U.S. Soccer Federation Referee Program Grade 8 Referee Course Competitive Youth Training Procedure o A penalty kick is awarded if a player commits a direct free kick offense inside their penalty area or off the field as part of play o Ball must be stationary on the penalty mark o Player taking the kick must be properly identified o Hand the ball to player taking kick o Goalkeeper must be on goal line between goal posts and facing kicker until ball is kicked Procedure o Players other than kicker and goalkeeper o 10 yards from and behind penalty mark o Inside field of play and outside penalty area o Referee whistles for penalty kick to be taken o Ball must be kicked forward to be in play o Kicker can’t play the ball again until it has touched another player o Kick is completed when the ball stops moving, goes out of play, or the referee stops play Positioning Infringements Infringements o Goalkeeper is cautioned for infringement that requires PK to be re-taken o Indirect free kick if kicker touches ball again before another player o Retake the kick if the ball is touched by an outside agent as it moves forward o Dropped ball if contact is after rebound from goalkeeper, goalpost, crossbar Infringements Indirect free kick awarded regardless of outcome of penalty kick if: o Ball is kicked backwards o Wrong player takes the PK (caution issued to player who takes the kick) o Feinting to kick the ball once the kicker has completed the run-up o Kicker is cautioned o IFK for defense from penalty mark Defective Ball o Penalty Kick or Kicks from the Mark o After in play but before ball touches any player, goalposts, or crossbar oStop game and replace ball oRetake penalty kick o After in play touches any player, goalposts, or crossbar oDropped ball Extending Time o Once awarded PKs are taken regardless of time o Referee announces time is extended o Only goalkeeper can participate after kick taken Review Question o What is the correct restart if the penalty kick taker kicks the ball into the goal after the ball has rebounded off the goalkeeper? o Kick-off o Indirect free kick for the defending team Review Question o Can any player, including the goalkeeper, from the team that was fouled take the penalty kick? o Yes o No Review Question o What is the correct restart if the goalkeeper moves from side to side on the goal line before the penalty kick is taken and then deflects the kick over the crossbar? o Corner kick o Goal kick Review Question o What is the correct restart if a teammate of the penalty kick taker enters the penalty area before the penalty kick is taken and then the goalkeeper deflects the ball over the crossbar? o Corner kick o Indirect free kick for the defending team
