Discrimination mainly arises not as a result of children’s disability, but rather as a consequence of lack of understanding and knowledge of its causes, fear of difference, or negative cultural biases and stereotypes related to disability. Charity and medical models of disability significantly influenced views and values of society toward disability and children with disability have been treated as subjects of pity, isolation, charity, and treatment over the years. This vision and attitudes lead to perceive children with disabilities vulnerable and deny them respect for their dignity, their individuality, even their right to life itself. It is further compounded by social isolation, poverty, lack of services and assistive equipment/technologies, and inaccessible environment. Addressing the needs of children with disabilities is one of the priority areas of the UNICEF’s current work in Georgia. Over the last four years, UNICEF Georgia has conducted two large-scale surveys that included the questions related to disability stigma (2012, 2015). The survey results of 2012 clarified that 40% of the Georgian public perceived disability stigma as a social norm; the results have not been changed in 2015 41.5%. Despite the ratification of the CRPD (2013) and increasing grassroots advocacy initiatives, these results made obvious that the level of stigma remained the same and therefore, it was important to explore and address the underlying causes of stigma rooted within the society. With this in mind, UNICEF initiated a qualitative study in 2015 to study the causes of the stigma towards children with disabilities in Georgia, identify the root causes of the social, cultural, religious or other factors that nurture the undesired attitudes, beliefs and practices towards disability. Based on the quantitative and qualitative data, UNICEF is planning to elaborate the evidence-based communication for social change strategy to address the stigma against disability in the society. In view of this, UNICEF seeks to contract the professional company/s to support in developing the relevant communication for social change strategy and in its implementation based on the concept proposed in the current TOR. The specific objective: Support in developing Communication for Social Change strategy 2016 – 2018 and plan of action to reduce the stigma against disability based on the concept outlined below. Support in implementation of the finalized Communication for Social Change strategy. The proposed concept The communication for development and social change strategy will address the existing stigma, negative public perceptions and attitudes towards children with disabilities. Proposed actions will focus REQUEST FOR PROPOSAL Page 2 of 5 P-GEO-2016 -009 on demonstrating abilities of people rather than their disabilities and will highlight the importance of being included and valued. The campaign will tell stories of specific people who are able to realize their abilities and participate actively in the life of the society. The public education campaign using traditional media and social media will address established misconceptions and stereotypes in relation to people with disabilities. The campaign will be led by people with disabilities themselves that will ensure their inclusion into the process as well as breaking stereotypes. The campaign will embrace nation-wide media and advertising campaign including celebrities and opinion makers, outdoor campaign, art installations, public speaking engagements by people with disabilities, involvement of young people, discussions and public debates about stigmatizing behaviours and social norms. The campaign against stigma will also include TED type of talks about disability topic that will generate innovative ideas by creative speakers including those with disabilities. It is also proposed to launch I-report campaign through social media to challenge stigmatizing behaviour and to promote abilities rather than disabilities. The plan will also target the media to educate about negative reporting. Indicators: The strategy aims to reduce the existing level of stigma by 15% from 41.5% to 35.27%. The strategy aims to reach up to 500,000 people, including parents, teachers, health workers, religious workers and young people, to influence the stigma towards children with disabilities. Specific tasks: Analyse the existing quantitative and qualitative studies for the development of the evidencebased strategy. Conduct communication analysis based on the studies. Develop the Communication for Social Change strategy 2016-2018 and a plan of action to influence the stigma against disability. Implement the Communication for Social Change strategy and plan of action. Deliverables Communication Analysis based on the quantitative and qualitative studies. Communication for Social Change strategy and a plan of action based on the analysis of the qualitative study and the relevant communication analysis. Implementation of the strategy and the plan of action. Conduct mid-term analysis of the campaign to carry out modifications, if needed and produce the mid-term report. Second round of the implementation of the strategy. Final report. Qualifications: Minimum of 5 years of experience in developing and implementation of communication for social change strategies. In-depth knowledge of the methodological and analytical approaches of social research. Demonstrated understanding of social issues in Georgia, in particular social norms and cultural practices around violent behaviours and practices. Attentiveness to detail and compliance with timelines. Excellent report writing skills in English and Georgian.
