RULES AND REGULATIONS Section 1 : Meeting Procedures 1. COPIES OF THE CONSTITUTION All members and affiliated bodies shall be supplied with a copy of The Constitution comprising of these Rules & Regulations. 2. THE BOARD AND OTHER COMMITTEE MEETINGS a. Subject to the Constitution a Quorum for Board Meetings shall be five (5) Board Members and they shall regulate and control their own meetings and affairs in such a manner as they determine subject to such directions as may be given by Resolutions of the Council of Clubs. Quorum for Council of Clubs Meetings 6 Clubs. b. The Board and Council of Clubs may appoint Minute Secretary who shall record and prepare formal minutes of all meetings of the Board and Council of Clubs. c. Subject to the Constitution all committees (other than the Board and Council of Clubs) shall determine their quorum and shall regulate and control their meetings and affairs in the manner as they may determine subject to the approval of a the board. 3. REPRESENTATIVES APPOINTED BY COUNCIL The Council of Clubs may appoint Delegates to attend meetings of affiliated bodies with which the association is affiliated. 4. MINUTES Minutes of meetings of all Club Committees relevant to Western Border Soccer Association Inc. shall be handed to the Secretary, if required and tabled at the following meeting of the Board. Minutes of meetings of the Council of Clubs, and the Board shall be forwarded to all Clubs and affiliated bodies by the Secretary. Minutes of any Australian National Body with which the Association is Affiliated shall be tabled at the Board Meeting and be available at the office of the Association for viewing by Clubs for one month from their receipt. 5. ANNOUNCEMENTS The board may publish or direct the publication in such manner as it thinks fit, such information as it considers should be published and may suppress all or any information relating to the conduct business or affairs of or under the control of the Association except with the express permission of the Board. Provided that the provisions of this regulation shall not apply to the publication of comments on any results of matches and general information regarding a club and its social activities. 6. CASTING VOTE The Chairperson of the Independent Arbitration’s Disciplinary Committees or other such Sub Committees, except Board and Council of Clubs, shall have a deliberate vote if he/she is an elected member of such Committee. In the event of any equal number of votes being cast the Chairperson of the Board and Chairperson Council of Clubs has only the casting vote. Section 2 : Free Passes 1. FREE PASSES All Life Members, Honorary Members and holders of Meritorious Service Awards, two Club Delegates, Referees and members of the Board shall nominate free of charge to the grounds, reserves and stands of all clubs, including Board Member partners. a. The Board may direct that Regulation Section 2 shall apply to any person for such period as it may direct. b. The Secretary shall issue a pass or badge to every person to whom Regulation 2 or 2a applies. Such passes shall be returned to the Secretary when the holder ceases to be entitled to such free admission. c. The Major Sponsors of the Association and their Partner be issued with a free pass. Major sponsorship is to be decided from time to time by the Board. Section 3: Club Rules – Teams - Colours 1. CLUB RULES All clubs and affiliated bodies shall lodge with the Secretary a copy of their constitution rules, regulations and By-Laws. a. The Board may require any Club or affiliated body to alter or amend its constitution rules, regulations or By- Laws if the same do not comply with these Rules & Regulations. b. The Constitution Rules or Regulations of every Club, or affiliated body shall, provide that such Club or affiliated body and its officials, members & Players shall be bound by and comply with these Rules and Regulations and that such clubs or affiliated bodies shall submit to the jurisdiction of the Association as here-in and in the rules provided. c. No addition, alteration or amendment to the Constitution Rules and Regulations and ByLaws of any Club or affiliated body shall be valid or effective unless and until the proposed addition, alteration or amendment has been approved by the Board. The provision of this Regulation shall apply to the change of name of any Club or affiliate body and to the terms of Rules Section 4, Part 4. 2. SUSPENSION OF PLAYERS BY CLUBS Clubs may suspend any of their own players for a period not exceeding 14 days. Any club desiring to suspend a registered player for a period exceeding 14 days shall give full details of the matter in writing to the Board and shall state the term of the intended suspension. The Board to appoint an Independent Arbitrator to approve such suspensions or reduce the same to such period as it may think fit. a. Any player suspended by his Club may appeal to the Board against such suspension. Notice of such appeal shall be given to the Club concerned. Appeal fee $50.00. 