Senior Researcher: Regulatory Environment and Market Design
About the job:
The CSIR has a vacancy for a Senior Researcher: Regulatory Environment and Market
Design within the Energy Centre. The incumbent will lead the CSIR Energy Centre’s
research in energy policies and regulatory concepts. That includes tariff structures and
energy policies for different end-use sectors, as well as analysing and developing proposals
for design of energy markets with a high share of renewables. This position is based in
Pretoria or Durban.
About the Centre:
The energy research centre was established to leverage the immense knowledge and skills
base in energy that already exists within the organisation and will reach out to external
partners. The CSIR’s integrated energy research agenda will focus on energy efficiency and
renewable energies as two global megatrends. These two topics will be flanked with
research on ‘enablers’ for them such as natural gas, smarter grids, energy storage and
mobility. Energy economics will play an important role in quantifying the costs and benefits of
different technology and policy options available to key decision makers. The CSIR is
committed to providing decision-making support to South African businesses and
policymakers as the country undergoes changes within its energy landscape. The energyeconomics research area will gather, create and provide objective information and analysis
on the cost and economics of different energy sources & systems.
Key responsibilities:








Assess policy and regulatory options for the promotion of renewable energy and energy
efficiency;
Create and maintain an energy policy analysis framework;
Develop framework for assessing tariffs structures;
Present the CSIR positions at legislative hearings, public participation processes,
workshops etc.;
Build and change relationships with policy-makers, industry associations, and
government;
Develop and periodically update reports on global best practice for promoting
renewables (policies, tariffs etc.);
Monitor developments globally in terms of innovative energy market design and new
policy/regulatory approaches to promote sustainable energy systems;
Act as advisor to municipalities, provincial governments and other stakeholders to
develop sustainable energy plans and strategies;

Lead the development of project proposals, identify tasks and activities to facilitate
execution, and allocate appropriate resources.
Qualifications, skills and experience:



A Bachelor’s degree in energy policy/ energy studies/ energy resource management or
similar qualification with at least five years’ experience in conducting policy analysis, of
which three years should be in project or programme management. A postgraduate
qualification will be an advantage;
Experience in a research institute, energy utility, government, consultancy, or policy
environment;
Experience in renewable energy policy environment.
