GENERAL:
This Addendum will form a part of the Contract Documents and modifies the original Request for
Qualifications (RFQ) package dated October 7, 2015. The information contained herein shall take
precedence over associated language contained in the original RFQ Documents. Portions of the original
RFQ, which are not changed by this Addendum, shall remain in effect.
Respondents are required to acknowledge receipt of this Addendum in their Responses. Failure to do so
may subject the Respondent’s submission to disqualification.
ADDITIONAL INFORMATION / CLARIFICATIONS / ATTACHMENTS DESCRIBED BELOW:
The information and / or clarifications below are being issued under this Addendum and shall become a
component of the original RFQ package:
1. The deadline for submission of Qualification Statements in response to this RFQ has been extended to
2:00 PM CST on Thursday, November 19, 2015. Please refer to the Pre-Submittal Conference Agenda
for additional (corresponding) changes to the original anticipated schedule.

3. The following topics were discussed during the Pre-Submittal Conference and are intended to provide
additional clarifications to the original RFQ package:
A. Will the Power Point presentation be provided? Yes, a copy of the presentation (agenda) will be
provided under the first addendum.
B. Has the airport started the acquisition process? Yes, we are currently in the process of obtaining
appraisals for each parcel being sought for purchase by the BAA.

C. What is the design schedule? The schedule is dependent upon execution of the agreement with
the successful Respondent. Additionally, we are anticipating this to be completed in time to allow
for the development of the Demolition & Abatement bid package which needs to be published
shortly after the first of the year.
D. Does this project include the full complement of rental car maintenance facilities such as refueling, car washes and similarly scoped Quick Turnaround Area (QTA) functions? Yes
E.
Were the eight bays depicted on the conceptual sketch derived from preliminary conversations
with the rental car agencies? No, this was developed as a preliminary concept based on the
number of rental car brands currently operating at BHM.
F.
Will the development of the program be a collaborative effort with the rental car agencies? Yes.
Each rental car brand is expected to have a major role in the project, beginning with conceptual
design and continuing through project close-out.
G. Are you expecting any public interface with this facility? What about possible future expansion?
At this time, there is no public interface planned at the new facility. The rental counters will remain
where they are currently located inside the parking deck at BHM. The facility is anticipated to be
designed based upon data provided by each brand which should include capacity for
expansion.
H. Do you have a preliminary budget and is it flexible with respect to CFC levels on hand? We are
developing the budget now but will not be able to fully define the final budget until we have the
Consultant on board and data provided by the end users of the facility. The project is being
funded through the collection of CFCs which was authorized by the rental car companies.

Are there any known environmental issues associated with the area where the facility will be
located? No
J.
Will an environmental component, including abatement, be included in this package? Yes, the
intent is for these disciplines to be included under the Prime Consultant’s scope of work.
K. When does a DBE need to be certified by? All DBEs need to be certified prior to the deadline for
submitting a response to this RFQ.
L.
What are the proposed project limits? See attached CONRAC Project Acquisition “Exhibit B”. This
map shows the limits of the area being sought for the development of the facility. There are
approximately (153) parcels shown here and there are no other properties being sought outside of
this area.
M. Will the abandonment of utilities be included in this package? Yes.
N. What is the status of the property acquisitions? We have begun the appraisal process but have not
purchased any of the properties as of yet. We anticipate beginning to send offer letters in
January.