3. CLUB COLOURS All clubs shall register their uniforms with the Association. a. Any club which desires to change its uniform shall apply to the Board giving full details of the proposed new uniform. The Board shall refuse its permission if in its opinion the proposed new uniform is not significantly different from the uniform of any other club. b. If in the opinion of the Referee of any match the Uniforms of the Clubs taking part are not sufficiently different the Referee shall direct the away team to change its uniform for that match. c. Goalkeepers uniforms shall be clearly distinguished from the players of either team playing in a match and the referee and linesman. 4. CONDITONS FOR AMALGAMATION BY TWO OR MORE CLUBS a. Notice of intention of amalgamation must be lodged with the Association by the parties concerned before the 31st January of the year in which the proposed amalgamation will take place. b. The amalgamation must be completed and accepted by the association on or before the 28th February of that year. c. A bond of $50.00 per Club must be lodged and accepted within 7 days of acceptance by the Association of the amalgamation. d. The bond to be refunded after 24 months when the Association is satisfied that the amalgamated Club is established and has fulfilled all necessary commitments. e. The newly amalgamated Club shall be held responsible for all proven claims against the Clubs amalgamated and the Association may use the bond to meet any of these claims if it so feels necessary. Section 4: Grounds 1. GROUND REGISTRATION All clubs shall register their playing ground or grounds with the Association. 2. CHANGE OF GROUND Any Club which desires to change its playing grounds shall apply to the Board giving full particulars of the proposed new ground and reasons for the change. The Council of Clubs may refuse its permission if, in its opinion of the proposed new ground or its facilities or accommodation are not of an adequate standard, if the proposed new ground is not satisfactorily or conveniently situated or for any other reason which the Council of Clubs considers makes the ground unsuitable. 3. MATCH VENUE The venue of any match shall not be changed without the prior permission of the board, unless in extenuating circumstances and with consultation with both Clubs and Referee of the day of scheduled game. Registrar to be notified on that day. 4. MARKING OF GROUND The Club on whose ground a match is played shall mark and equip the ground in accordance with the Laws of Play and any By-Laws or directions of the Association. Each Club shall keep and maintain its grounds in the best possible condition and shall re-mark the ground during intervals if directed by the referee. a. The use of Dry-Limit is banned in the marking of Soccer Grounds. b. Regulation 4 c shall apply not withstanding that no team from the Club on whose ground the match is played is taking part in the match. The Board shall from time to time fix a fee which shall be payed by each of the Clubs taking part in the match, to the club on whose ground the match is played, for the use of the ground and the expenses involved. c. Each of the Clubs taking part in the match shall be jointly responsible for the marking and equipping of any ground on which a match is played, which is not a ground of any Club. 5. ASSOCIATION USE OF CLUB GROUND The Association may where permissible under the terms of a Club, lease from time to time the use of grounds of any Club for any special match or matches. In default of agreement the Board shall determine the amount to be paid to the Club for the use of its ground or grounds provided that such amount shall not be less than $20.00 for an enclosed ground in good condition. Section 5: Games 1. CONTROL AT GAMES No other person other than the participating players, the referees and linesman, on trainer or masseur and two officials of each team shall be inside the spectator fences while a match is in progress. Such officials shall wear white coats and shall report to the relevant Management Committee the name of any person who offends against the Rules, Regulations or By-Laws. a. No person except designated coach shall coach a team from within the spectator fence. b. No person other than the team members and officials shall enter team dressing rooms and no person other than the referees and Linesmen shall enter the Referees dressing room, except with the permission of the referee. 