Purchasing Guidelines:
All purchases must abide by State Procurement Practices (http://www.its.state.ms.us/its/itsweb.nsf/ProcurementHandbook?OpenForm) in addition
to guidelines established by the SLD (http://www.universalservice.org/sl/). All contracts listed in this document meet both criteria. If you choose to
seek bids for any e-rate eligible service, including the services already covered under ITS master contracts, then you must post your own 470 and
you must follow the Purchasing Guidelines that are detailed below. If you are unsure about any of your procurement plans or practices please

1. K-12 schools and Libraries desiring Cisco equipment using MDE/ITS approved equipment list, known as the K-12 Network List, must secure
that list prior to making their purchase. K-12 schools and Libraries desiring to acquire Cisco or equipment not on this approved list must either
procure it under Public Purchasing guide-lines or make an official procurement request through ITS.
2. You must file a Form 470 (and wait 28 days) for Services not covered under ITS master contracts listed above:
2.1. Any service provided by a local, private telephone company or a local ISP.
2.2. PBX System or Key System.
2.3. Novell
2.4. Any Internal Connection Service or Product that is not covered by any of the EPLs.
3. Non-State Contract Purchases are as follows:
3.1.1. 0 to $5,000
Purchase from any vendor.
3.1.2. $5,000 to $25,000
Obtain two (2) or more written quotes.
3.1.3. Over $25,000
Sealed bids are required for purchases in excess of $25,000.
3.2. Invitation for Bids – sent to potential bidders.
3.3. Public Notice – advertise once per week for two consecutive weeks in newspaper.
3.4. Bid Opening – opened publicly at designated location on the eighth (8) working day after last notice of advertisement.
3.5. Award – after evaluation (and 28 day 470 waiting period), award is made by written notice.
