This note sets out the evidence from Vectos that informs the Rebuttal Proof of Evidence of Stephen Moorcroft in respect of Air Quality Issues (LCY/PLAN/SM/4). 2. The Proof of Evidence submitted by Jenny Bates, acting on behalf of Friends of the Earth (FOE-01) has questioned the extent of the Study Area, and more specifically, the exclusion of the North Circular Road and the A13 links. 3. Stephen Moorcroft’s Rebuttal Proof of Evidence includes an air quality assessment of the following links: • The North Circular Road, to the north of the Beckton Roundabout; and • Alfreds Way (A13), to the east Beckton Roundabout 4. It is a reasonable to assume that no material traffic movement associated with London City Airport will travel to the west of the Beckton Roundabout on the A13 due to the quicker journey times of using alternative routes. 5. This note sets out the method used to derive the the traffic flows used in Stephen Moorcroft’s air quality assessment for these links. Traffic Flows 6. 7. Average Annual Daily Traffic (AADT) flows were calculated for four scenarios as follows: • Observed (2016) • Future Base without CADP (2020) • Future Base with CADP (2020 single phase) • Future Base without CADP (2020 two phase) Observed traffic flows were extracted from permanent traffic counters installed on both links. The data was supplied by Transport for London’s Traffic Data department for the first Page: 2 two weeks in February 2016. From this, the Observed (2016) AADT flows for both links were derived. 8. Traffic flows likely to be associated with committed developments were added to the observed traffic flows, based on the list of agreed committed developments assessed as part of the Updated Environmental Statement (September 2015). 9. All traffic flows associated with London City Airport would travel along Royal Docks Road to access the North Circular Road or Alfreds Way (A13). Therefore, without and with development flows for each scenario were taken from the Royal Docks Road (A1020) link of the original air quality assessment. 10. Without and with development flows travelling along Royal Docks Road (A1020) were distributed onto either the North Circular Road or Alfreds Way (A13). The distribution between these two links was based on existing turning proportions extracted from a manual classified count survey undertaken at the Beckton Roundabout. This survey showed that 59% of the traffic flows on Royal Docks Road travel from/to the North Circular (A1020) and 41% of traffic flows on Royal Docks Road (A1020) travel from/to Alfred Way (A13). These proportions were applied to the without and with development flows.