2. UNAUTHORISED MATCHES AND TOURS No Club or team from any Club shall take part in any match whether in the State of South Australia or elsewhere other than a pre-season trial or practice match and matches in competitions organised by the Association, unless such Club shall have first obtained the permission of the Board to take part in such match. Clubs within the Association must notify the Board of any Trial or practice matches they are conducting or taking part in. a. No Club team group of members or players of any Club shall take any trip, tour or journey of more than 70 miles (110 Kilometres) from the Mt Gambier Post Office, unless such Club shall have first obtained the permission of the Board for such persons to make such a trip, tour or journey. 3. LAWS OF PLAY All soccer matches organised or authorised by the association, and all matches played by any Club or affiliated body or member of any affiliated body shall be played under and in accordance with the laws of the game of Association football as laid down by the Federation International Des Football Assocation and all additions, alterations and amendments thereto from time to time of which notice is given by the Federation to the clubs and affiliated bodies and in accordance with the Rules and Regulations and By-Laws of the Federation. a. The Board shall have discretionary power to allow the result of an abandoned match to stand. As per F.I.F.A. Rules. 4. MATCH DISTURBANCES When a match is abandoned before its full time because of disturbance involving players and/or officials and/or spectators, the case will go directly to the Board for determination. The Board will exercise its discretion to either hear and adjudicate on the case or refer it to the appropriate Management Committee. 5. WALK OFF Any team that causes a match to be terminated before its natural conclusion through a walk off or refusal to allow play to continue shall be deemed to have committed a serious misconduct and the full points allocated for the match shall be forfeited to their opponents and the goals recorded according to 3 goals scored by the team getting the points to Nil by the team who has infringed this regulation and shall be liable to such further penalty including Expulsion from the Association as shall be determined by the Board or any other appropriate Association Committee. Section 6: Competition 1. COMPETITIONS The Association shall organise, and all Clubs so required by the Board shall take part in the following competitions:a. Premiership League. b. Cup Competition. c. Other special competitions decided upon by the Board from time to time. d. No senior player shall be permitted to play for more than one Club in any Competition conducted by Western Border Soccer Association, unless complying with Regulation Section 7 No. 6B. e. Junior Players may be permitted to play for two different Associations, but only one club in any Association. 2. LEAGUE POINTS / LADDER In competitions conducted on a league point’s basis, three points shall be awarded for a win, one point for a draw and no points for a loss. In the event of two or more clubs having the same number of points, the order is determined by the following rules. (Rule a) is first applied and if teams are still equal, the next rule is applied until a determination in order is reached) a. Number of goals AGAINST subtracted from the number of goals FOR 1. The HIGHEST RESULTANT ‘plus’ figure from such subtractions shall be deemed to be the best goal difference and shall take precedence in determining positions in the respect of plus goal difference. 2. The LOWEST RESULTANT ‘ minus’ figure from such subtractions shall be deemed to be the best goal difference and shall take precedence in determining positions in the respect of plus goal difference. b. The team with the greater goals scored FOR c. Head to head matches results between the equal teams are taken into account 1. Points 2. Goal Difference, as described in (a) 3 Greater goals scored FOR 4 Away goals scored double between the equally teams. E.g. match results (team A) 1 vs (team B) 0 and other match (team B) 2 vs (team A) 1, even though total results is 2-2, team A will be determined higher as it scored 1 goal away. Therefore the result is 3-2. D. WBSA may direct teams to play off with penalties at a neutral ground, if no play off can be arranged; the WBSA will determine their position by lot. Junior match results will have a mercy rule and enforced with a cap of 10 goals. No match will stop once the cap is reached by one team. Match officials will record all scorers over 10 goals but WBSA will amend the end result with goals capped at 10. 