ActionAid Bangladesh is looking for suitable candidate for the following position:
Deputy Director – Programme, Policy & Campaigns

As part of change management process, Action Aid Bangladesh (AAB) has decided to
restructure the organization in order to foster Leadership Team in tune with its Fourth
Country Strategy Paper (CSP-IV). The Deputy Directors both from programmes and
functions are expected to effectively deliver change promises pertaining to the priority
areas broadly constituting two clusters. One cluster includes Food Rights and
Sustainable Livelihood, Climate Justice and Disaster Risk Reduction, Land rights, Right to
Just and Democratic Governance priority areas and the other cluster includes
Education, Women Empowerment and Gender Equity, Youth and Justice for
marginalized priority areas. In addition to delivery of change promises, the Deputy
Director, Programmed, Policy & Campaigns is expected to have good grasp over at least
one of the priority areas belonging to each abovementioned cluster. This position is
expected to infuse knowledge leadership among the members of respective team.
Job Summary
To coordinate the different programs and policy designed to ensure economic
empowerment and social equity for the most vulnerable and marginalized population
and coordinate programs to establishing their fundamental rights and making them
highly potential human resources. Design the synergies in between four program
priority areas and provide technical guidance to make this change.
This job needs strong leadership, intensive knowledge, diversified experience and
extensive exposure on creating an enabling environment to articulate the linkage of
grassroots need for policy advocacy and campaign. This necessitates conceptualize,
guide, lead, and coordination. A large part of the job involves in directing & monitoring
component. Provide technical guidance to the team mangers.

Job Responsibilities 01: Programme Development & Integration
Tasks
 Conceptualizing Strategic Priority (SP) goals in accordance with Country Strategic
Paper IV and articulating inter priorities activities and develop strategies to achieve
SP goals.
 Lead and facilitated SP team for innovative programme development.
 Synchronizing activities for achieving results for the SP and facilitate SP initiatives.
 Contribute organization policies and strategies.
 Lead SP wise periodic performance review
Job Responsibilities 02: Creating Synergy, Providing Technical Guidance and
Coordinating Activities
Tasks
 Developing synergies between the respective priority areas and provide technical
guidance to the Priority Area Focal Person (PAFPs) in designing programmatic
interventions
 Undertaking priority actions and building team accordingly in designing policy and
campaign interventions in sync with IS (International Secretariat) priorities or
change promise articulated in the ActionAid International (AAI) strategy document.

Articulating grassroots policy perspectives through programmatic interventions and gather evidence for
micro and macro linkage.
Coordinating Critical Operational Tasks (COTs) and Strategic Management Tasks (SMTs) related to
respective priority areas
Providing technical guidance and strategic directions to the PAFPs/Managers and the staff below in
carrying out COTs and SMTs
Review quarterly report & arrange approving further fund requisitions
Review programme budgets and work plans and track the implementation rate.
Ensure programme compliance with different policies and guidelines.
Job Responsibilities 03: HRBA Programming, Innovative Actions and Knowledge Leadership
Tasks
 Developing through understanding about HRBA, designing programmatic interventions in tune with HRBA
framework and capacitating PAFP and the staff below around HRBA programming
 Coordinating HRBA programming implemented by respective PAFPs
 Infusing alternative development ideas and thoughts among the PAFPs and develop knowledge
leadership among them capitalizing on the insights captured from the grassroots level interventions as
well as the current discourse in place
 Undertaking innovative actions, developing models for creating rights claiming environment and
translating them into policy actions
Job Responsibilities 04: Policy Compliance and Budget Management
Tasks
 Reviewing programmes and implementation plans in order ensure compliance with relevance policies.
 Tracking priority area budget, analyze budget utilization status, assessing allocative efficiency of the
budget spend by respective priority areas and forecasting plan or revising plans and budget according to
this assessment
Job Responsibilities 05: Reporting, Monitoring and Deputizing
Tasks
 Providing technical guidance to the PFPs in preparing annual report, narrative report of various donor
funded projects
 Providing technical guidance to the members of Priority Area Team (PAT) in devising mechanism for
programme monitoring in association with Programme Quality and Impact (PQI)
 Doing critical path analysis, undertaking strategic options in keeping burn rate of particularly donor
funded project low in consultation with respective finance person(s)
Job Responsibilities 06: Establishing and Maintaining Networks
Tasks
 Maintaining network at Local, National and International Level (both within ActionAid and other Forums)
Job Responsibilities 07: Human Resources Mobilization
Tasks
 Coordinate with human resource department in sourcing people
 Training, capacity building workshops, research/studies
 Undertaking training need assessment of people engaged in the SP
 Performing routine tasks including leave, performance review and coaching priorities
Relationships
S/he will report to Director – Programme, Policy & Campaign of ActionAid Bangladesh. S/he has to maintain
functional relationship with his/her peers in team, priority and project management team. S/he must be able to
communicate with impact with other teams and in programme and operations. The incumbent will also maintain
liaison and networking with ActionAid International / Federation and other ActionAid Country Programmes. At
national level also maintain the relationship with relevant Government and Non Government Agencies, Local Rights
Programme (LRP) Partners and other stakeholders
Required qualifications and competencies
Education
Master in Social Science/Development Studies/humanities or relevant subjects. Preferable on higher education on
development studies or women rights issues
Experience
At least 8-10 years of working experience (at least 5 years in Mid Level Management Position) in the development
areas. Experience on following area will be treated as advantage
 Partnership management
 Rights based programme design, implementation and monitoring on women rights issues
 Work with NGO, INGO or relevant Government agencies
 Staff management
 Project proposal development
 Policy advocacy and campaign
Technical Skills
 Strong leadership quality
 Strategic decision making ability
 Sound in participatory development process and HRBA
 Understanding of Govt. working system and activities.
 Strong understanding and experience on budget preparation and budget management
 Sound in partnership management.
 Ability to manage multifunctional team.
 Documentation and articulation skill.
 Good interpersonal communication and lobbying skill
 Good command in Bangla and English.
