Team Uniform Ensure that all players are correctly attired on match day. No piercings, only beige undergarments are permitted, no bobby pins in hair, only molded boot stops and all other uniform rules are adhered too. Any player found to have any foreign objects / jewelry / bobby pins, non-beige undergarment will be yellow carded Other Officials Team Manager’s must ensure that personnel are designated to act as, field, boundary, goal umpires, team runners and team trainers are familiar with their roles and the specific requirements of the position. Personnel should be supplied with the appropriate equipment/uniform to carry out their duties. All officials must sign the team sheet and be over 15 years of age. Umpires The Team Manager should ensure that the umpire’s room is clean and secure with refreshments provided. Umpires should be offered water during quarter breaks. If any issues arise on match day or prior regarding umpires, contact should be made with Adrian FisherUmpire Coordinator. An Umpire escort must be supplied by the home team. Security of Players Belongings The security of belongings should be considered prior to the players taking the field. No venue can fully guarantee the safety of items that remain in the change rooms during a game. It would be a good idea to remind players and parents of this problem and have player valuables such as phones, watches, jewelry and expensive clothing left at home or secured with a team representative Team Sheets Each Team Manager must complete the team sheet prior to the game via the online registration system; together with the correct jumper numbers. All players and officials must sign the team sheet prior to the commencement of the game. No player can be added to the team sheet after half time. Home team managers must enter the results including adding/deleting players, adding jumper numbers, goals, best and game results to footy web by no later than 6:00pm following the game however, ideally 1 hour after the game concludes Home Team managers must also use Jot form - https://form.jotform.com/60607837668973 at the end of the game to photograph and send the team sheets of both teams, goal cards and time keeper cards. Please retain the physical copies until the end of the season. No copies need to be physically sent to the AFL Victoria unless requested. Footballs The Home and Away team Manager’s and captains/ coaches are to meet with the umpires at the umpire rooms 30mins prior to the start of the match. The Home team manager is to present two (2) official VWFL branded Sherrin footballs in good condition to the umpire prior to the commencement of the game. These balls are then returned to the home team manager after the games completion. The official VWFL 2016 ball is the women’s size 4.5 football supplied by Sherrin and is the only ball to be used. All match balls can be ordered through AFL Victoria. JLT Pre Match Check list The Home Team prior to the commencement of the game must complete the Pre Match Checklist. The JLT Checklist is now available through a phone app- Search AFL Match Checklist. Starting Times The Team Manager should be aware of the starting times of all quarters and ensure that the coach has the players ready to commence playing. For clarification, please refer to the VWFL Rules. All VWFL divisions are 20 minute quarters - 10 min half time and 5 min qtr. time. Match Paperwork Ensure match day paper work is completed (see match day checklist and ensure online obligations are fulfilled) List of Emergency Phone Numbers Team Managers should have an up to date list of all player contact and emergency phone numbers (parents/guardians) in case of an emergency, Trainers and Coaches should be made aware of their players medical conditions Team Manager should also have details of the closest hospitals to their ground for opposing teams to transport their players if the need arises. Major Incidents If there is an incident at your game which may attract negative attention from the media, you must contact either Darren or Jess immediately. It is expected that clubs do not answer media enquiries relating to the incident and instead refer them to AFL Victoria’s Media Manager Anthony Stanguts on 0413 986 190 Notable rule alterations: Teams are allowed up to 25 players (18 on the field- up to 7 on the bench) 25 metre penalty will replace a 50 meter penalty Evening Up rules apply for Goldfields, North West and South East Divisions will be used Match Day Information Equipment The following equipment is to be provided by the venue and home team: Time Clock - Siren/Bell Goal Post Padding Stretcher Scoreboard Two match footballs Ground Marking Ice for injury management Attire of Officials The following officials must be attired as prescribed by the League (bracketed where applicable) and undertake their specified duties as per AFL & VWFL rules: Club Boundary Umpire - Black shorts or leggings and hi-vis Green bib / or Orange Bib supplied by VWFL. No street wear. Club Goal Umpire Orange Spray Jacket supplied by AFL Vic or traditional white goal umpire jacket and 2 White goal flags supplied by both clubs) Trainer Supplied white Trainers vest, black shorts, leggings or tracksuit pants) Runner AFL Vic Supplied Yellow Vest that MUST have the Melbourne Football Club Logo on it & black shorts or tracksuit pants. No street wear) Water Carriers Club supplied Flouro Water vest or top & black shorts/ leggings or tracksuit pants. Must be distinguishable from the Runner. No street wear. Duties of Officials (a) All officials must be properly attired and perform only the tasks he/she is required to do (laws of the game apply): Runner – one runner only and must be in VWFL uniform. Deliver messages to players only. They must not linger on the ground under any circumstances. Shall not obstruct the play in any way. Water persons – give water only. Must stay off the field of play whilst not doing their duties and shall not obstruct the play in any way. Trainers – may assist players who are injured whilst on the ground. Must stay off the field of play whilst not attending to their duties. Note: Each club must have one (1) accredited trainer. Clubs can field up to four (4) persons to deliver water inclusive of trainers. The Team Manager is responsible for the club’s conduct in the change-rooms. The club should change in the specified area only, and ensure that the team is on the ground at the required times and the rooms are left clean after the match. Each club is responsible