3. FIXTURES Lists of Fixtures shall be prepared and published by the Board. All matches shall be played on the dates and times fixed by the Association official fixture program unless abandoned or Postponed by the Referee in accordance with the Laws of the game. Any club whose teams fail to play or complete its association or Cup matches on the dates and at the times fixed by the Association shall be deemed to be guilty of gross mis-conduct and full points allocated for the match shall be forfeited to their opponent and score recorded 3-0 in favour of the opponent and the club shall be liable to such further action as the Board or appropriate Management Committee may determine. To avoid forfeit fine, notice of forfeit should be lodged with Registrar by Wednesday for Junior Teams and Thursday for Senior Teams preceding the Match. Forfeiting Clubs responsible for notifying Registrar and respective clubs of forfeit by the Thursday preceding the match. Fines All Senior Teams $100.00 All Junior Teams $50.00 50% of the fine to be distributed to the Club not guilty of Forfeit. 4. COPYRIGHT The Copyright in all program lists of fixtures or matches announcements and publications of the Association shall be the sole property of the Association. No Club or other person shall reproduce or copy or authorise or purport list of fixtures or matches announcements or publications, expect with the permission of the Board in accordance with any conditions imposed by the Board. 5. LEAGUE COMPETITION The Board shall before the start of each Premiership League Competition recommend to the Council of Clubs the number of Clubs and Grades. The Council of Clubs shall approve the recommendation of the Board under the preceding Rule unless it is resolved by a special resolution to asses, vary or amend such recommendations. Section 7: Registrations 1. REGISTRATION OF PLAYERS All ‘Amateur’ ‘Non Amatuer’ or ‘Permit’ players whether, “Juniors” or “Seniors” shall be registered by their Clubs with the Association on the appropriate form. No player shall be registered after 5.30pm on the Friday Night before the next scheduled game organised by the Association. 2. STATUS OF PLAYERS a. AMATEURS An Amateur player is a player whose association with the code is and always has been for personal satisfaction without any monetary gain or regard whatsoever, expect stipulated expenses as laid down by the F.I.F.A. b. NON-AMATEURS A Non-Amateur player shall be a player under contract or in a receipt of monetary gain or regard or who has been declared a non-amateur player by virtue of having infringed his amateur status. c. PERMIT PLAYER A permit player shall be an ex-contract or non-amateur player who seeks to play, to continue to play for his club without remuneration in a competition whether amateur or otherwise in which the playing of permit players is specifically permitted. A player wishing to become a Permit player shall lodge with the General Secretary an application to become a permit player. Such application shall be signed by the player and by the Chairperson and/or Secretary of the Club with which he is registered. The Board shall approve all applications for “Permit Players” under the above regulation and the player shall thereupon be deemed to be a “Permit Player” for the remainder of his playing career. 3. REGISTRATIONS AMATEURS Any player signing an “Amateur” registration form for a Club and which registration form has been accepted by the Association will be registered player for that Club until the end of the WBSA Competition Season in which he signs his form, unless released by his Club or the Association. 4. JUNIORS a. “Junior” shall mean any player under 17 years on January 1st of current year and must turn 8 by June 30th of the current playing year. b. A player under 17 years of age on January 1st of current playing year, must have his parent or guardian sign the registration form. c. Juniors must provide proof of age upon initial signing. (Only Official Document accepted). 5. SENIORS “Seniors” shall mean all players above the age of 17 years on January 1st of the current playing year. 6. TRANSFERS Transfers apply to players moving from one Club to another Club within the same Association. All players desiring to transfer from a Club or affiliated body to another Club or affiliated body shall lodge with the Registrar / Board Member a completed application for transfer. Such applications shall be signed by the player and by the Secretary / Sports Director of the Club or affiliated body by or with which the player was registered and signed by an official of the Club the player wishes to be transferred to. a. The Registrar / Board Member shall approve all applications for transfer under the above regulation and the player shall there upon be deemed to be registered by or with the Club or affiliated body to whom he has been transferred. b. No player whose application for transfer was not approved by the Registrar / Board Member prior to the first day of July shall be eligible to play with the club to which he has applied to transfer to. Player will remain registered with