We have discussed how taxes pay for
public goods and services. Now, let's look
at some of the specific benefits that we
receive from paying taxes.

The Federal Government allows each
state to create their own budget for taxes
and expenditures.

Years of economic recession cause
changes in how money is allocated in
regard to public programs and
infrastructure improvement.
http://pixabay.com/en/medicalappointment-doctor-563427/
The Federal government offers citizens
support with Social Security, Medicare and
Medicaid. States have a bit more flexibility
in the types of programs that they fund.
http://pixabay.com/en/doctor-medicalmedicine-health-563428/
The state also contributes to Medicaid
since it is a very costly public service.
http://pixabay.com/en/schoolbus-vehiclebus-girl-school-81717/
The major programs that states always
fund include K-12 education, higher
education, transportation, corrections, and
2
public assistance.
http://pixabay.com/en/helicopter-rescueemergency-medical-565879/
The government is also responsible for
providing emergency services.
http://pixabay.com/en/handshakebusiness-professional-440959/
It is important to remember that the
Federal and State governments have to
collaborate.

As we just learned, State governments
have some flexibility in how they allocate
funds for public programs and services.
The Federal government, however,
allocates money to emergency services.
An example of an emergency service is
FEMA, or The Federal Emergency
Management Service. They provide
disaster relief.

One of the factors that impacts funds that
the states receive is the economy. The
economy and its fluctuation (going up and
down) impacts the amount of money the
government has.
If the economy is in a recession, many
individuals are unemployed, then the
amount of money that the government can
tax is also reduced.
5
http://pixabay.com/en/wealth-us-dollarsusa-business-69525/
If the economy is stable, states may find
that they have surplus to allocate towards
their budget for public goods, programs,
and services.
Question B

A. Positively
B. Negatively
C. Does not

States have a large responsibility for
providing funds to both K-12 education
and higher education. Many of the funds
not allocated to emergency services go to
education.
http://pixabay.com/en/school-school-busbus-457839/
States allocate funds from their tax
revenue to provide for K-12 public school
systems.
http://pixabay.com/en/dartmouth-collegecampus-school-292587/
States also provide funding to in-state
public Universities and community
colleges.

Another part of tax funds that states have
a lot of responsibility for is transportation
and infrastructure maintainance.

_Force_fire_truck.jpg
Part of the reason that these services are
significant because they make it possible
for emergency services to be adequately
administered.
http://pixabay.com/en/traffic-lights-redambulance-49698/
Emergency services such as fire and
rescue need to have a reliable
infrastructure in order for the service to be
performed.

all inter-state highway systems. States,
however, have responsibility for their instate highway systems and roads.

Lets review what it means for an economy
to be in a recession and how this impacts
federal and state taxes.
http://pixabay.com/en/credit-squeezetaxation-purse-tax-522549/
The taxes that the federal and state
governments collect come from a
percentage of a citizen’s paycheck.
11
http://pixabay.com/en/businessprofession-occupation-163870/
This means that the government is reliant
on citizens having a stable job and
paycheck.
http://pixabay.com/en/fire-respiratoryprotection-515768/

economy. They are provided at a cost as a
public service, however it also provides
jobs for the individuals who partake in the
service.
