Syndicate Operations (LtCol Gopinath & COL Smith) • Three (3) Ups ~ (+): • Professionalism and support by the Indian Army Spirited discussions in Pleneary and syndicates Syndicate control during movement and transitions Three (3) Downs ~ (-): PAMS experience essential for Multinational Syndicate Recorders Syndicate Operations (LtCol Gopinath & COL Smith) • Recommendations: • Post duties of Syndicate leadership and recorders on the website Keep current format of discussions and deliverables Consider value of syndicate discussions before Q & A. Overall assessment: Best syndicate operations to date, expertly planned and executed seminar. PAMS XXVIII Delegate Feedback (COL Smith) • Three (3) Ups ~ (+): • Indian hospitality, organization… “we were overwhelmed with the arrangements” Syndicate discussions and interactions Guest Speaker presentations Building mutual understanding and friendships Sporting event Three (3) Downs ~ (-): Time constraints Facility limitations Language differences among delegates PAMS XXVIII Delegate Feedback (COL Smith) • Recommendations: • Continue movement from theoretical to practical Include policymakers from nations Continuity between PAMS, azimuth check More time for syndicate preparation Overall assessment: This forum has great value in promoting international understanding and breaking down stereotypes at senior levels within Armies. Security Cell (Maj Singh & SFC Marchus) • Three (3) Ups ~ (+): • Combined Intel/OPS center and the good working relationship and information flow fostered during FPC and event. High visibility of security throughout the event. Vehicle availability allowed flexibility for security cell to conduct ADVON Recons and ensure high level of security at spousal venues and hotel at the same time. Three (3) Downs ~ (-): City traffic caused separation of vehicles during convoy ops (unavoidable). Visibility of rifles at outside venues may have sent negative perception to local civilians. Security Cell (Maj Singh & SFC Marchus • Recommendations: • Security Personnel at outside venues carry side arms instead of rifles. Overall assessment: Successful execution of security plan showcased Indian Army’s ability to conduct such operations and coordination was excellent. Technical Support sub-cmt (Maj Patwal & SFC Nightengale) • Three (3) Ups ~ (+): • Sub-cmt cooperation Backup support for IT Equip from Chopra Audio Visual was excellent Support to ceremonies and meetings Three (3) Downs ~ (-): Location away from the Control Box during ceremonies Space issue impacted Ballroom visual affects Sub-cmt inputs prior to ordering IT equipment Technical Support sub-cmt (Maj Patwal & SFC Nightengale) • Recommendations: • Conduct review of IT equipment needs Site selection needs to include the requirements of ceremonies (A-V requirements) Sub-cmt needs to be placed near Control Box during ceremonies and have alternate arrangements of printing Overall assessment: Sub-cmt worked very well together at all events. The overall quality of equipment and knowledge was crucial to success along with establishment of a very friendly working environment. Public Affairs sub-cmt (Maj Chandhok & LTC Samisch) • Three (3) Ups ~ (+): • Video/Photographers covered events adequately Robust US PAO team’s assistance added to the overall documentation of event Separate transport for Video/Photo team worked well Three (3) Downs ~ (-): PAMSGRAM should feature coverage on delegates apart from co-host nations Press conference should be held on first day Make keynote addresses available to press at the end of first day Avoid short or no-notice Press interfaces Public Affairs sub-cmt (Maj Chandhok & LTC Samisch) • Recommendations: • Optimum in-country co-host Video/photo team: 5x videographers, 4x photographers USARPAC support Video/photo team: 2x videographers, 3x photographers/journalists Overall assessment: PA sub-cmt was well coordinated and executed. The TOR content agreed/signed at the FPC should be respected in detail. Logistics sub-cmt (LtCol Gupta & LTC Davis) • Three (3) Ups ~ (+): Arrival Operations at airport Hotel support to the seminar Transportation support to the seminar • Three (3) Downs ~ (-): Hotel selection process Guest room reservation confusion Badge station at in-processing Logistics sub-cmt (LtCol Gupta & LTC Davis) • Recommendations: • Need better estimate of logistic requirements and a single POC for Guest Room reservations Overall assessment: Logistics support combined with Indian hospitality made for an excellent seminar. Administration sub-cmt (Maj Choudhary & Ms. Angel) (Maj Sharma & Mr. Cheng) • Three (3) Ups ~ (+): • Familiarity of Indian Army with ACCESS Networking of computers for registration On-line registration via APAN contributed to efficiencies and assisted in regular info exchange between co-host nations Three (3) Downs ~ (-): ID badge production was disorganized and initially lacked quality controls Late setup of registration room did not enable pre-execution checks Conflicting guidance on distribution of seminar kits Administration sub-cmt (Maj Choudhary & Ms. Angel) (Maj Sharma & Mr. Cheng) • Recommendations: • Continue providing future co-host a copy of the previous years database for familiarization Continue to network registration computers Continue to utilize APAN for registration, EReadahead and co-host country and related information Overall assessment: Execution of seminar registration process successful due to competence and dedication for Admin sub-cmt. Protocol Cell (Maj Narain & Ms. Smith) • Three (3) Ups ~ (+): • Professionalism of hotel staff Delegate feedback on hospitality and cultural program LOs were true Ambassadors of India Transport arrangements were great Three (3) Downs ~ (-): Major changes (time, venue) during execution should be avoided Better coordination when changes occur Information process should be more timely Protocol Cell (Maj Narain & Ms. Smith) • Recommendations: • Information on changes to times and venues should be posted in area where everyone can view to ensure smooth movement of delegates. Overall assessment: ◆ PAMS 28 was a great success due to the thoughtful planning of the Indian Army and their wonderful hospitality. Spousal Program (Maj Singh & Ms. Smith) • Three (3) Ups ~ (+): • Appropriate number of LOs, very professioal. Spouses were given the opportunity to sample many areas of India in a very short amount of time, with no snags in time or movement. Great participation of spouses with men participating for the first time. Three (3) Downs ~ (-): It would be more helpful to host country to have a total of participating spouses sooner. No other Downs – program was great success Spousal Program (Maj Singh & Ms. Smith) • Recommendations: • Spouses should respond to attendance of conference at least one month out. This allows the in country host the ability to ensure all spouses can participate in the program. Overall assessment: Successful execution of spousal program showcased India’s tradition & culture and enthusiasm to ensure all spouses enjoyed India to the fullest.