current Club and eligible to play in the remaining Premiership League and Cup Competitions. c. The Registrar / Board Member shall give notice of all transfers, which have been approved to the Club or affiliated body to which the player has transferred. d. No Club shall directly or indirectly induce a player during the current season to transfer from his club. e. If any Club played an unregistered player or a player registered by any other Club or affiliated body in any match it shall not be entitled to any points for the match in which such players play shall have three points deducted from its total points and its opponent shall be deemed to have won the match and shall be entitled to three points and shall be credited with the goals it has scored, or with three goal if score less. The Association may impose such further penalty on the Club or the unregistered Player as it thinks fit. f. Players who have not been registered, with the Association or any body with which the Association is affiliated, may be registered and may play for their Club at any time PROVIDED THAT, no player shall play in a semi-final or final match in any competition unless he has played or been named reserve, and has been present and available to play in at least one match in the Premiership Season League Competition. A full time tertiary student shall be transferred free to the Club where he studies if this is his wish. At the end of his full-time studies or sooner if he so requests he must be transferred back to that Club from which he came. 7. TRANSFER APPEALS Any player who has requested his Club to sign an application for a transfer and has been refused or has received no reply to such a request in 14 days may appeal to the Board. The deposit shall be $25.00 to be lodged with the appeal. Appeal then to be forwarded to an Independent Arbitrator. a. The Registrar shall forthwith notify the players Club which may appear before the Independent Arbitrator and give such evidence as it desires. b. The Board shall hear or appoint an Independent Arbitrator to hear and determine all appeals under Regulation 6 and if it considers that the player should be permitted to transfer shall approve the application for transfer. 8. OVERSEAS & INTERSTATE CLEARANCES OR PERMITS Clearances apply to players moving from one Association to another whether in South Australia, Interstate or Overseas. For all players over 14 years of age within the state of South Australia must obtain a clearance through the Football Federation South Australia (FFSA). For all players over 14 years of age arriving from Interstate or Overseas an Interstate or Overseas clearance must be obtained through the Football Federation (FFA) and the registration of such player cannot be accepted until such clearance or permit has been received. No permit will be given to guest players to play in any WBSA Premiership or Cup competitions. a. OVERSEAS PLAYER To protect Clubs negotiating for overseas players, the following will be accepted as prior claim on a player. 1. Evidence of payment of passage ticket or sponsorship of a migrant. 2. Evidence of a written agreement between player and club or local Club and Overseas Club. Clubs are advised to lodge documentary evidence with the federation as soon as possible. The evidence would be confidential and only tabled in case or dispute. 9. CONDITIONAL CLEARANCES Conditional clearances will be accepted provided that the conditions are clearly stated (to the satisfaction of the Registrar) and attached to the transfer form. Intra-state conditional clearances will apply for a minium period of six months. For Interstate and Overseas conditional clearances an A.S.F. clearance form must be used. 10.REGISTRATION FEES Will be reviewed annually at the Annual General Meeting. No player is to be registered until receipt of the Registration Fee for that player is received by the Registrar. 11.SURPLUS PLAYERS Any player other than a Non-Amateur who is fit, ready and willing to play for his club but is not selected to play in or be a reserve for any team of his Club in three consecutive weeks may apply to the Board to be declared a surplus player. The Registrar shall forthwith notify the Players Club which may appear before the Board and give such evidence as it desires. If the Board is satisfied that the player was fit and ready and willing to play for his club but was not selected to play for his club for 3 consecutive weeks it shall declare the player a surplus player. The registration of a surplus player shall be cancelled and he shall be eligible to be reregistered by any Club or with any affiliated body. 12. CONDITIONS OF REGISTRATION A player signing a registration form for more than one Club shall be fined 100.00 and the acceptance of his registration will be subject to the approval of the Registrar. Club Secretary/Sports Director to notify players of the penalty if they sign two registration cards in one season without the official transfer papers. 