[1] AUTHORIZING AGENT REQUIREMENTS All Authorizing Agents must: - Attend an Authorizing Agent class annually - Maintain an “active” airport ID badge at all times - If your badge is not valid, YOU CANNOT SIGN! - Remain in good standing with Airport Security Office by: - Not signing blank Fingerprint and Badge applications - Auditing Airport ID badge reports - Preventing unauthorized access by reporting all lost, stolen, or terminated airport ID badges immediately - Being responsible for training and complying with all Denver Municipal Airport System Rules and Regulations - Act as the primary Contact for the Airport Security Office - Read the Airport Security newsletter [2] AUTHORIZING AGENT FREQUENTLY ASKED QUESTIONS (FAQS) What is an Authorizing Agent? - Authorizing Agents are designated for each company participating in the Airport Security Program. The Senior Company Manager for each company will designate an Authorizing Agent that will become the key player(s) involved with Airport Security issues. These responsibilities include overseeing the background check processes, signing applications and forms, requesting badges to be cancelled, adding or deleting access from job titles, signing vehicle permit applications, as well as training company employees to be compliant with Rules and Regulations Governing the Denver Municipal Airport System. How do I become an Authorizing Agent? - To be “Active” as an Authorizing Agent, you must first have an “Active” Airport ID Badge, attend the Authorizing Agent Class and submit an “Authorizing Agent Designation Form” to the Airport Security Office. Authorizing Agents are required to attend recurrent training every year. To be scheduled for an Authorizing Agent Class, please call (303) 342-4307. How many Authorizing Agents can my company have? - Vendors, Contractors, and Tenants may have 3 Authorizing agents. Air Carriers are allowed 5 Authorizing Agents per Department. If you are adding someone, be sure to check how many Authorizing Agents your company has. You may need to delete a current Authorizing Agent to add a new one. If I’m an Authorizing Agent, can I sign my own badge application? - If you are the only Authorizing Agent on record, you may sign your own application. If you have more than one designated Authorizing Agent you cannot sign your own form. [3] MAIN AIRPORT SECURITY BADGING OFFICE [4] NEW SATELLITE AIRPORT SECURITY BADGING OFFICE Take the 75th Avenue exit and head east Follow the signs for the “Satellite Badging Office” The office is located a the south end of the Joint-use Cargo Facility Times: 7:00 a.m. – 4:00 p.m. M-F Closed on city observed holidays [5] UNBADGED INDIVIDUALS NEEDING ACCESS TO DENVER INTERNATIONAL AIRPORT The City and County of Denver (CCD) is the “Airport Operator” of Denver International Airport (DIA) and is regulated under Part 1542 of the Code of Federal Regulations. Under Transportation Security Administration (TSA) regulations and CCD rules, individuals “regularly” working at DIA in any capacity must obtain an Airport ID badge. Airport Security has limited the amount of times an individual can obtain access into the Restricted & Sterile Areas to ensure that companies/individuals are not circumventing the Airport Security Program (ASP). Companies and/or individuals who have a “demonstrated need” to access areas at DIA to conduct official airport business for a “limited” time may utilize one of the following procedures: RESTRICTED AREA ACCESS: Unbadged individuals may be escorted into the Restricted Area through a City & County of Denver controlled Guard Gate (Gates 1, 2, 4, 5, 7 & 9) following established DIA escorting protocols. Unbadged individuals are limited to being escorted three (3) times and will be denied escorted access into the Restricted Area once that number is exceeded. Any exception to this policy requires approval from the Airport Security Coordinator (ASC). [6] STERILE AREA ACCESS: The Pink Concourse Visitor Badge Program is approved by the TSA, and is primarily used by DIA to allow new employees of the airport to gain access to the Main Airport Security Office located on the A-Concourse for fingerprinting and Airport ID badging appointments. Since this office is located in the Sterile Area, access is obtained through one of the three TSA Security Screening