Our mission is to actively encourage young players irrespective of age, gender or ability to get involved in the game of Futsal. The aim of the League is to create a fun and safe environment that allows young people to simulate and develop many skills and proficiencies that are transferrable to the 11-a-side game. This handbook outlines all the key information you will need to know about the League. Team managers are kindly requested to read through the handbook and relay any important information to their coaches, players and parents. The League is organised into three age groups which includes two U6 leagues, two U7 leagues and one U8 league. Each league comprises of six teams who will play against each other twice over the course of the League. LEAGUE KICK OFF TIME ARRIVE U6 La Liga 5.00pm – 5.30pm 4.45pm U6 Premier League 5.55pm – 6.25pm 5.40pm U7 Serie A 6.50pm – 7.20pm 6.35pm U7 Bundesliga 7.45pm – 8.15pm 7.30pm U8 Primeria Liga 8.40pm – 9.10pm 8.25pm Fixtures will be published in advance and distributed to the team manager prior to the start of the league. Team managers will be notified to any changes to the fixtures. Due to the non-competitive nature of the League, results will not be displayed in any format. Teams are permitted to use the Astro-turf outside to warm-up before their match. Spectators are expected to stand in the designated viewing area (basketball court). This will allow the team managers to coach and the players to play without any interference. Teams can renew their registration for future leagues and tournaments at any stage. 2 Liverpool County FA Guidelines It is crucial that all FA Junior Futsal Leagues adhere to the following eligibility criteria for the season 2013/2014 as any teams that qualify but do not meet the criteria will be removed from the League. All categories are open to bona fide FA affiliated club and ESFA affiliated school teams only. Academy, centre of excellence or representative sides of any nature will not be permitted to play. Club or school teams may register players from professional club academies or centre excellences providing permission is obtained from the academy director. No Team may play in this competition with a name that is deemed to be offensive or potentially offensive as judged by the League Coordinators. No team must enter this competition in the name of another affiliated club without the full knowledge and authority of that club. Teams should enter the League in the age group they play in during season 2013/14. Category Under 6 Qualification The player must be born between 1st. School Years 2 September 2007 and 31st. August 2008. Under 7 The player must be born between 1st. 3 September 2006 and 31st. August 2007. Under 8 The player must be born between 1st. 4 September 2005 and 31st. August 2006. The League will ensure that satisfactory insurance arrangements are made in respect of public liability and professional indemnity. Where possible the following recommendations are advisable: Players to travel together and share cars Cars enter the Tennis Centre via Fazakerley Road Exit via Crescent Road, Yewdale Road, Cedardale Road Park on Hartley Avenue accessed via Long Lane Venue: Archbishop Beck Tennis Centre, Crescent Road, L9 2AR. 6 Match Day Protocol 1. Teams are expected to arrive 15 minutes before their allocated kick off time. 2. On arrival teams will be required to pay their match fee to the League Coordinators. 3. Teams should be ready to go onto the pitch 5 minutes before kick-off. 4. A team failing to have less than 4 players for a game will not be able to take part in their fixture. 5. Teams are kindly requested to leave the venue promptly after their match in order to limit any congestion that may occur with traffic. Payments and Cancellations 1. Teams are required to pay each match fee of £17.50 in cash to the League Coordinators. This must be done before the scheduled match in order for the match to take place. 2. If the match fee is not received prior to kick off, the League Coordinators may issue a fine to that club which must be received with the missing match fee before the team can participate further in the League. 3. If the match fee is not received on more than one occasion, the League and League Coordinator reserve the right to remove that team from the League with immediate effect and all debts will be passed to the Local County FA for collection. 4. Teams are required to fulfil all fixtures and the match fee will be required whether the game is played or not. This is relevant in the following cases: i) – If a match is abandoned. Please note if just one team is responsible for the abandonment of the game, they may be required to pay the match fee for both teams, at the League Coordinators discretion. 7 ii) – If one team has cancelled less than 48 hours prior of fixture. The cancelled team will be charged the match fee for that week and may be required to pay the match fee for both teams, at the League Coordinators discretion. iii) – If one team has failed to turn up. The present team’s match fee will be carried forward to their next league fixture. The missing team will be charged both match fees for that week to cover the cost of both teams. The fee must be paid within 72 hours or the team will be removed from the League. 5. No team owing money should be allowed to enter a new season. Records of any teams owing money will be kept by the League Coordinators. Team Replacements and Withdrawals If a team wishes to withdraw from the League, they must provide the League Coordinators with at least two weeks’ notice. This can only be done when a league concludes (10 week periods). The League Coordinators must then check to make sure no outstanding money is due and that all fixtures have been fulfilled before the deposit is returned. If a team withdraws without notice during the League, they will lose their team deposit and will also be billed for their remaining fixtures that will not be completed. This money will be passed to the Local County FA and the team and all involved will be placed under Sine Die Suspension from all football. If a space becomes available the League Coordinators reserve the right to enter teams from a designated waiting list into a vacated space. 