The following document has been written for the operation and management of the 2016 season
GCPFL. it has been approved and accepted by all chapters comprised together which form GCPFL. By
each chapter approving this document, they agree to enforce and implement everything stated within the
document.

Organization Name
Section 1: Name
This non-profit organization shall be known as GULF COAST PREMIER FOOTBALL LEAGUE
(GCPFL).
Section 2: Members
Each chapter accepted into membership in accordance with the rules and regulations governed
by GCPFL shall be deemed a "member", and shall be entitled to one (1) vote through its
designated representative concerning the operation of GCPFL. Members on probation will
not be entitled to a vote but can serve as a sitting member.
Section 3: Voting Rights
Each member shall be entitled to one (1) vote on each matter submitted to a vote by any
member of GCPFL. Only one (1) designated individual shall have a vote from each
member. If
absent, the designated individual may pass their voting right to another, but if
the member does
not attend a vote with a voting member then their vote will be missed.
Members (Chapters) on probation can sit in on meetings, but do not have a vote.
Section 4: Termination of Membership
The GCPFL board, by an affirmative vote of two-thirds (2/3) of all of its members, may suspend
or expel a member with cause after an appropriate committee investigation. The GCPFL board,
by an affirmative vote of two-thirds (2/3) of all of the members, may suspend or expel any
member who becomes in default in any assessment for the period fixed defined by the rules
committee.
Section 5: Resignation
Any member or individual from a member, may resign by filing a written resignation and
submitting it to the board Secretary, but such resignation shall not relieve the member of their
obligation to pay any assessments owed, or any other charges that have accrued and remain
unpaid.
Section 6: Reinstatements
Upon written request signed by the President of the member chapter filed with the GCPFL
Secretary, the GCPFL board, by affirmative vote of two-thirds (2/3) of the members, may
reinstate any former member to membership status on terms defined by the GCPFL board.

Article II: Meeting of Members
Section 1: Annual Meeting
An annual meeting of the members shall be held at a place designated by the GCPFL board on
the 2nd Sunday of January at a time specified by the board for the sole purpose of electing directors for
the upcoming year. Any business needing to be conducted shall be performed the elections can
proceed. If the fixed date of the annual resides on a holiday recognized by the State of Texas, the
meeting will be rescheduled for the following business day. If for any reason the annual meeting
adjourns without electing delegates, an attempt will be made for a special session to be conveniently
scheduled for all/majority members.
Section 2: Location of Meetings
The GCPFL board may designate any location as a place to meet for the annual meeting or any special
meeting. Any designated meeting location must be approved with two-thirds (2/3) affirmative vote from
the Board.
Section 3: Notice of Meetings
Written notice or electronic computer aided messages (such as emails, instant messaging) stating
a place, day, and hour shall be delivered to all members of GCPFL not less than 5 days prior nor 10 days
before the date of such meeting, by or at direction of the President. In case of a special meeting or any
scheduled meeting the purpose or purposes of the meeting shall be defined in the notice. Meetings can
be established by any member making a formal request to the President to call a meeting.
For a member to call a meeting, the member must submit to the President the purpose of the
called meeting.
Section 4: Quorum
A majority of the GCPFL board (greater than 50 percent) shall constitute a quorum for the
transaction of business at any meeting scheduled for the board. If less than majority of the GCPFL board
are present, the members may decide to adjourn meeting without further notice. The inability to establish
a quorum will negate any voting decisions to be decided.
Article III: GCPFL Board of Directors
Section 1: General Powers
The GCPFL board of Directors shall manage the day-to-day affairs of the organization (GCPFL). In
no situation would GCPFL be involved with the day-to-day operation of its chapter members, unless
requested by member board members and/or the rules committee deems appropriate.
Section 2: Members, Votes, and Tenure
The Board of Directors shall be comprised of the GCPFL Officers:
President, Vice President, Vice President, Secretary, Treasurer, North and South Athletic Directors,
Registrar, Head Official, Cheer Director, PSC and the President of each member chapter.
Each member chapter shall have one (1) vote.
The GCPFL officers are elected to a two-year term and will hold office until their successor has
been named and elected.
Section 3: Qualifications
Directors need not be members of the organization, however:
1.
GCPFL officers may be a chapter coach, chapter board member or instructor,
while acting as a coach, chapter board member or instructor they do not have GCPFL
board powers.

Only one family member may hold a voting position on the GCPFL board.

