Dear
Validation of Application for Chartership
Scrutineers
and
The Society is looking to reduce the number of defer recommendations without lessening the rigour
of the Assessment. In order to do this we wish to postpone interviews for those applicants whose
application is not considered strong enough to go forward to interview with a likely successful
outcome. We therefore ask that you do a preliminary assessment of the application and, if you
believe that it should not be taken forward to interview at this time, you should recommend
postponement. Should you wish to see further information from the applicant before making your
recommendation then please let me know and I will request it. Similarly if the Supporting Documents
are unacceptable by being too long or unfocused also let me know and I will deal with it. This may
result in postponement or simply produce a delay until the problem is corrected.
Note that there are 5 parts to the Application Documents (AD1 to AD5) and up to 6 Supporting
Documents (SD1 to SD6). The Application Documents are: AD1 Application Form; AD2 Professional
Report; AD3 Criteria Overview; AD4 CPD Record; AD5 Sponsors’ Reports. This numbering will not be
on the set of documents that you get this time as the Applicants have not yet been informed of this
system; however the notation is for you to use on the ASS2 form. Similarly the Supporting Documents
are to be labelled SD1-6 for you to identify them on the ASS2.
The pre interview assessment forms (ASS1 and ASS2) are enclosed. I ask that you complete and return
to me the ASS1 form, which indicates your agreement to interview or otherwise, within 2 weeks of
receipt. For most applicants this will be a simple, straight forward task; however for those who you
recommend for postponement of the interview please attach a note giving your reasons and
comments on how the application might be improved/strengthened. I will pass these on to the
applicant and encourage a resubmission. Should you need more time to do this please let me know.
The ASS2 form is for you to use in recording your detailed assessment of the documentary application
and is to be submitted along with the joint report and recommendation (ASS3) following the
Interview. The first page of the ASS2 form is self-explanatory simply requiring short notes. The second
page is for you to show your assessment of the competencies based on the evidence provided in the
Application and Supporting Documents and to indicate the level achieved. You will note that the
assessment of criterion v on Professionalism etc is to be assessed in Interview. Similarly criterion iv on
H&S etc may also be mainly assessed in Interview. Page 3 is for your overall comments on the
application as received and for you to note queries that you think might usefully be explored in
interview. Here also is space for recording responses gained in interview.

This procedure is intended to provide the Society with a full record of the application and its result. It
will allow for a shortened Post-interview Report form (ASS3) and the ASS2 form should be an aid for
you in the assessment
I hope that the procedure will have the desired effect and succeed in its aims in reducing the need for
defer recommendations. It is an experiment at the moment and consequently any comments you
may have for its improvement will be gratefully received. I should add that it also has a benefit for the
applicant in that postponement will not require a second application fee, whereas a deferral will.
Regards,
CHARTERSHIP OFFICER
