Supervising Agent of the Investigations and Enforcement Bureau, Gaming Agents Division The Massachusetts Gaming Commission is responsible for the implementation of the expanded gaming law (Chapter 194 of the Acts of 2011). Under the law, the Commission is tasked with establishing a regulatory framework for the solicitation, licensing, taxation, and oversight of a maximum of three casino licenses and one slots parlor license in Massachusetts. The Commission is seeking to hire a Supervising Agent of the Investigations and Enforcement Bureau Gaming Agents Division. This position reports to the Senior Supervising Agent of the Investigations and Enforcement Bureau – Gaming Agents. The Supervising Agent directs and reviews the activities of the Gaming Agents at a licensed gaming facility in Plainville, MA. The individual is responsible for establishing and maintaining professional relationships with the operators and managers of the casinos, and for maintaining constant communications with the gaming agents in their assigned casino. The Supervising Agent also works closely with federal, state, and local law enforcement agencies. The Supervising Agent conducts regulatory investigations and prepares complex, detailed reports. Examples of duties may include, but are not limited to, the following: Supervising Gaming Agents, including providing them with guidance and leadership, and reviewing their activities Establishing and maintaining a professional relationship with the management of the licensed casino by MGC. Providing education and training to all agents working under this chain of command Assisting the Senior Supervising Agent of the IEB with the creation of policy and procedures within the IEB’s Gaming Agent section Monitoring the activities of all representatives within the Gaming Agent section and giving counsel and advice when necessary Supervises the monitoring of casino/hotel activities for the MGC with emphasis in monitoring revenues and gaming operations of the casino industry Assuring that all laws and regulations are followed by the casino licensees Monitor all work schedules within the Gaming Agent section to ensure proper employee coverage on all shifts Establishing and maintaining professional relationships with casino management, with all levels of law enforcement, with the all levels of management of casino properties, and other government agencies Evaluates the work performance of gaming agents, offer training recommendations and/ or development plans. Reviews submitted evaluations of gaming agents by supervising agents to assure fullness and finality Assures all SOP's / Organizational Procedures are followed Receives, reviews daily surveillance and security reports to monitor the establishment's activities Reviews reports and supporting documents prepared by gaming agents and provides testimony 1 as requested Provides Gaming Agent assistance to other divisions of the MGC and the State Police upon request s, policies and procedures to improve the effectiveness and productivity of the Gaming Agents Oversees audits of casino accounting records Identifies deficiencies in the system of internal Controls of a casino licensee and recommends appropriate changes Monitors state-of—the-art developments in casino operations and develops related techniques Reviews complaints from the public, licensees and other gaming officials and takes actions as appropriate Has direct input into all gaming floor and back of the house change requests as well as all new facility gaming floor layouts. Communicating and cooperating with Gaming Commission State Police to avoid duplication and ensure effective and efficient regulation Assisting with openings of new casinos, particularly with regard to regulatory matters, but also with regard to surveillance and security operations Assuring that all criminal activity in casinos is referred to the Massachusetts State Police and any other appropriate law enforcement agency Working closely with attorneys on all enforcement actions Providing all necessary testimony to any appropriate hearing or court Assisting in detecting and properly investigating any violations of gaming laws or regulations Investigating all violations, preparing reports, and submitting reports to the Senior Supervising Agent of the IEB Building constructive working relationships characterized by a high level of acceptance, integrity, cooperation, and mutual regard Building and maintaining internal and external customer satisfaction Earning the trust, respect, and confidence of co-workers and customers through honesty, forthrightness and professionalism Contributing actively to a work environment that embraces diversity and brings together the strengths and perspectives of diverse groups to meet organizational goals Accepting personal responsibility for the job, and for the quality and timeliness of work and meeting expectations Seeking opportunities to resolve problems, achieve goals, or otherwise advance the organization’s mission Demonstrating a flexible leadership style by being fair minded, forward thinking , competent, and inspiring, meeting the needs of a broad range of individuals and situations Performs other related duties as required Required Skills: 2 Knowledge of gaming equipment, rules of the games, and internal controls Knowledge of count room operations Extensive knowledge of casino surveillance and security operations Knowledge of methods and techniques of criminal and/or regulatory investigations Ability to obtain substantial knowledge of laws and regulations pertaining to the Commission and to gaming in Massachusetts, and the ability to apply that knowledge to the review and analysis of information Ability to learn and interpret regulations, policies, and procedures pertaining to gaming enforcement Ability to learn investigative techniques, principles, and procedures Ability to prepare properly documented investigative reports and findings Ability to establish and maintain effective working relationships with co-workers, gaming facilities, and law enforcement officials Ability to communicate effectively, orally and in writing Understand the operations of gaming establishments and understand casino games and devices Ability to determine and assist in determining violations and non-compliance under the laws, regulations, and conditions established by the Commission Ability to organize and direct the flow of work to subordinates Ability to prepare clear and comprehensive reports Minimum Experience, Education, and Training: Bachelor’s degree or higher in a related field from an accredited college or university Two years of experience with a casino regulatory agency. Employee will be required to possess a valid driver’s license There are multiple positions available for each casino licensee. The shifts are as follows: Wed., Thurs., Fri., Sat: 10 hours per shift, 40 hour per week Sat., Sun., Mon., Tues: 10 hours per shift, 40 hour per week Grave Shift: 11pm to 9am, 10 hours per shift, 40 hour per week Day Shift: 9am to 7pm, 10 hours per shift, 40 hours per week The Salary range is $60,000 to $85,000 and is commensurate with experience.
