US Hwy 45, Libertyville, IL 60048 LEAGUE FEES • • • Fees – $675 Resident Team / $730 Nonresident Team League fee is due in full at the time of registration Accepted forms of payment are cash, check, credit card, or sponsorship money. TEAM CAPTAIN • Each team shall designate a team captain who will be the sole liaison between that team and the Libertyville Sports Complex • To avoid confusion, players must speak to their team captain on all inquiries and not contact the Libertyville Sports Complex directly. • The team captain may be either a player or non-player. TEAM CAPTAIN RESPONSIBILITIES • Responsible for distributing copies of all league policies, schedules, etc. to their players. • Expected to inform their players of all rules and regulations prior to the first game, and as often thereafter as necessary to ensure no violations occur. • Expected to inform players of the game schedule, make-up dates, etc. and pass along any other information from the Libertyville Sports Complex. • Ensure that team roster is properly completed and turned in prior to team’s first game • Responsible for the conduct of their spectators and participants. • Team captains are the only players that may address an official. If an official does not act appropriately, or if there is consistently poor officiating and/or knowledge of the rules, please contact the Recreation Supervisor. • Team Captains must sign the score sheet after each game to verify accuracy of score. • Responsible for making sure the Libertyville Sports Complex has current address, phone number, email. ELIGIBILITY & ROSTERS • Rosters are due by the team’s first scheduled game. Players may complete the online roster/waiver form or the paper roster/waiver form. Both are located at www.libertyville.com/adultathletics • Roster max is 20 players. No change to the roster will be allowed after the third game. • All roster information must be complete and accurate for a player to be eligible for league play. • All players must have a valid I.D. at all games to verify their identity to prove that they are a rostered player. This must be a current State ID, Driver’s License, Passport or Military ID. • Any team caught using an ineligible player will forfeit the game. • It is the responsibility of the player in question to prove his identity. Should a player not have identification or if a team has not turned in their roster the game will result in a forfeit. To be eligible, a player must meet all of the following criteria: • 18+ Leagues - Must be 18 years of age on or before the first scheduled game. • 30+ Leagues - Must be 30 years of age on or before the first scheduled game. • 40+ Leagues – Must be 40 years of age on or before the first scheduled game • Must be on the team’s roster • Must have accurate information on the roster • Must have a photo I.D. with them while at the facility • Must be on only one team roster. A player is ineligible if they meet any of these restrictions: • A player who is not age appropriate by the first scheduled game • A player not on the team’s roster • A player using a false name or nickname on the roster • A player using an improper/incorrect address • A player with no photo I.D., proof of residency, and/or incomplete/inaccurate roster information. • A player on more than one team roster per league night. ROSTER CHECK / PROTEST Teams must question the use of an ineligible player within the first 5 minutes of the game or immediately against a new player coming into the game after the first 5 minutes. After this time has expired, or the game resumes after 5 minutes, all protests against an ineligible player will be considered invalid. To request a roster check/protest, the team captain will notify the scorekeeper and official. The official will stop the game and will notify the Libertyville Sports Complex Manager on Duty or Front Desk staff who will bring copies of both teams rosters. Photo identification of all players on both teams will be checked. Should a player not have identification or the team has not turned in their roster, the game will result in a forfeit. See fines and suspensions. SCHEDULES • The Libertyville Sports Complex reserves the right to modify any and all schedules as necessary to operate the league. • Teams are not allowed to reschedule their games. Games must be played as the schedule dictates. • All schedules and schedule changes will be posted at www.libertyville.com/adultathletics LEAGUE OBJECTIVE The objective of the Libertyville Sports Complex Adult Basketball Leagues is to provide an opportunity for adults to play organized basketball. Within this objective is an atmosphere of Fair Play and Sportsmanship, provided by each captain, player, and spectator. PLAYER CONDUCT Player’s must respect the official, Village Officials, other players and spectators. Any player that is ejected from a game or displays unsportsmanlike conduct will be subject to a fine and suspension and the team may have to forfeit the game. Team captains are responsible for the actions of their players and spectators. These leagues, even though they do get competitive, are for fun! Teams are reminded that the Village of Libertyville does not carry insurance for injuries or personal loss. All Village Parks are Drug and Alcohol Free. At no time is alcohol allowed to be brought to the Libertyville Sports Complex and consumed before, during, or after your event. Players and spectators not abiding by the Village of Libertyville Policies on Drugs and Alcohol will be subjected to fine/suspensions