Checkpoints. Once the individual successfully completes the screening process at the TSA Security Screening Checkpoint, they do not need to be escorted while in the Sterile Area. Companies/departments requesting access to the Sterile Area by any other type of unbadged individual must submit a request and be preapproved by the Airport Security Coordinator (ASC). Unbadged individuals must be conducting “official airport business,” are limited to the issuance of three (3) Pink Concourse Visitor badges and will be denied access into the Sterile Area once that number is reached. Any exception to this policy requires approval from the Airport Security Coordinator (ASC). Pink Concourse Visitor badges are only issued at the Airport Office Building (AOB) Reception Area which is adjacent to the A-Bridge TSA Security Screening Checkpoint. The AOB Reception Area is open 6:00 am to 6:00 pm Monday through Friday (except holidays) and special arrangements must be pre-coordinated with the ASC to have a Pink Concourse Visitor badge issued during off-hours or on weekends. NOTE: Air Carriers who are defined by the TSA as “Aircraft Operators” are regulated under Part 1544 of the Code of Federal Regulations and will issue their own “demonstrated needs pass” based on their company policies to unbadged individuals requiring access to the Sterile Area. AOB & AOB LOADING DOCK ACCESS: The Gray AOB/DOCK Visitor Badge is issued to unbadged individuals who have a demonstrated need to access the AOB or the AOB Loading Dock. Unbadged individuals are not limited to the number of times this badge can be issued but must be escorted following established DIA escorting protocols. Access to the Sterile Area or Restricted Area is prohibited. Gray AOB/DOCK Visitor badges are only issued at the AOB and Guard Gate 1. [7] FAQS WHY IS AN UNBADGED INDIVIDUAL ONLY ALLOWED THREE VISITS? — Airport Security has the regulatory enforcement responsibility for ensuring that DIA remains in compliance with all TSA Regulations and Security Directives as well as with the Airport Security Program. Individuals who “regularly” (in excess of 3 visits) access areas at DIA to perform work are deemed to be working at DIA and are required to complete the necessary background checks to be issued an Airport ID badge. MY COMPANY DOES BUSINESS WITH A VENDOR THAT CHECKS OUR FIRE EXTINGUISHERS EVERY OTHER MONTH. WHY CAN’T I JUST ESCORT THEM? — All Vendors and Contractors performing “regular” services at DIA are required to be active participants in the Airport Security Program. Established companies/departments with “standing” at DIA must submit a Participant Sponsorship Form to Airport Security indicating that they officially recognize the business relationship they have with any new company. Vendors and Contractors may be “sponsored” by multiple companies @ DIA. To become an active Participant please contact Airport Security at 303-342-4307 or 303342-4313 for your company specifics. MY NEW EMPLOYEE IS IN THE PROCESS OF OBTAINING AN AIRPORT ID BADGE. CAN I ESCORT HER WHILE HER APPLICATION IS BEING PROCESSED? — Once an employee submits their badge application to Airport Security with the intent to obtain an Airport ID badge, they are considered to be “in process.” Until their Criminal History Records Check (CHRC) or State Background Check plus their Security Threat Assessment (STA) have “cleared,” they may not be escorted into the Restricted or Sterile Areas in accordance with TSA Security Rules and Regulations. [8] HOW DO I ESCORT A VISITOR THROUGH A GUARD GATE? — An unbadged individual being escorted into the Restricted Area must have a demonstrated need, be escorted by an active DIA Airport ID badgeholder with access to the guard gate they are using, and must have a government issued photo ID in their possession. The security guard at the gate will enter the unbadged individual’s full legal name, date of birth, and government issued ID number into the DIA Escort database program along with information about the employee providing the escort. MY EMPLOYEE FORGOT HIS BADGE AT HOME. CAN I GET A PINK CONCOURSE VISITOR BADGE FOR HIM SO HE CAN WORK HIS SHIFT ON THE C-CONCOURSE? — Employees who have an active Airport ID badge can not be issued a Pink Concourse Visitor Badge for access to the Sterile Area, instead the employee must go