13.REGISTERED PLAYERS AS COACHES No Player registered with a Club of the Association may coach another Club without the approval of the Board. 14. PLAYERS MISCONDUCT REPORT a. Once a Senior player has been sent off during Premiership League Season the players shall not be eligible for the ‘Best & Fairest’. b. Once a Junior player has been sent off during Premiership League Season the player shall not be eligible for the ‘Best & Fairest’ in that grade in which he/she was sent off. 15.CAUTIONS AND SENDING OFF PROCEDURES PENALTY SYSTEM Red Card Penalty – all players must miss the rest of that day’s competition, and the next full day of W.B.S.A. Competition If the player is a Junior – the player must miss the rest of that day’s competition and the next full day of Competition in all grades. The suspension can only be served when the Grade in which the suspension was issued has taken the field for the Competition. In the event of a FORFEIT the suspension is deemed served. Accumulated cards during a season means; from the first official WBSA sanctioned Premiership and Cup competition matches to the last WBSA sanctioned match including any friendly sanctioned matches. 16. SENDING OFF OFFENCES (INCLUDING BELGIORNO CUP & FINALS) a. 5 Yellow Cards accumulated in the Premiership and Cup Competitions will equal a Red Card and one (1) full weeks suspension. If you receive a Yellow Card in one grade and then another in a different grade on the same day it will still count as two (2) yellow cards. b. A player / club may appeal against a RED CARD automatic or additonal match suspension provided it is in writing to the WBSA within (3) days and pay an appeal fee of $250, only half will be redeemable if the appeal is upheld. Where an appeal is upheld the suspension is halved as an appeal must not be on the discretionary decision by a referee as to whether an action was a foul or red card. c. Should in the opinion of the Referee an offence be such that it warrants a harsher penalty than the one match suspension, the referee shall advise the Registrar of the W.B.S.A. d. A senior player suspended in a match under the jurisdiction of the W.B.S.A. or in a match under the jurisdiction of the FFA shall not be eligible to play in any match (or matches) under either competition which has been suspended. e. To ensure that they are not playing suspended players each club should keep a record of their players’ penalties. f. Clubs will be informed when their player has reached 5 Yellow Cards by email. g. In addition to match suspensions imposed for either send off or for a caution an automatic monetary fine shall be imposed on a player as determined by the W.B.S.A. from time to time. h. Fines Red Card $25.00 Yellow Card $15.00 Team sheet discrepancies$10 per discrepancy Registrar will notify the players Club with details of the Hearing. i. A player receiving more than 1 red card suspensions within a season (see 15. Accumulated cards during a season) will receive a minimum 2 x Red Cards: Receive an extra 1 match on top of the 2nd red card suspension 3 x Red Cards: Receive an extra 2 matches on top of the 3rd red card suspension 4 x Red Cards: Recieve an extra 3 matches on top of the 4th red card suspension 16.SUSPENSION Refer to FFA National Disciplinary Regulations If a Competition Administrator has determined in accordance with the National Disciplinary Regulations that an offence by a participant was such as to warrant a sanction in addition to the mandatory match suspension, the Competition Administrator will send a Disciplinary infringement notice notifying the club of the details of the offence and of the disciplinary sanction imposed. Section 8: Representative Teams Manager, Coaches, Trainer and Selector(s) for teams representing the Association shall be appointed by the Board. a. The Selector(s) shall select all teams to represent the Association. b. Any player selected to play in a team representing the Association shall not play for his club on the day on which the team representing the Association plays. No such player shall fail to play in the team representing the Association unless excused by the Board. c. If two or more players from any one Club are selected to play in a team representing the Association the game which has been arranged for such Club on the day on which the teams representing the Association is to pay shall be postponed until such time as the Board may determine. d. Once players selected as part of the Senior Select Squad and sign to abide by the ‘Code of Conduct’ they must attend scheduled training’s and matches organised by the Western Border Soccer Association, unless agreed upon