I.
Vision: Utilize collective wisdom gathered through the Internet to create a
New Taiwan equipped with “i-d-e-a” intelligent network by 2020 to shape
future quality life for the people of Taiwan. Where:
“i” is for “intelligent Taiwan”: To expand innovative development and
applications of the Internet, build comfortable lifestyle and homeland
environment, and create innovative mode of network economy.
“d” is for “digital nation”: To build up an interactive, mutual-trust
mechanism among social networks and with the government through
open data and big data analyses, in order to make the Internet and the
real world complement to each other.
“e” is for “e-government”: To provide people proactive, niche, or
comprehensive services through streamlined administrative processes

and effective and efficient management.
“a” is for “accessible to the people”: To enable people, regardless of
his/her region, generation, economic status, education, etc., to enjoy
intelligent lifestyle, to ensure the right to access, and to minimize the
digital divide.
II.
The policy of ide@ Taiwan 2020 consists of five aspects, including
“Infrastructural Environment,” “Transparent Governance,” “Intelligent
Lifestyle,” “Internet Economy,” and “Smart Homeland,” covering the
comprehensive establishment of infrastructure and the promotion of
applications. ide@ Taiwan 2020 offers a principal guideline for the
ministries and agencies to animate relevant policies. Highlights of the five
aspects include:
a. Infrastructural Environment aspect: It is intent on creating a smart
ICT (information and communication technology) infrastructure for
people to be able to enjoy quick access to rich and convenient
services of intelligent lifestyle, anytime and anywhere. The
government is to provide Virtual World Regulation 2.0 and will
adhere to the principles of minimal supervision, forward-looking
innovation, and flexible agility to handle shared economy such as
Bitcoin, Uber, etc., and even to influence the issues of the net
neutrality in the development of OTT (over-the-top content: service
provided via the Internet) such as Facebook.
b. Transparent Governance aspect: To introduce public participation,
advanced action plans for government open data project will be
carried out to establish a two-stage consultation system and to
perfect a legal environment for open data, and in cooperation with
the private sector’s datacenters, provide a variety of new innovative
services of cross-border integration. In addition, conduct a pilot

project for online proposing a public policy (Citizens Propose) to
expand the pipeline for popular participation in public
policy-making.
c. Intelligent Lifestyle aspect: To animate teaching and adaptive
learning, young students are expected to be able to enjoy adaptive
learning and grow up happily through a sound cloud-based
learning resource, optimized digital learning, innovative classroom
teaching, and personalized learning mechanisms. Furthermore,
utilize virtual and physical unification technology to produce a
diversity of video content, and build a cloud-based museum to
expedite the development and innovation of the value-added
application of cultural artifacts, so that people can savor rich
cultural entertainment.
d. Internet Economy aspect: Perfect an industrial ecosystem of
e-commerce to facilitate the flourishing development of e-business
transactions, enhance the security of e-commerce transactions, open
up opportunities of cross-border e-commerce, and create
opportunities for the revival of traditional industries. Encourage
innovative Internet financial services, popularize the applications of
mobile payment and third-party payment, and promote the
application of big financial data analyses to create Digital Financial
Environment 3.0.
e. Smart Homeland aspect: According to the construction plan of
National Geospatial and Temporal Information Cloud, the data
collected by each unite under the national geographic information
system will be integrated to enhance the ability to prevent and
combat disasters and to carry out relief work, in addition to
developing the services of information integration and circulation

for public transportation system. The Internal Affairs Project on
Integration and Application of Map Data is designed to standardize
and integrate government’s and the private sector’s map data, in
order to facilitate data circulation and value-added applications.
III.
All relevant ministries and agencies which have already formulated action
plans in accordance with the White Paper should in the future adhere to
the core concepts of the quest for “the interests of all people,”
“cooperation between public and private sectors,” and “innovative
implementation,” to carry out the policy with full vigor and urgency. In
addition, in response to the ever-changing ICT development, the
competent ministries and agencies of respective aspects will make regular
inventory on and rolling adjustment to the strategic directions and
practices for the policy, to really master and properly response to the new
trends in ICT development and application.
