DefinItion of Terms
For purposes of thIs Order, the followmg terms shall be understood to mean, as follows

excluding fresh fish and parts thereof generated dunng the normal operatIon of
the vessel and LIableto be dIsposed of contInuously or penodlcally

Noxious LIqUId Substance (NLS)- shall mean any substance, WIDchIf dIscharged
mto the sea would present a hazard. mmor or m3Jor, to eIther marine resources or
human health or cause senous harm to amemtIes or eIther legItimate use of the

undergo decomposltlon. hence are non-compostable (example plasllc products

proVide waste colleCllon and disposal services to ships' generated wastes
covered under SectIon 3 1 hereof

The disposal of garbage from vessel mto the reception faclhty shall be
compulsory A fixed fee (flat rate) shall be Imposed on every vessel, which
shall cover the collection of 0 4 cubiC meter or less of garbage AdditIOnal
servIce fee shall be charged for the collectIOn ot oily waste, noxIOus hqUid
substance and garbage that IS III excess of 0 4 cu m m conformity With the
schedule as shown 10 SectIOn6 of thiS Order

The fees mentioned In Section 5 1 2 shall mclude the treatment/recychng and
ultimate disposal of the wastes collected

No Imported wastes shall be discharged at the reception faCIlities

The authonzed pnvate Operator shall, upon dockmg of the vessel, render the
service of collectmg the subJect wastes Without causmg undue delay to the
vessel. As sueh, the Operator shall provIde and mamtam recepllon faclhlles
servIceS on a 24-hour baSIS

Vessels, such as warshIps, naval aUXIharyshIps and other governrnent-owned
ships used for non-commerc131 service, which are not covered by thIs Order
as speCified in Seellon 3 1 may avail themselves of the herem mentIOned
waste collectIOn services upon request subJect to the payment of fees
stipulated In Section 6.

apphcaUon for berth The Berthmg Officer shall proVIde the Operator and the
Harbor OperatIons Sectlon of the PMO WIth a copy of the duly accomplIshed
Form.

OperatIoos Sectlon, cargo handhng contractor, Harbor PIlots and s1uppmg
agentslhnes/compames as to the schedule of vessels' amval and other
relevant mformatlon

The Operator, havmg been notIfied of the vessel's amval, shall prepare a plan
for the collectlon of vessel-generated wastes so as not to dISrupt port
operation or cause delay to vessel

The Operator shall establIsh coordInatIon WIth the Port State Control Office
or StatIon Commander of the PhIhppme Coast Guard that IS mandated to
conduct tnspeebon on board vessel relatIve to MARPOL 73nS reqwrements