by the Senior Chairperson, Coach or Selection Panel. e. If after players sign to commit to the Squad for the current season the player withdraws they may incur a 3-match suspension, and pay any costs incurred in their withdrawal from the Squad, unless extenuating circumstances to be verified by the Selection Panel. f. Any player found guilty of breaching the ‘Code of Conduct’ while representing the Western Border Soccer Association may also incur a 3-match suspension. Section 9: Referees 1. REFEREES FEES The amount of fees payable to Referees shall be decided annually before the commencement of the Winter League Season by the Council of Clubs. a. The Club which is playing on its own ground shall pay the Referees Fees to the Referee after the match. If the match is being played on a neutral ground0 the first named team shall be responsible for the payment of the Referees b. Referees fees will be paid by the home team on the day of the match. The Association guarantees payment & the Referees will give their assurance to officiate the matches. 2. DIRECTION TO REFEREES a. Referees shall attend the ground at least half an hour before the arranged time for the commencement of the match. b. Referees shall wait for 15 minutes after the time arranged for the commencement of the match before abandoning the match because of the absence of a team. c. In all matches the referee of the match shall decide as to the fitness of the ground for play. d. When the referee finds it necessary to stop play owing to bad weather or other cause he shall wait a reasonable length of time before deciding to abandon the match. e. Referees shall wear the regulation uniforms as laid down for referees. f. Referees shall advise the Registrar if any team is not ready to commence a game at the appointed time or is not complete or of his own or a linesman’s late arrival. g. Any Linesman who act as a referee during the whole or any part of a game shall advise the Registrar of such fact and of his reason for so acting. h. Referees shall note the colours of the Goalkeepers shirts or jerseys and if the same are not in accordance with the regulations he shall order the offending goalkeeper to change and shall report the same to the Registrar. i. Linesmen shall carry distinctive red and yellow flags of a suitable size and such flags must be kept unfurled when in use. j. The football proposed to be used in any match shall be submitted to and approved by the Referee before the commencement of the match. The Ball selected shall be used throughout the game and shall be changed by the Referee only if found to be defective. k. The Referee and Linesman shall report in writing any breach of these Rules and Regulations or of the By-Laws, or the laws of play to the General Secretary as soon as possible after the match. The Referee shall attend the hearing at which the subject matter of this report is heard, to substantiate his written statements. Section 10: Hearings and Penalties 1. HEARINGS – BREACH OF CONSITUTION The Board or any other Independent Arbitrator empowered to hear any appeal claim or complaint or to determine any application or make any ENQUIRY may summon any person to appear before it. Any person who is summoned to appear before the Board or any other Independent Arbitrator shall be informed of the nature of the business to be considered and shall appear before such body at the time and place stated in the summons. a. A Club may be represented before the Board or any other Independent Arbitrator by any member of its own Committee or by its Secretary, but a Club shall not be represented by a Solicitor unless he is a member of the Committee of that Club and has been a member of that Club Committee for at least 12 months. b. Any person who appears before the Board or any other Independent Arbitrator may be accompanied by an adviser and interpreter, subject to Regulation 10 1a (as above). 2. PENALTIES – BREACH OF CONSTITUION Any Club which or any of whose Officials, Players or Members commits any breach of any of these Rules and Regulations unless the particular Rule or Regulation specifies a penalty, may be fined an amount not exceeding $500.00 for every such breach and every person who commits any breach of any of these Rules and Regulations may be fined an amount not exceeding $100.00 and in addition to any such fine such Club or person may be suspended for such period as the body imposing the fine may think fit. Any person who is suspended shall be refused admission to the grounds of the Association and of all Clubs and affiliated bodies for the term of his suspension. a. BONDS In addition to or lieu of a penalty which may be imposed under the Rules and Regulations the person may be required to enter into a Bond in an amount not exceeding the sum of $2000.00. The bond shall be for such period for such form and contain such terms and conditions as may be decided by the Board. WBSA By-Laws 1. All Senior and Reserve Grade players will have the league approved sponsors logo on the match day shirts 2. Each breach of By-Law (1) will incur a $10 per offence fine. An offence means per shirt, not per team. 3. The WBSA Premiership Grand Final will be given to a neutral venue. 