We are seeking to engage a public health practitioner and/or researcher with experience of
evaluation to start as soon as possible as the Project Director of the Unleashing Healthy
Communities Research Project. The role is a full-time post, initially for a two year period, funded
by Public Health England, and is based at the Bromley by Bow Centre. The Project Director will
join the Centre’s expanding Knowledge Hub and will work in close collaboration with the
Director of Knowledge & Innovation who will line manage the role.
Prime Responsibilities
In collaboration with the Director of Knowledge & Innovation, the Project Director will be
responsible for the management, development and delivery of the project through its distinct
stages of scoping, design, preparation and implementation. An important element of the role
will be the development of longer term research proposals and collaborations and supporting
the securing of further funding.
They will be informed and supported by a multi-disciplinary team, including senior staff at the
Bromley by Bow Centre, the project reference group and a project team comprising new
research colleagues (as funding awards are secured), research volunteers and staff employed
in other organisations, through collaborative arrangements developed with research
institutions. There are strong initial connections with projects at UCL and University of
Westminster around the arts and creativity and social prescribing. We expect many more
alliances to be formed. The project will involve working closely with a wide range of service
and support colleagues within the Bromley by Bow Centre and local partner organisations,
including Public Health teams.
Detailed Responsibilities
A. Project Management
1.
Manage and oversee the operation and performance of the project
2.
Establish a project delivery plan and project milestones
3.
Create and periodically review and update operational plans for the on-going
delivery of the project
4.
Monitor and review the progress and results of the project against agreed
framework
5.
Establish the structure of the project team and project reference group and
framework of meetings
6.
Oversee the financial management of the project including budgeting, monitoring
and financial procedures
B. Project Scope and Set-Up
1.
Develop and agree project intention, scope, parameters and milestones
2.
Create a research governance framework (including ethical statements and data
management)
3.
Support the development and implementation of a stakeholder and collaborator
engagement plan
4.
Review previous research, articles and references to the Centre’s work and model
5.
Review the Bromley by Bow model, assumptions and theory of change
6.
Consider project focus and data requirements; review existing data and monitoring
systems and data availability and identify additional data and monitoring system
needs
7.
Consider, develop and define research disciplines and methodologies, develop
evaluation tools, including for participatory and action-learning approaches,
ensuring that the outputs of such activities are to a standard that will be recognised
internationally in terms of originality, significance and rigour
8.
Define project resource needs; including funding, project team composition,
collaborative
and
partnership
relationships
with
research
institutions
and
stakeholders, enhancements of data and monitoring systems and procedures and
evaluation methodologies
C. Project Delivery
1.
Co-ordinate and conduct research activities, including with collaborative partner
organisations ensuring that results are written up
2.
Support centre delivery teams in implementing enhancements to data and
monitoring systems, procedures and cycles
3.
Contribute to the development of training programmes for centre teams, research
volunteers and users in participatory research methodologies
4.
Contribute to training centre teams, research volunteers and users in participatory
research methodologies
5.
Establish pilot research and evaluation pilot projects, testing determinations of CMO
configurations, research methodologies, plausibility of attribution and comparison
with initial programme theory
6.
Initiate data collection and analysis, including establishing baseline data points
7.
Attend and contribute to periodic Project Reference Group meetings
D. Project Development
1.
Build internal and external collaborative relationships and partnerships with key
teams and organisations and stakeholders
2.
Develop research programme theory considering context, mechanisms, outcomes
(CMO)
3.
Develop research plan for years three, four and five
4.
In collaboration with the Centre’s development team and with the support of the
project reference group, contribute to the identification of sources of potential
funding, the development of project proposals and funding applications to secure
resources
5.
Contribute to the further development of the centre’s data and monitoring systems
and procedures, research and evaluation tools
E.
Team Leadership and Staff Management
1.
Establish the project team, consisting of staff researchers, with evaluation
experience, (subject to funding), research collaborators and research volunteers
2.
Line manage, support and mentor project staff and volunteers and liaise with
research collaborators, to ensure a motivated and high performing team
3.
Establish a performance framework for project staff and manage performance
accordingly.
4.
Develop and promote a learning environment for staff, volunteers and
collaborators
5.
Provide reports on team activities and performance to the Director of Knowledge
& Innovation as required
6.
Hold regular one-to-one meetings with project staff and with the full team
7.
Attend one-to-one meetings and annual performance appraisal meetings with the
Director of Knowledge & Innovation
8.
Monitor, co-ordinate and implement a regular cycle of training as appropriate for
the development of the project, individual career progression and changes in
practice
F.
Internal and External Reporting and Communication
1.
Develop and maintain systems to keep accurate records relating to project
delivery
2.
Prepare interim and final reports, with detailed recommendations and forward
action plan for the project reference group and for contractual purposes and to
support the submission of research proposals and research applications to external
bodies or companies to secure funding
3.
Prepare briefings and articles for publication about the project and its findings for
internal and external audiences as appropriate
4.
Attend and contribute to internal and external meetings
5.
Contribute to the delivery project presentations and workshops to internal and
external audiences
6.
Contribute to the development and delivery of knowledge sharing events
7.
Contribute to the development and maintenance of effective relationships and
communication with project partners and stakeholders

Essential qualifications, skills and experience required:

A Masters degree in public health or related health sciences or social science
discipline
5.
Experience in leading research and evaluation projects
6.

Excellent communication skills, including communicating with a variety of

Experience in quantitative and qualitative research and analysis
9.
Experience of developing and maintaining partnerships and research projects with
