September 2015 pay award for Teachers
School Teachers’ Pay and Conditions Document (STPCD) 2015 confirms in line with the
recommendations in the STRB’s 25th Report, from 1 September 2015:
i. A 1% uplift has been applied to the statutory minima and maxima of all pay ranges in
the national pay framework, including allowances, with two exceptions – a 2% increase
to the maximum of the main pay range and no increase to the maxima of the eight
headteacher pay group ranges.
ii. Where a classroom teacher/leadership group member is paid on the minimum of their
pay range/band, their salary – excluding any allowances – must be uplifted to the new
minimum.
iii. For all other classroom teachers/leadership group members, schools must determine
– in accordance with their own pay policy – how to apply the uplift to individual salaries
and pay ranges and how to take account of the uplift to the national framework in making
individual pay progression decisions.
The document continues to only provide the minimum and maximum statutory pay range
of the Leadership Group, main, upper and unqualified teacher pay ranges. Also the
headteacher groups and pay ranges, without specific spinal points. The pay award has
been applied to TLR and SEN allowances.
If Schools in their School Pay Policy are continuing to apply the 2012 pay scales for
teachers and the 2013 pay scales for Leadership, these are also shown in the 2015 pay
scales with the 1% increase to all pay points and the 2% increase to the maximum of the
main pay range and no increase to the maxima of the eight headteacher pay group
ranges.
The maxima of the overall Leadership Range and the head teacher ranges for the eight
school groups is now “frozen”. This does not, however, require the scale points
corresponding to those values to be frozen where they are not the maximum of the
school’s head teacher group range. This, however, does result in alternative values for
those scale points to be used depending whether they are and are not the maximum of
the head teacher group range for the school.
Eg: The maximum of Group 2 is point 18
The maximum of Group 3 is point 21
The maximum of group 4 is point 24

This means that if the Headteacher is on a point that is the maximum of their pay range,
the point will not be uplifted by 1% and this point is identified with an “M” . If the
Heateacher is on this point but it is not the maximum of their range, the 1 % is applied to
this point. Please see the examples below using the 2013 pay points for Leadership. ,

If Schools are not using these Leadership points, they still need to ensure that the uplift
is not applied to the amounts shown in bold that are the maximum of the range.
The Model Pay Policy 2015/16 is still subject to consultation with the Trade Unions and
will be issued to Governing Bodies in due course.
