Rosefield Park – Multi Use Games Area (MUGA)

The purpose of this report is to advise the Partnership of recent consultation events
carried out by the Environment team on a proposed multi use games area (MUGA) at
Rosefield Park.
Last year we carried out a range of consultation activities to determine the priority
investments local people would like to see at Rosefield Park to further improve the
quality of this important community green space. While we received strong support
from the community for the overall Rosefield Park Improvement Plan (attached), it was
not clear whether the proposal from local young people to include a Multi Use Games
Area had community backing or not.
As such, further consultation with local residents was necessary; not only to get a
definitive picture about whether there was community support for the MUGA, but also
to provide the potential grant funders with a clear community view.
A further round of consultation on the specific item of the MUGA was carried out
through a letter drop. It was also promoted through posters within the park and at
Portobello Library, via the Neighbourhood Partnership website and through local
elected members. Letters were distributed to residents in West Brighton Crescent,
Rosefield Place, Rosefield Avenue and Rosefield Lane. There were also feedback
forms left in Portobello Library.
We asked for names and addresses to be provided with the feedback, as we wanted
to prevent single individuals from monopolising the survey and ensure that we were
getting information from people who live close to Rosefield Park. Although one letter
was distributed per household, as long as names and addresses were provided on the
response we accepted individual responses.
This further round of consultation ended on 19 December 2011; any responses
received after those dates were not counted.

The result of the survey shows that 72% of respondents support the MUGA element of
the Rosefield Park Improvement Plan. The results were inconclusive for respondents
from streets specifically within the Brighton and Rosefield area; here 24 of
respondents were in favour of the proposal and 24 of respondents against.
The East Environment team will now await the outcome of the external grant funding
application for circa £38k made to WREN (Waste Recycling Environmental Ltd) to
support the capital investment sum of £26k allocated by the Council. The outcome of
this application is expected in March / April 2012.
Assuming that additional funding is secured to meet the overall project cost of circa
£65k, the Environment team will now proceed to implement the project during the
summer of 2012. Progress reports will be made to the Environment Forum as part of
the regular ‘project updates’ agenda item.
