant award comply at all times with the terms and conditions of the grant through the undertaking of effective grant assessment, quality assurance processes, evaluation, taking corrective action where possible and/or escalation of assessment issues to the appropriate level. Correctly apply the applicable EU State aid law before grant award recommendations are made, carrying out the necessary State aid administration, reporting and notifications where applicable. Contribute to the production of Management Information including reports to the Panel, WEFO, partners and other stakeholders to meet agreed reporting timescales and on an ad-hoc basis as and when required. Contribute to the collection and collating of information from the grant assessment process to inform reporting and the ongoing evaluation of the project with processes and governance in place to meet record management rules as required by WEFO. Track the status of each inquiry and application through quality sampling and reporting, controls and work queue management to ensure quality, performance and timescales are being achieved, escalating identified risks to meet the WCVA risk management process requirements. A track record of being able to provide a consistent, transparent and nondiscriminatory contract or grant award service from the voluntary, public or private sectors. 2. Experience of the operation of funding schemes and budgeting within the voluntary, public or private sectors including an understanding of the sources of funding available for organisations from public, private or charitable sector sources. 3. An ability to support other team members in undertaking the grant assessment function to provide a consistent and coherent service. 4. Experience of working in an environment where strict rules and criteria need to be consistently applied. 5. Good IT skills, including experience of using databases, spreadsheets, email and word processing, preferably Microsoft Office. 6. An ability to have an adaptable attitude towards altering work plans at short notice to meet changes in priorities and taking on challenging tasks as required for wider team and WCVA. 7. Good oral and written communication skills with experience of communicating with external parties in the voluntary, public or private sectors. 8. A highly organised approach to work with the proven ability to prioritise tasks. 9. A flexible and adaptable approach with a willingness to work unsociable hours to meet the needs of the project. 10.