8 Playing Rules and Regulations General Rules These are adapted playing rules specific for the FA Futsal Fives Leagues. Any situation not covered within these rules will automatically revert to either FIFAs Futsal Laws of the Game or where appropriate The FA Rules and Regulations. All players, including goalkeepers, must wear shin-pads at all times when on the pitch. A player must not use equipment or wear anything that is dangerous to himself or another player, including any kind of jewellery. Jewellery should be removed. Players must wear appropriate flat-soled, non-marking footwear. Playing Squad & Substitutions All players must be registered to the team with the League Coordinators before being allowed to play for the team. Each team must accurately complete a team list prior to each match Five players may be on the pitch for each team at any one time, unless players have been dismissed from the pitch. A team may consist of up to 10 players for each game, and up to five substitutes can be named. Substitutions can be made at any time during the game, and the number of substitutions is unlimited. A player that has been substituted may return to the pitch as a substitute for another player. Substitutes can only enter the pitch once the player being replaced has left. 9 Duration of Play & Timeouts Matches will be divided between two equal periods of between 15 minutes at the discretion of the referee and/or League Coordinators. Games will play to a running clock, which means that the clock will not be stopped when the ball goes out of play or there is a stoppage in the game. Timeouts are not permitted in this format of Futsal. Technical Rules In order to restart the game after a ball has gone out of play the ball is kicked back into play from the touchline and from corners. For kick-ins, free kicks, goal clearances and corner kicks the player in possession of the ball has 4 seconds to restart play which the referee will count with their fingers in the air. For a kick-in, the player must have one foot on the touch line or behind it and the ball must be stationary. A goal may not be scored directly from a kick-in. From corners, kick-ins and free-kicks opponents must be a distance of at least 5 metres from the ball. Goalkeepers are allowed to come out of the penalty area and players are allowed to go into the penalty area. The goalkeeper is not allowed to control the ball with either hands or feet for more than 4 seconds in their own half. A goal clearance must be thrown out and the goalkeeper cannot touch the ball again unless a member of the opposition has touched the ball or if the goalkeeper receives the ball in the opponents half. 10 If the ball touches the ceiling of the hall a kick-in will be awarded against the team who last touched the ball. There is no offside in Futsal. Fouls & Misconduct A team may concede five fouls (direct free-kicks) in each half of the game. On the sixth and any subsequent fouls that the team commits a direct free kick will be awarded to the opposition from the 10m penalty mark. The defending team may not place any players other than the goalkeeper to stop the shot. If a player is sent off then the team to which the player belongs must remain with 4 players until either two minutes have passed, or the opposition have scored a goal. The player that has been sent-off is not able to play in the remainder of the match and will face further suspension in line with the league rules. The Referee There will only be one referee per match, who will officiate the game and keep the time. The decisions of the referee regarding facts connected with play are final. The referee will enforce the Laws of the Game. Please note that the deposit of £17.50 may be retained by the league in the event of non-compliance of The FA Futsal League rules. 11 Disciplinary Procedures The League follows the FA’s abbreviated version of FIFAs Futsal Laws of the Game and operates under the FA’s disciplinary procedures for small-sided football. This provides protection and peace of mind to teams playing in our leagues. Offenses which will not be tolerated and will result in removal from the League, and will result in further disciplinary sanctions by the County FA include (but are not limited to): Assault on any Referee or League Coordinators or employee. Any form of racial abuse or discrimination. Threatening physical harm to a referee. Violent conduct towards another player. Foul and abusive language or gestures towards a referee. Spitting at or unseemly behaviour towards a staff member, referee or player. Serious foul play towards another player. Foul and abusive or threatening language directed at another player. Complaints Procedure The League Coordinators and the Liverpool County FA are committed to providing excellent customer care and providing a professional service to its customers. All league teams have the right to complain with regards all league matters, including; league set up, opposing teams, management decisions, providing an accurate and factual written appeal is submitted. All appeals must be made in writing and submitted directly to the League Coordinators no later than 48 hours after the fixture. 12 Health and Safety & Behaviour Policy In the interests and safety of all our teams and players, The Futsal League will adhere to the following polices on health and safety and behaviour to ensure that our leagues operate to professional standards: All Futsal League Coordinators hold an Enhanced FA CRB and First Aid Certificate. The Futsal League venue has access to First Aid Equipment. The League Coordinators will conduct a full risk assessment of the League venue and regularly check all equipment and goals to ensure their safety. In the event of a fire, players and guests will be escorted by the Futsal League Coordinators to the nearest clearly marked exit. Glass or inappropriate items will not be allowed to be taken onto the court. Racial Abuse and/or acts of Discrimination will not be tolerated and will be referred to the Police and necessary authorities. All teams will be responsible for the suitable behaviour of supporters of their team and the League Coordinators has the right to remove spectators from the League venue. Details of any accidents or injuries will be recorded by the Futsal League Coordinators. Team Feedback Questionnaire On competing in the Archbishop Beck Junior Futsal Development League, teams and their players will have the opportunity to feedback their thoughts on their Futsal experience. The League Coordinators will issue a feedback form to team managers prior to the last week of the League. This feedback will be reviewed and considered by the League Coordinators to review good practice and customer service. 13 14 15 16