home and get their Airport ID Badge per TSA and Denver Municipal Airport System Rules and Regulations. Additionally, an employee who forgot their badge may not be escorted through a guard gate into the Restricted Area. [9] AIRPORT SECURITY FORMS The following forms can be picked up at the front counter of the Main Office or Satellite Office: - Fingerprinting and Badging Applications Access Change Forms Authorizing Agent Designation Forms Vehicle Permits Sponsorship Forms Electronic copies of the forms are also available at the following link: www.flydenver.com - Please print copies in color - The Fingerprinting & Badge Application should be printed in color, on one page front and back. ALL FORMS REQUIRE AN AUTHORIZING AGENT SIGNATURE [10] [11] [12] [13] FINGERPRINTING & BADGING APPLICATIONS TIPS — Check to make sure you are using the correct revision date of the Fingerprinting and Badge Application (notification of revision date change sent by Airport Security Newsletter.) — Use Blue or Black pen (no pencil & no correction fluid.) — Section 1 , Section 2, and Section 3 must be completely filled out and validated by the Authorizing Agent before the Authorizing Agent completes Section 5 — Name of Applicant on application should match Primary ID. — All employees are required to show a minimum of two (2) forms of ID. — One government issued photo ID. — One secondary form. — The secondary ID must be the employees “Proof of Citizenship OR Work Authorization Documentation” for his/her initial appointment. — Work Authorization Documentation for all non U.S. Citizens is required to be presented whenever the applicant comes to the Airport Security Office. — Ensure employees have read and signed all applicant/employee signature lines. — Never pre-date or post-date your signature. [14] [15] [16] [17] [18] [19] [20] BADGE EXPIRATION ALL BADGES EXPIRE AT MIDNIGHT ON THE DATE PRINTED ON THE BADGE. WHAT IF I HAVE AN EXPIRED BADGE? If an airport badge has expired, the badge holder may be required clear a new Security Threat Assessment (STA). Remember, badge holders have 30-days prior to the expiration of their current badge to renew their badges so do not wait until the last minute to take care of this important issue. CFR 1542: A tenant or a company sponsored by a tenant or by the airport: - A letter of continuous employment (LOC) is required stating the employee is still actively working with the company. - A new Denver International Airport Fingerprinting and Badge Application signed by the Authorizing Agent is presented when badge applicant comes to the Security Office to get their new badge. CFR 1544: A company that is an aircraft operator or a vendor or contractor sponsored by an aircraft operator: - An application and fingerprint certification form signed by the authorizing agent or by the sponsoring CFR 1544 aircraft operator must be turned in. - A new Denver International Airport Fingerprinting and Badge Application signed by the Authorizing Agent is presented when badge applicant comes to the Security Office to get their new badge. IF THE BADGE HAS BEEN EXPIRED FOR MORE THAN 30 DAYS, THE EMPLOYEE MUST RE-START THE ENTIRE PROCESS OVER AGAIN AS A NEW EMPLOYEE. [21] [22] DEACTIVATED BADGES IN YOUR COMPANY’S POSSESSION ARE TO BE RETURNED THE SAME OR NEXT BUSINESS DAY. PLEASE COMPLETE A BADGE CANCELLATION FORM PRIOR TO BRINGING THE BADGE TO AIRPORT SECURITY. ALWAYS ASK FOR A BADGE RETURNED RECEIPT. The website will currently allow you to verify your Quarterly Active Badge Report, complete the Quarterly Certification Form, and view your current Authorizing Agents. Airport Security will no longer mail out Quarterly Reports. — The website contains SSI (Sensitive Security Information). Protect and don’t share your password with anyone. — Validate Badges all boxes will be checked if you want to cancel a badge uncheck the box. [25] — Once all badges are verified select either Made Changes or I Agree- No Changes. Page refreshes and sends information to Certification Form. You will only see the page refresh. After making your selection the Quarterly Report Certification Form will appear. — Any changes you made should show up on this form. (A badge will not be cancelled until we receive the form and cancel the badge so please remember to still call and cancel badges immediately.)
