Annex: Table: Billing cap on analog set-top boxes with IP address decoding function Usage Billing stipulations Sell off Leasing Billing cap The system operator’s sell-off price may not exceed the market price. 1. Deposit: each unit may not exceed thirty percent of the market price of the market the system operator supplies. 2. Leasing fee: the monthly leasing fee may not exceed four percent of the market price of the model the system operator supplies. Provisional stipulations 1. The system operator, when changing the front-end encryption technology or equipment to render the initial analog set-up box with an IP address decoding function inoperable, is to unconditionally replace subscribers who are within three years of buyoff with a set-top box with IP address decoding function. 2. When an analog set-top box with IP address decoding function should require repair and service due to the subscriber’s improper use, the system operator is to calculate the repair labor fee hourly, at no higher than two hundred dollars per hour, with material cost to be calculated separately. 3. When replacing the initially included remote unit with a new one, the price of each unit may not exceed five hundred dollars. 1. If the subscriber should withdraw the lease within two years of the leasing date, the system operator does not need to reimburse the deposit to the subscriber; the subscriber shall return the analog set-up box with ID address decoding function initially leased to the system operator. Loaning with deposit The deposit may not exceed 1.7 times the market value of the model the system operator supplies. 1. When a subscriber returns the analog set-up box with IP address decoding function on loan, the system operator is to reimburse the subscriber with the deposit without interest. If the foresaid analog set-top box with IP address decoding function should be damaged and attributable to the subscriber’s improper use, the subscriber shall assume damage liability. 2. When an analog set-top box with an IP address decoding function should be in need of repair for reasons attributable to the subscriber’s improper use, the system operator is to calculate the repair labor fee hourly, at no higher than two hundred dollars per hour, with material cost to be calculated separately. 3. System operators that give away the analog set top box with IP address decoding function for use by the subscriber shall install, set up, and maintain it at no charge. When a subscriber, who has installed and set up an analog set-top box with an IP address decoding function on their own, is in need of having the system operator maintain it, the system operator is to calculate the repair labor fee hourly, at no higher than two hundred dollars per hour, with material cost to be calculated separately. At contract termination, the subscriber is to return the analog set up box with IP address decoding function on loan; any damage attributable to the subscriber’s liability, the subscriber shall assume damage liability.
