Roadway Improvement Project
RECOMMENDED COUNCIL ACTION:
That the City Council authorizes the Public Works
Director to advertise for a Construction Bid Proposal
for the Lincoln Street and Crittenden Street
Roadway Improvement Project and prepare a
contract for the project’s award.
SUMMARY:
The Lincoln Street and Crittenden Street Roadway
Improvement Project is one of the initial phase
Neighborhood Street Projects that will address some
of the most needed improvements to our
neighborhood streets. The repairs will consist of
either a complete pavement removal and full section
replacement or a grind and overlay repair with a 3’
asphalt overlay, at limited conformance locations
within the project.
The funding for these projects would be taken from
the City’s Fund 43, the Special Transportation Fund.
PREVIOUS COUNCIL ACTION:
Numerous repair projects for City of Red Bluff
facilities have been published for bid and
subsequently completed with City Council
authorization.
DISCUSSION:
A funding allowance for Street repair has been
included within the City’s 2014/2015 budget within
Fund 43-42-530-100. The Engineering Estimate
prepared by City Staff for the Lincoln Street and
Crittenden Street Roadway Improvement Project is
$155,000. When an acceptable and qualified bid is
received, the successful low bid will be brought back
to Council for the approval of the contract award.
CITY FISCAL IMPACT:
The projects costs for these roadway construction
Improvements would be funded by the City’s
Transportation Fund (43). There would be no
additional General Fund Impacts. A reasonable and
appropriate amount of staff time is expected for the
administration of this project

The Contractor shall perform the following work in
compliance with the current City Code and the
Engineering Design Standards of the City of Red
Bluff.
The contractor shall include the costs of all
materials, labor, licenses, permits and taxes
within the bid price quoted.
Contractor shall commence the work on the
date specified in the Notice to Proceed. The
work shall be fully completed within 20
Working Days (the "Contract Time") after the
date of commencement specified in the Notice
to Proceed.
The Contractor shall maintain the Project in a
neat, workmanlike and safe condition during
the period of Construction
Wherever the term "Owner," "Agency,"
"State", "City" or "Board" is referenced within
the Contract Documents, it shall be
understood to mean the City of Red Bluff.
The term "Engineer" appears, it shall be
understood to mean the City of Red Bluff
Director of Public Works. The construction
inspection will be performed by the City of Red
Bluff staff, or designated representative.
Progress schedules will be required for this
contract.

NOTICE INVITING BIDS - The City of Red Bluff will
receive sealed bids for the above Equipment
purchase at the Engineering Division of the
Department of Public Works, 555 Washington

GENERAL WORK DESCRIPTION – The work to be
completed as a part of the Lincoln Street and
Crittenden Street Roadway Improvement Project
defined by the completion of the improvements as
shown on the approved plans entitled Lincoln Street
and Crittenden Street Improvement Project.
The work consists of furnishing all labor, equipment,
and supervision for the construction of the City of
Red Bluff Downtown Street Rehabilitation Project.
This construction shall be a City funded project.
BIDDERS INFORMATION – Copies of the Contract
Documents, excluding the General Provisions and
Standard Technical Specifications for Public Works
Construction (1997 Edition), may be purchased from
the Purchasing Officer, 555 Washington Street
(Mailing Address: P.O. Box 400), Red Bluff, CA
96080; Telephone: (530) 527-2605; Fax: (530) 5296878. The fee for Contract Documents is $20.00,
plus a $10.00 mailing charge if mailing is requested.
No refunds will be made.
For Certain Bids as applicable:
Copies of the referenced Standard Specifications
(commonly called the "Green Book"), containing the
General Provisions and Standard Technical
Specifications, may be obtained from Building News,
Inc., P. O. Box 3031, Terminal Annex, Los Angeles
CA 90051.
Copies of the referenced standard specifications
issued by the State of California, Department of
Transportation (1992 Edition) may be obtained from
the Department of Transportation (CALTRANS),
Publications Distribution Unit, 1900 Royal Oaks
Drive, Sacramento CA 95819.
APPRENTICESHIP STANDARDS: In accordance
with the provisions of Part 7, Chapter 1, Article 2,
Section 1777.5 of the Labor Code of the State of
California, the prime contractor shall be responsible
for fully complying with the provisions of this Section,
as well as any regulations adopted by the Director of
Industrial Relations, for all apprenticeable crafts or
trades, and shall also assure compliance by his/her
sub-contractors with respect to such apprenticeable
crafts or trades.
BID AWARD PROVISIONS; REJECTION - An
award of bid, if a bid is awarded, will be made to the
lowest responsible bidder whose bid complies with
the City 's requirements within forty-five (45) days
(City funded project) or seventy-five (75) days
(state/federal funded project) of the bid opening
date. The City reserves the right, in its sole
discretion, to reject any bid which fails to meet bid
requirements in any respect, to reject all bids for any
reasons whatsoever and to waive minor irregularities
in any bid.
BID SUBMITTAL REQUIREMENTS - All bid
proposals shall be in compliance with the following
requirements.
Failure to comply with the
requirements shall be grounds for the rejection of a
proposal.
1. The bid proposal shall be submitted in writing,
signed by an authorized individual of the
professional services provider.
2. The cost for the required Construction services
shall accompany all bid proposals. The
proposals shall include a supported breakdown
of all included costs.
3. Receipt and agreement with all exhibits
incorporated in the bid documents shall be
acknowledged.
The bid proposal must be submitted in a sealed
envelope plainly marked on its outside with the
project title and the bid opening date.

