PROGRAM
In collaboration with other natural resource sector agencies, the Ministry of Forests, Lands and Natural
Resource Operations (FLNRO) acts as British Columbia’s land management agency. As the land manager,
FLNRO develops policies, objectives and strategies to guide the stewardship of resource values and the
authorization of responsible resource development. The Northeast Region is home to provincially and
nationally significant fish, wildlife, and ecosystem values, as well as significant economic development
opportunities. The Resource Management team plays an integral role in finding the balance between FLNRO’s
twin mandates of economic growth and environmental sustainability.
As part of the Ministry’s Regional Operations division, the Resource Management team is responsible for the
integrated delivery of stewardship outcomes, including fish and wildlife management, ecosystem and habitat
conservation, cumulative effects assessment, natural resources research, and geospatial analysis and decision
support. Resource Management’s interdisciplinary mandate bridges research, policy, and operations, and is
delivered through a combination of program and project management across a range of natural resource
fields.
JOB OVERVIEW
As part of the Resource Management leadership team, the position provides oversight and guidance in
identifying, planning, and managing the short- and long-implementation of projects that support the FLNRO’s
stewardship mandate in northeast BC. The Team Lead works collaboratively across business lines and leads
teams of professional and technical staff and project managers, often drawn from across Resource
Management, regional offices, and FLNRO as a whole to develop major stewardship initiatives such as caribou
recover, cumulative effects assessments, and coordinated monitoring programs.
The Team Lead pursues innovative solutions to complex and often sensitive land and resource management
issues, while building First Nation, community and stakeholder support for project outcomes. The Team Lead
makes sense of complexity, clears the path for project teams, ensures excellent communication with internal
and external partners, and ensures the timely completion of project deliverables and outcomes.

Develops and implements work plans and project plans, consistent with ministry and regional
objectives and priorities.

Leads and motivates diverse project teams to address complex stewardship issues or initiatives and
manages team accountabilities for project deliverables and outcomes.

Interprets and applies provincial regulatory and policy tools to support the delivery of stewardship
projects and the resolution of specific resource management issues.

Oversees the regional implementation of the Ministry’s Modern Community Engagement Framework.

Leads engagement and builds and maintains constructive working relationships with First Nations,
communities, stakeholders, and internal and external agency partners on stewardship issues and
projects.

Represents the Ministry at inter-jurisdictional working groups and committees.

Evaluates project and program delivery, identifies opportunities to improve effectiveness and makes
recommendations to senior management, and implements change management processes.

Prepares briefing notes, discussion papers, reports, project documents, evaluation reports and
business development documents.

Briefs Ministry management and Executive on key issues.

Prepares and/or negotiates contracts and oversees contract performance.

Manages project budgets and may act as expense authority.
JOB REQUIREMENTS

An undergraduate-level degree or diploma in a natural resource field, including natural resource
management, environmental science, environmental studies, biology, ecology, agricultural sciences,
engineering, geography, or other related disciplines, and at least seven (7) years related work
experience; OR

A graduate-level degree in a related field, and at least five (5) years related work experience.

A combination of work experience and academic experience or training from a recognized institution,
with an applied focus including program and/or project management, conflict resolution, and/or
resource management planning, will be considered.
Related work experience includes the following:

Experience managing and completing complex projects involving multiple stakeholder interests.

Experience working with First Nations.

Experience leading diverse teams.

Experience negotiating and mediating solutions and agreements.

Successful completion of security screening requirements of the BC Public Service, which may include a