4. Media reports to be done on all Senior Grade matches by the home side and given to WBSA by Monday 5pm for print deadlines. Clubs to be fined $20 per offence if not done. Finals Eligibility Rules WBSA PREMIERSHIP 2014 SENIOR TEAMS To be eligible to play in the finals series players must have played at least four (4) matches with the club he/she is registered during the home and away season. They can be A grade, B grade or U17 matches as long as they are four different premiership rounds, so playing A and B grade in the same day only counts as 1 (One) match not two. RESERVE TEAMS To be eligible to play in the finals series players must have played at least four (4) matches with the Reserve B Grade Team during the home and away season, and not actually participated in more than seven (7) matches in the Senior A Grade Team during the home and away season. Clubs are permitted to use players from their U17s team without them having to play the required number of games as outlined above. Please note there is no ‘Goal Keeper’ exemption rule if you have played in a match as either a player or sub and you are used it counts as one match. • Participated means that a player must have actually crossed the line of play during a match. A player that is named on the team sheet as a substitute but does not go onto the field of play, are not regarded as having participated in the game. • If a club has both senior A and B grade in the finals players are not tied to the A or B grade when both are participating on the same week end. If the A grade gets knocked out or isn’t playing in the same week end as the B grade the eligibility rule remains in place. WBSA CUP 2014 To be eligible to play in the cup finals the player must have played 2 games to qualify for that grade. RESERVES A player is not eligible in the Reserves if the player has played equal or more Senior games in Cup rounds for that season. MINIMUM MATCHES To be eligible to play in the finals series players within the age ruling must have played at least four (4) matches with their age group during the home and away season. PLAYERS FINALS PERMIT PREMIERSHIP A club can apply to the WBSA Board for a player’s permit in the Reserve grade finals if a club believes a player who has broken the seven match Senior grade rule had played equal or more Reserve games. CUP A club can apply to the WBSA Board for a player’s permit in the Reserve grade finals if a club believes a player who has broken the rule of more or equal Seniors grade rule. The application will be ruled on at the clubs request with no further appeal on the decision permitted after the ruling. This can only happen if the player has met all Reserves grade criteria. White Coat (Ground Marshall) Policy THE GROUND MARSHALL – ROLE AND RESPONSIBILITIES This person is the Club/Association Liaison Officer on the day and is empowered by Western Border Soccer Association to direct any and all spectators, coaches on the side lines, players not involved in the field play and teams waiting to play in order that they abide by the Constitution and By-Laws laid down by Western Border Soccer Association and/or their Club. Any continual disregard of these directives should be reported in detail to the Club and or Association Executive. All Clubs shall designate 2 Club Ground Marshalls for all their matches. White coats must be minimum age of 18. The Club Ground Marshall shall: • Ensure fence lines are clearly marked. • Police fence lines advising spectators to remain behind the designated fence line at all times. • Advise spectators of all appropriate viewing areas if required. • Report unruly spectator behaviour to the Association/Club secretary. • Be the focus of the club for information and directions to visitors. • Give assistance to the Referee where required or requested. • Report spectators who abuse or dissent the referee, or cause a disturbance to others. • Assist the Referee if requested to identify and quell unruly or unacceptable spectator behaviour. • Act as the Referees point of contact with the club. Note: 1. Under no circumstances is this person to act as Referees or Referees Assistant in any game whilst acting as Club Ground Marshall. 2. The Club Ground Marshall must continually make rounds of all the grounds and will not be based inside the Club House e.g. not the Canteen Manager/Manageress. 3. No alcohol or smoking whilst on duty as a Club Ground Marshall.
