GEF International Waters: Learning Exchange and Resource Network (IW:LEARN) TERMS OF REFERENCE PRODUCTION ASSISTANT INTERNSHIP GEF IW: LEARN: “Strengthening IW Portfolio Delivery and Impact” A GEF Full-Sized Project, Implemented by UNDP (& UNEP) and Executed by UNOPS Background The GEF IW:LEARN3 is a third phase of the GEF International Waters: Learning Exchange and Resources Network Project, that has commenced in December 2010 as a follow-up of two proceeding successful phases implemented over the period of 2000-2008. The IW:LEARN3 will be implemented from January 2011 until approximately June 2014, jointly by UNDP and UNEP with cooperation of other GEF Agencies. The project represents a cooperative effort between the UN Development Programme and UN Environment Programme, but with the involvement of all GEF Agencies. In pursuit of its global and regional objectives, IW:LEARN3 seeks to strengthen global portfolio experience sharing and learning, dialogue facilitation, targeted knowledge sharing and replication in order to enhance the efficiency and effectiveness of GEF IW projects to deliver tangible results in partnership with other IW initiatives. The Global Environment Facility (GEF) is a global partnership among 178 countries, international institutions, nongovernmental organizations (NGOs), and the private sector to address global environmental issues while supporting national sustainable development initiatives. It provides grants for projects related to six focal areas: biodiversity, climate change, international waters, land degradation, the ozone layer, and persistent organic pollutants. The GEF international waters focal area targets transboundary water systems, such as river basins with water flowing from one country to another, groundwater resources shared by several countries, or marine ecosystems bounded by more than one nation. The project will achieve this through the following 5 components: Component 1: MENARID Programme – Support via Land/Ground Water Integrated Management and Regional Portfolio Learning and Dialogue Component 2: Learning and Replication of Good Practices in Transboundary Surface and Groundwater Management GEF International Waters: Learning Exchange and Resource Network (IW:LEARN) Component 3: Global and GEF IW Portfolio Learning and Dialogue to Enhance Project Delivery and Impact Component 4: Information Management and Communications Platform to Support GEF IW Projects Learning and Dialogue Component 5: Programmatic Management Tools and Innovative Approaches related to Climate / Water and Private Sector Participation to Enhance GEF IW Portfolio Project Performance More information about GEF IW:LEARN is available at www.iwlearn.net/abt_iwlearn. GEF IW 20 Film Concept The film activity involves the production of a short film (approximately 24-27 minutes) highlighting the results & impacts of the 20 years of GEF interventions. This film will be global in scope, and cover both transboundary freshwater (lakes, rivers, aquifers) and marine ecosystems (Large Marine Ecosystems (LMEs)). The film will highlight current and future concerns. The UNDP will oversee production of this film in collaboration with its partners. The objective of the activity is to share some of the results of the GEF with a wider audience. The expected outcome is increased awareness of GEF IW experiences and achievements and partnership with non- GEF supported interventions. Objective of the internship: The aim of this internship is to support implementation of programmatic activities, specifically concerning the production of a film celebrating over 20 years of results from projects in the GEF international waters portfolio. The Production Assistant Intern (PA) will provide critical services towards the completion of this film. Full-time staff at the Project Coordination Unit (PCU) have already conducted extensive research and constructed a basic outline and working script, but a film crew headed by the Director of Photography is now required to complete the next steps of the film. The PA will work with this team and full-time PCU staff to revise, edit, and improve script and conduct a brief review of GEF International Waters: Learning Exchange and Resource Network (IW:LEARN) existing footage to be included in the film. The PA will also be tasked with cataloguing this film for later use, liaising with production crew and location talent leading up to production as necessary, and working with the director devising a production schedule. This internship is an opportunity to work in an international interagency setting, as a member a multi-disciplinary Project Coordination Unit with a number of various partners. Description of the Required Services Under the direct supervision of the Regional Technical Adviser for International Waters and IW:LEARN Project Manager and in close cooperation with the entire E&E team and regional practice, the intern will support implementation of specific activities of the IW:LEARN 3 project. Specific tasks will include: Work with the producer to revise script and shot list. Review existing footage to be included in the film and provide feedback and assisting cataloguing this film for later use. Assist the production team with filming the movie. There is a small chance the intern will be asked to accompany the production team on-site (as well as operating basic equipment both video and audio). Assist the post-production process, working with the Producer and Director of Photography to edit scenes and accordingly edit script narrative. Provide input and work with the digital post production designer on 3D and infographics. Support the further development of iwlearn.net and community space; Other emerging tasks as adequate and assigned by the supervisors. Skills and Experience Required Knowledge and experience in the field of communications / media, development and international relations or any other relevant field; knowledge in the field of energy and environment an asset; Experience with communication, outreach, PR (including print and online media); (Experience with camera and sound mix equipment would be desireable, as well as Experience with pre-production, production and post-production of film or television) GEF International Waters: Learning Exchange and Resource Network (IW:LEARN) Particular and advanced skills in Microsoft Office, e-mail communication, web 2.0 or other online communication applications; Self-starter, motivated and pro-actively involving him/herself into team processes; Proficiency in written and spoken English; Good writing and communication skills. Working Place Works taking place under this ToR will be executed from the PCU host location in Bratislava, Slovakia as well as on official missions and telecommuting. Coordination Arrangements The Intern will report on substantive & technical issues to the IW:LEARN Project Manager. UNDP and/or UNOPS shall be considered as the legal representative of the IW:LEARN project. At no point should the Intern make representations or act on behalf of UNDP, UNOPS or the IW:LEARN project without coordination with the UNDP Regional Technical Advisor. Time period and payment conditions: The intern is supposed to work on the assigned task on a full-time basis (40 working hours a week). The internship is unpaid; therefore, while basic means for work (including office space, computer and communication tools) will be provided, all living costs must be borne by the individual or his/her sponsor. The duration of this internship would last from recruitment until 31 October 2013.