BUSINESS LICENSE – REQUIRED – The
contractor and each subcontractor shall obtain a
valid, current City of Red Bluff Business License on
or before their commencement of work on the
project.
CONTRACTOR'S LICENSE – REQUIRED –
Pursuant to the provisions of Section 3300 of the
Public Contracts Code, the contractor to whom a bid
is awarded for this project shall possess, on or
before the date of the award, a valid, current
contractor's license of the classification required for
the project. In addition, each subcontractor shall
possess a valid, current contractor's license for their
classification prior to commencement of their work
on the project.
The contractor and any subcontractor who is
unlicensed shall be subject to all legal penalties
imposed by law, including but not limited to, any
appropriate disciplinary action by the Contractors'
State License Board.
Further, failure of the
contractor to obtain proper and adequate licensing
for an award of a contract shall constitute a failure to
execute the contract and shall result in the forfeiture
of the bidder's security.
INSURANCE; BONDS: REQUIRED - The bidder to
whom a contract is awarded will be required to
furnish to the city evidence of insurance coverage(s), a performance bond, and a payment bond, if
subcontracting any work,(per Section 3247 et seq. of
the Civil Code) in full compliance with the provisions
of the contract documents.
NONCOLLUSION AFFIDAVIT – SUBMITTAL
REQUIRED WITH BID – Each bidder shall file with
their bid the attached "NONCOLLUSION AFFIDAVIT
TO BE EXECUTED BY BIDDER AND SUBMITTED
WITH BID" pursuant to the requirements of Section
7106 of the Public Contracts Code. Failure to
submit the affidavit may be grounds for rejection
of a bidder's bid.
OUT OF STATE VENDORS - Since the city is
required to pay the California use tax on goods
purchased from an out of state vendor, out of state
vendors who do not pay California sales tax directly,
or subject to a California State Use Tax Permit, must
include the use tax in the bid total. The use tax shall
be calculated based on the sales tax rate applicable
in the City of Red Bluff at the time the bid is
prepared.
PAYMENT RETENTIONS; SUBSTITUTION OF
SECURITIES - Ten percent (10%) will be withheld
from each progress payment made to the contractor
for work performed and will be held until completion
of the work, its acceptance and the expiration of the
period provided by law for filing liens by laborers or
material suppliers.
In accordance with the
provisions of Section 22300 of the Public Contract
Code of the State of California, securities or an
escrow agreement may be substituted for the
monies which the City withholds.
PREVAILING WAGES: PAYMENT REQUIRED Prevailing (State-per Section 1771 et seq. Labor
Code) (Federal) wages are required to be paid to
members of each craft or classification performing
work on this project. A copy of the current (State)
(Federal) Prevailing Wage Determination for this
project is on file in the Office of the City Clerk, 555
Washington Street, Red Bluff, CA 96080;
