Key Aims, objectives and activities
The completion of the site assembly at Grove Hill is a priority in order to maintain the momentum of the project and to demonstrate
the ongoing commitment to the area of both Erimus and the Council. The Council and Erimus have therefore developed Heads of
Terms that set out the main terms of the JV in advance of a formal agreement. By agreeing Heads of Terms it will enable the release
of the capital funding required to complete site assembly in the shortest timescale possible.

Differences from previous approach
Description:
Site assembly at Grove Hill was previously funded from individual budgets of both the Council and Erimus Housing. The proposed
JV would enable the funds required to complete site assembly in as short a timescale as possible and would avoid the need to make
cash purchases between each organisation.
Stakeholders
The main stakeholders are the Council, Erimus Housing and owners and tenants of properties in the Grove Hill area.
Intended Outcomes
The creation of a ‘Cash Fund’ to release the £3.6m required to complete site assembly at Grove Hill.
The creation of an ‘Asset Transfer Mechanism’ between the partners with the objective to avoid cash purchases between the two
organisations.