or legal consultation. EQUIPMENT The league will provide a game ball. Playing shoes should be carried in and changed into prior to the game. All teams must wear matching shirts with numbers. Technical fouls will be called for not having the proper uniform. No Jewelry Allowed. GENERAL INFORMATION After in-house rules, IHSA rules apply. The Libertyville Sports Complex reserves the right to make changes for the improvement of the program. Fines and suspensions are a part of league rules. Zero tolerance policy is in effect for all participants of the program, players, coaches and spectators. Teams are reminded that the Village of Libertyville does not carry insurance for injuries or personal loss. All decisions made by the officials are final. Captains should ask any questions of the officials prior to the start of the game. LEAGUE RULES All games will be officiated using I.H.S.A. rules with league variation. A game shall consist of two 20-minute halves. The game clock will be a running clock except for the last THREE minutes of the second half, which will be an official clock. An exception to this rule is if any team is leading another team by twelve or more points. Game clock stops on any technical fouls. Any overtime will consist of three minutes official clock. For playoffs or tournament only the first overtime is 3 minutes, second overtime is sudden death--first team to score wins. Halftime is 3 minutes. No dunking or attempted dunking is allowed in either warm ups or during the game. Result is a 2 technical fouls and ejection from the game. A technical foul will be called for cursing on the floor or bench. Three Point shot is in effect. Teams are allowed 3 timeouts per game and 1 for overtime. Timeouts do NOT carry over into overtime. Overtime consist of any and all overtime periods, including sudden death. Teams may start a game with 4 players and may not continue with less than 4 players. If a team starts with 4 players, they may add a player anytime during the game at a dead ball or by using a time out. PLAYER SUBSTITUTIONS Players may substitute for each other by reporting at the scorer’s table. Players must wait until they are acknowledged by the official to enter the game. FOULS / FREE THROWS Five fouls per player. Players are disqualified after five fouls. Free throws will be awarded on all foul shouts. 1 and 1 will be awarded on the 7th team foul and double bonus on the 10th team foul. Teams may enter the lanes on a free throw on the release of the ball. TECHNICAL FOULS Technical fouls will have a running team tally. Each technical will increase by $25 increments. Technical fouls are team specific not player specific. 1st 2nd 3rd 4th 5th 6th Free Free $25 $50 $75 $100 Any technical foul after 6 will result in the team being removed from the league for the remainder of the season. FORFEIT Game time is forfeit time EXCEPT for the first game. For the first scheduled game, a 10-minute grace period will be allowed. If a team fails to have at least 4 rostered players by game time, the game will be awarded to the opposing team. Once the official has forfeited a game, the game cannot officially be played. Final score of a forfeited game is 400. Game forfeit will result in team fine. AWARDS & TOURNAMENT Team awards will be given to the league winner and tournament winner. There will be a season ending single elimination tournament that will be seeded based on your league play. Head to head competition will determine first place ties for league championships. All other ties will result in head to head competition, total points scored in head to head, total points scored, total points allowed, flip of coin. Lower seed in tournament will be the home team. FINES & SUSPENSIONS The Village of Libertyville Sports Complex enforces a zero tolerance policy to offer safety and fun for everyone involved. Individual teams are responsible for the actions of both their team members and spectators. The Recreation Supervisor has the right to make decisions based on the best interest of the league. Individuals and/or teams failing to abide by the rules may face additional consequences deemed necessary by the Libertyville Sports Complex. These consequences may result in team fine, suspension from season, and/or suspension from Village Programs. 1. Players, Managers or Coaches ejected from the game by the official: $25 team fine plus a MINIMUM one game suspension - next scheduled game. 2nd Game Ejection: $50 team fine plus individual ejected from league. Ejected players must leave the premises immediately and are not allowed at the next scheduled event. If it is a first game of a double header/or in tournament play – that player is not allowed to play in the next game. Team forfeiture will result in non-compliance. 2. Players, Managers or Coaches fighting (verbally or physically) anywhere in the facility: Season or Village ejection and $50 team fine before next scheduled game. 3. Under the influence or possession of alcoholic beverages or illegal drugs: MINIMUM one game suspension plus a $50 team fine. 4. Players, Managers, Coaches or Spectators who threaten, push, strike or even touch an umpire, official or supervisor: Season or Village ejection and a $50 Team fine 5. Ineligible Player: $50 team fine, game forfeit, team captain/coach suspended 2 games The Libertyville Sports Complex has the right to alter or change any of the policies or procedures at any time for the best interest of the league. Teams/Players cannot play until their fine is paid in full.