for the cleaning of their change room following their match. Note: Clubs will be liable for any damage to the change-rooms (a) It is the responsibility of the club to remove any remains from any banner that may be used. (b) Quarter and three-quarter time addresses are not to take place within the centresquare. (c) Each club is responsible for the behavior of their players, officials and supporters at any game in which their club participates. Codes of Conduct are to be adhered to at all times and all person involved in matches must be reminded they are representing the VWFL and their club and act accordingly. (d) VWFL Regulations and AFL Rules apply Match Day Paper work a) Home Team The Home team is responsible to: Ensure your players and officials sign the team sheet and deliver to the umpire before the game Provide club Time Keeper with timekeeper card Provide club Goal Umpire with scorecards Collect Incident Reports, If applicable Collect all match paperwork following the game; i.e Timekeeper cards, goal umpire cards, team sheets- including each clubs goal kickers and best players numbered 1 – 6 with 1 being the best on ground for their team) Team Manager are to enter scores, amend team lists and jumper numbers, add goal kickers & best players onto Footy Web system Team managers should use Jot form to send a photo of match paperwork to VWFL - https://form.jotform.com/60607837668973 It is also the responsibility of the HOME Team to input the quarter by quarter scores, goal kickers and best players for BOTH teams into the Footy Web system no later than 6pm, and ideally 1 hour following the game on match day. You must also amend team sheets (add or delete players when necessary). This is required for accurate and timely media coverage. Please refer any issues to Operations Coordinator Jess Smith 0432102462 b) Away Team Ensure your players and officials sign the team sheet and deliver to the umpire before the game Ensure club goal Umpires are provided with goal cards. Ensure clubs Timekeeper is provided with timekeeper card. At the end of the game complete your Team Sheet, ensuring goal kickers and bests are listed Return all match paperwork to the home team manager Player Reports If a player is reported the Operations Coordinator is to be contacted on the Sunday Night. An Umpire reporting a player or official at any league sanctioned game, should inform the Team Manager or an Elected Club Time Keepers Procedure Playing Time All Divisions: 4 x 20 minute quarters, with No Time On. Time off is only called when a stretcher is taken on to the field of play. The umpire blows the whistle to signal time off and again to signal time on. If there are time constraints on the game, quarters should be adjusted to ensure the game finishes on time in consultation with a delegate from each team and a field umpire. Duties sound the siren at the beginning and end of each quarter Complete the official VWFL time Keepers card Keep official time of the game When to sound the siren Warning siren, 5 minutes before the scheduled commencement of play, this is to notify the umpires and players to enter the field. When the field umpire enters the field prior to the commencement of each half and holds the ball in the air walking toward the centre of the ground. Prior to each quarter commencing when the umpire blows the whistle and holds the ball in the air. When the playing time has lapsed, keep sounding the siren until the umpire indicates the end of play by blowing the whistle and raising both hands in the air. Quarter time interval - 4 minutes after the end of the first quarter to indicate to teams that they must take up their playing positions. Maximum 5-minute break. Half time interval - 8 minutes after the end of the second quarter to indicate to teams that they must take up their playing positions. Maximum 10-minute break. Three quarter time interval - 4 minutes after the end of the third quarter to indicate to teams that they must take up their playing positions. Maximum 5-minute break. HOME GAMES CHECKLIST- Your Team Manager/ Club needs to supply: 1x Team Manager 1x Goal Umpire (you provide goal umpire card) 1x Time Keeper (you provide time keeper card) 1x Boundary Umpire 1x Runner in correct uniform (Melbourne Football Club branded vests) 1x Umpire Escort 1x accredited trainer in correct uniform. A game will not commence without an accredited trainer present for each team. A minimum level 2 First Aid and CPR is required. 2x Red Size 4.5 Sherrin Football in good condition (yellow for night matches) Ensure goal pads are in place and stretcher is next to the substitute bench Ice for injuries Ground lines to be marked A working Scoreboard (home team supply someone to operate) and access to a siren/timekeepers box Completed team sheets delivered to the Umpires before the commencement of the game Team managers and captain/coach are to meet with Umpires straight after the match to sort out paperwork and 30 mins prior to commencement of the game Enter Results and fill out the Jot form online by 6pm. ideally within 1 hour following your game Store the match paperwork until the end of the year AWAY GAMES CHECKLIST- Your club needs to supply 1x Team Manager 1x accredited trainer in correct VWFL uniform. A game will not commence without an accredited trainer present for each team. A minimum level 2 First Aid and CPR is required. 1x Goal Umpire (with goal umpire card) 1x Time Keeper (with time keeper card) 1x Boundary Umpire 1x Runner in correct VWFL uniform. Completed team sheets delivered to the Umpires before the commencement of the game Team managers and captain/coach are to meet with Umpires straight after the match to sort out paperwork and 30 mins prior to commencement of the game TEAM MANAGER’S ONLINE PAPERWORK Team Managers Online Paperwork- Jot Form http://form.jotformpro.com/form/40988420758971 Team Managers will take photos of and upload the following after the match: Signed Away Team Sheet Signed Home Team Sheet Goal Cards (both cards in 1 photo) Time Keepers Card If a report occurs, you must inform AFL Victoria Operations Coordinator immediately after the game on 0432102462- A letter will be sent to the club on Monday to confirm the report. No paperwork is needed on the day, umpires will electronically submit the report and should notify the club of a report on the day where possible To make it easier for you, I have included instructions on the following pages on how to add the form to your phone’s home screen.
