Instructions for upgradation/physical round of counselling for MD/MS/PG
Diploma candidates – 2017.

It is hereby notified for the information of the candidates, who have been selected for
admission vide Notification No. 052-BOPEE of 2017 Dated 02-06-2017 and wish to participate
in upgradation round and those who intend to participate in Physical round (Last round) of
Counselling against unfilled seats, in the MD/MS/PG Diploma courses that:i.
The upgradation round shall take place on 8th June, 2017. This upgradation round
shall now be physical instead of online.
ii.
The candidates desirous of competing for the upgradation round are required to
register their names with the Board on 07-06-2017 against the seats, which may
likely become available due to non joining of the candidates. The Board shall
notify these seats also at a short notice. In view of the time constraint information
shall be available on the website of the board only.
iii.
The candidates who have joined and taken admission shall be eligible in the
physical round/upgradation round of counselling.
iv.
The candidates shall have to be present in the Board office at Srinagar/Jammu at
9.00 A.M on 8-6-2017 and shall be called for physical round of upgradation on
the basis of merit/rank based on which the list of candidates has been notified vide
Notification dated 02-06-2017.
v.
The candidates shall be given preference forms to be filled in on the basis of
which the upgradation shall be considered by the Board. For this purpose online
preferences shall not be applicable for the upgradation round.
vi.
Consequent upgradation shall also take place on the same day/time which would
mean that the seat matrix will be updated depending upon the availability of the
seat(s) during the counselling process.

The candidates who do not get upgraded shall however, be eligible to retain the
seat already allotted to them
viii. With a view to ensuring fast track upgradation, the representatives of the medical
colleges/institutions shall also be available in the Board office at Srinagar/Jammu
who shall authorize admissions on the basis of upgradation to the candidates on
spot. The candidates are therefore advised to come prepared for onspot admission/
by upgradation and with necessary documents required for the admission.

The candidates who have taken admission in the first round/on the basis of
upgradation round can submit the resignation if they choose to do so latest by 9th
June 4.00 p.m. 2017 for which purpose they shall submit the resignation to the
concerned institution. The concerned institution shall immediately forward the
same to the BOPEE office latest by 5.00 p.m on the same date viz 9th June 2017.

The candidates who submit their resignation by 9th 4.00 p.m. shall not be debarred
for future admissions viz 2018 onwards. However, those who fail to submit the
resignation by this date and leave the course after 9th June, 2017 shall not be
eligible for admission during next year.
The last physical counselling round against the unfilled seats those become
available due to non joining, resignation etc shall be held on 10th and 11th June,
2017. All such candidates who have participated in the online counselling but did
not get a seat in the first round/ upgraded rounds shall be eligible to participate in
the physical round of counselling. However, such candidates willing to participate
in the process shall be required to register their names by 9th June, 2017 in the
BOPEE office at Jammu/Srinagar. The candidate shall submit his/her Testing ID
Name, State Rank/Score, Category also in the application for upgradation along
with proof of identity on the day(s) of counselling.
The candidates who are granted for admission in the physical round are advised to
take a proper decision as they cannot surrender the seat once the same has been
allotted and accepted and have to join the college/institute necessarily otherwise
they will not be eligible for admission during 2018 and onwards.
The Board reserves the right to fill in unfilled seat beyond 11th June, 2017 up to
15th June 2017depending upon the short fall.
The concerned institutions shall keep the offices open on holidays/off days so that
the candidates are able to take admission on time and do not face any difficulty.
The unfilled seats of ASCOMS including those under Hindu minority and under
NRI quota shall also be filled up during physical upgradation rounds/physical
round i.e. during the same process.The candidates claiming a seat under NRI
Quota have to produce necessary documents before the counselling committee for
determination of eligibility under the said quota.
In view of time frame fixed by the Hon’ble Supreme Court for completion of the
admission process by 15th June, 2017 in SLP (C) No. 15859-15860/2017 titled Board of
Professional Entrance Examinations (BOPEE) Versus Shahnawaz Ahmed Chouwhdary & Ors.
The above information shall be in relaxation of the information contained in the Information
Brochure to the extent it is not consistent with the information contained there and shall form
part of the Information Brochure, 2017.
