UNICEF Tbilisi requests proposals to select the company for - Communication for
social change strategy on stigma against disability
Submit your proposal with unit price(s) in GEL together with vendor registration form, as instructed, on or
before closing time.
(a) Note that failure to submit proposal in GEL, or in accordance with the requested terms, will result in
automatic invalidation of your application.
1. In addition, please note that:
(a) UNICEF and its implementing partners are VAT exempt. Kindly ensure that all price(s) quoted in GEL are
excluding VAT;
(b) For transparency of the process we require that the proposals are received in the sealed form (sealed
envelopes);
(c) It is important that you read all of the provisions, to ensure that you understand UNICEF’s requirements and
can submit an offer in compliance with them. This includes submission of ALL documents requested. NOTE
that your proposals should be submitted in English using the enclosed format. Proposals received in any
other manner or after the indicated above deadline will be INVALIDATED.
(d) Evaluation criteria will be based on reliability of the organization, suggested methodology and approach, best
price and proposal terms. The ratio between the technical and price criteria is 70:30.
(e) In case of pre-payment request, bank guarantee letter should be submitted
SUBMISSION TERMS:
In order to be considered for an award, your technical and price proposals should be hand delivered in separate
sealed envelopes and placed in the locked Tender Box located at the Ground Floor of UN House, 9 Eristavi Street,
Vake, Tbilisi 0179, Georgia NO LATER than 15:00 of 15 August2016.
While the price proposals remain sealed until the technical evaluation is completed, the technical envelopes will be
opened immediately after the closing time and forwarded to the unit designated to manage the selection process.
One representative from each bidding company may attend the opening process.
The sealed envelopes should be labeled as follows: (1) P-GEO-2016-009- Technical Proposal and (2) P-GEO-2016009 - Price Proposal.
Technical Proposal should include:
Company’s profile; Project proposal; Description of the proposed work plan, timeline
and working methodology; CV s of suggested experts; Information regarding
organization’s bank account issued by Bank (stamped); filled VMIP Vendor
Registration form (template is attached)
Price Proposal should include: Cover letter; proposed budget with indication of
proposed fees; (in GEL).

Communication for social change strategy on stigma against disability
Terms of Reference
Children with disabilities are one of the most isolated groups of children, experiencing widespread
violations of their rights. Discrimination mainly arises not as a result of children’s disability, but rather as
a consequence of lack of understanding and knowledge of its causes, fear of difference, or negative
cultural biases and stereotypes related to disability. Charity and medical models of disability significantly
influenced views and values of society toward disability and children with disability have been treated as
subjects of pity, isolation, charity, and treatment over the years. This vision and attitudes lead to perceive
children with disabilities vulnerable and deny them respect for their dignity, their individuality, even their
right to life itself. It is further compounded by social isolation, poverty, lack of services and assistive
equipment/technologies, and inaccessible environment. Addressing the needs of children with disabilities
is one of the priority areas of the UNICEF’s current work in Georgia.
Over the last four years, UNICEF Georgia has conducted two large-scale surveys that included the
questions related to disability stigma (2012, 2015). The survey results of 2012 clarified that 40% of the
Georgian public perceived disability stigma as a social norm; the results have not been changed in 2015 41.5%. Despite the ratification of the CRPD (2013) and increasing grassroots advocacy initiatives, these
results made obvious that the level of stigma remained the same and therefore, it was important to
explore and address the underlying causes of stigma rooted within the society.
With this in mind, UNICEF initiated a qualitative study in 2015 to study the causes of the stigma towards
children with disabilities in Georgia, identify the root causes of the social, cultural, religious or other
factors that nurture the undesired attitudes, beliefs and practices towards disability.
Based on the quantitative and qualitative data, UNICEF is planning to elaborate the evidence-based
communication for social change strategy to address the stigma against disability in the society.
In view of this, UNICEF seeks to contract the professional company/s to support in developing the
relevant communication for social change strategy and in its implementation based on the concept
proposed in the current TOR.
The specific objective:


Support in developing Communication for Social Change strategy 2016 – 2018 and plan of action
to reduce the stigma against disability based on the concept outlined below.
Support in implementation of the finalized Communication for Social Change strategy.
The proposed concept
The communication for development and social change strategy will address the existing stigma,
negative public perceptions and attitudes towards children with disabilities. Proposed actions will focus

on demonstrating abilities of people rather than their disabilities and will highlight the importance of
being included and valued. The campaign will tell stories of specific people who are able to realize their
abilities and participate actively in the life of the society. The public education campaign using
traditional media and social media will address established misconceptions and stereotypes in relation to
people with disabilities. The campaign will be led by people with disabilities themselves that will ensure
their inclusion into the process as well as breaking stereotypes. The campaign will embrace nation-wide
media and advertising campaign including celebrities and opinion makers, outdoor campaign, art
installations, public speaking engagements by people with disabilities, involvement of young people,
discussions and public debates about stigmatizing behaviours and social norms. The campaign against
stigma will also include TED type of talks about disability topic that will generate innovative ideas by
creative speakers including those with disabilities. It is also proposed to launch I-report campaign
through social media to challenge stigmatizing behaviour and to promote abilities rather than disabilities.
The plan will also target the media to educate about negative reporting.
Indicators:
 The strategy aims to reduce the existing level of stigma by 15% from 41.5% to 35.27%.
 The strategy aims to reach up to 500,000 people, including parents, teachers, health workers,
religious workers and young people, to influence the stigma towards children with disabilities.
Specific tasks:

Analyse the existing quantitative and qualitative studies for the development of the evidencebased strategy.

Conduct communication analysis based on the studies.

Develop the Communication for Social Change strategy 2016-2018 and a plan of action to
influence the stigma against disability.

Implement the Communication for Social Change strategy and plan of action.
Deliverables

Communication Analysis based on the quantitative and qualitative studies.

Communication for Social Change strategy and a plan of action based on the analysis of the
qualitative study and the relevant communication analysis.

Implementation of the strategy and the plan of action.

Conduct mid-term analysis of the campaign to carry out modifications, if needed and produce the
mid-term report.

Second round of the implementation of the strategy.

Final report.
Qualifications:

Minimum of 5 years of experience in developing and implementation of communication for
social change strategies.

In-depth knowledge of the methodological and analytical approaches of social research.

Demonstrated understanding of social issues in Georgia, in particular social norms and cultural
practices around violent behaviours and practices.

Attentiveness to detail and compliance with timelines.

Excellent report writing skills in English and Georgian.

Proposals must be received by latest 15:00 hrs on 15 August 2015.
Proposals received after the stipulated date and time will be invalidated. Technical Proposal for the

enveloped separately.
The reference RFP 009 must be shown on the envelopes containing the financial & Technical proposals
with a label financial proposal or Technical proposal. Proposals Delivered incorrectly will be invalidated,
even if received before the stipulated deadline.