3.
GCPFL board members must not have been expelled from or removed from a
position on a chapter, GCPFL position, or any other position where disciplinary action has
been assessed.
Section 4: Regular Meetings
A regular meeting of the board of directors shall be held within the requirements of this by-law.
Meetings shall be attempted to be held at a minimum of once a month. Upon not having majority
members attending, the meeting can be adjourned without cause. Board meetings can be held at
anytime based on any request from its members to the President proving cause to have the emergency
meeting.
Section 5: Special Meetings
Upon cause of calling a special meeting the President or any two (2) board members may submit
notice to the other members naming a location time and date to conduct a special meeting. There will
not be any limitations on a meeting location or time and date based on its cause.
Section 6: Meeting Notice
Notice of any special meeting of the board of directors shall be given at least two (2) days prior
to the proposed meeting time via telephone communication, computer aided electronic communication
or written notice to each director and member at his/her address as shown by the GCPFL records.
Meeting notices can be objected to, based on scheduling conflicts, but they can be overruled based on
non-majority members attending.
Section 7: Manner of Acting
Upon the majority of the board of directors present at a meeting, it shall be confirmed a quorum
and an official meeting. "Roberts' Rule of order" shall compose the parliamentary authority for the
procedures that are not defined by these by-laws. Any sign of disorderly discussions during a meeting
can be called to order, whereas, the subject can be re-established. Any profanity, yelling, arguing, etc.
shall not be tolerated. Any member acting out of line shall be asked to leave and disciplinary actions
may be required.
Section 8: Vacancies
Any vacancy occurring in the board of directors shall be filled by the affirmative vote of the
majority of the remaining directors through a regular or special meeting. A director elected to fill a
vacancy shall be elected for the unexpired term of the predecessor in office. Nominations shall be taken
from the floor at a regular or special scheduled meeting. Any directorship to be filled by reason of an
increase in the number of directors or expansion shall be filled by election at the annual meeting or at a
special meeting of members called for that specific purpose.
Section 9: Duties of the Board
The board of directors shall be responsible for the day-to-day operations of the
league/organization, including, but not limited to:
1.
Accounting for all monies received by the organization and the preparation of financial
statements including all standard accountant forms.
2.
Insuring that the meetings of the GCPFL are held in an orderly and democratic fashion
with due care to the goals of the organization and the welfare of the children.
3.
Developing a schedule of competition, maintaining fairness and equality of competitive
activity.
4.
Developing rules and regulations subject to member approval for football play and
cheerleading competition consistent with the objectives of the organization
5.
Enforcing, subject to approval or vote, the conduct of all of its members.
6.
Adding and/or deleting rules and regulations to assure a safe, problem free environment
for kids to play their sport.

Article VI: Officers
Section 1: Officers
The GCPFL officers shall be defined as the board accepted organization chart attached
(ATTACHMENT 1). All defined officers shall perform administrative duties for the organization and may
vote on the administrative, playing rules, and activities of the GCPFL. Behavior of member must comply
with the member Code of Conduct. Temporary suspensions of board members and coaches will be
enforced until the accusation is resolved.
Section 2: Officer Removal
Any officer may be removed from their respective office by the remaining board of directors.
Whenever, in its decision the best interest for the organization, any board member may propose the
removal of any officer. The removal of any officer of the organization requires three-fourths (3/4) vote of
the electing members of the board.
Section 3: Election and Term of Office
The GCPFL officers shall be elected bi-annually by the member Presidents of the affiliated chapter
at the regular annual meeting of the board of directors. If the election of the officers shall not be held at
such meeting, such election shall be held as soon thereafter as convenient. New offices may be created
and filled at any meeting of the board of directors. Each officer shall hold office until their successor shall
have been duly elected and qualified.
Section 4: President- voted even years
The President shall be elected and shall be eligible for one possible vote as specified in these
bylaws. The President shall be the principal executive officer of the organization and shall have the
following duties:
1.
Shall supervise and control all of the business affairs of the organization.
2.
Shall be responsible for scheduling all GCPFL meetings. There shall be no maximum of
minimum number of meetings, but there should be, as a guideline, one (1) meeting per
month.
3.
Preside at all meetings of the members and the board of directors and moderate all
debate under "Roberts Rules of Order".
4.
Shall have the authority to call emergency meetings
5.
Shall have the authority to appoint special and standing committees
6.
Sign, with the secretary or any other proper officer of the organization authorized by the
board of directors, any deeds, mortgages, bonds, contracts, or other instruments that the
members have authorized to be executed, except in cases where the signing and
execution thereof shall be expressly delegated by the members or by these by-laws or by
statute to some other officer or agent of the corporation
7.
Shall perform all duties incident to the office of President and such other duties as may
be prescribed by the board of directors from time-to-time.
8.
Shall not vote unless a tie-breaking vote is necessary
9.
Shall present all written complaints to the GCPFL for investigation
10.
Shall have the authority to make emergency decisions on behalf of the GCPFL interests.
All said decisions are to be reported to the GCPFL board of directors within 72 hours.
11.
Shall not have any of the above powers when acting as a coach.
Section 5: Vice President – Business –voted odd years
The Vice President shall be an elected position and may be a voting position. The Vice President
shall have the following duties:

Shall perform the duties of the President, in the event of illness or absence of the
President, and when so acting, shall have all the powers of and be subject to all the
restrictions of the President. When acting as the President, the Vice President shall have
one vote as described in the duties of the President.

Oversee and Facilitate the GCPFL playing schedule
Shall oversee the registration process for all chapters to assure fairness and equality
across the league
Shall oversee the process and/or the rosters to the registrar to assure that all are correct
and that all rosters have been submitted within the required date lines.
Shall perform such other duties as from time-to-time may be assigned to him/her by the
President or board of directors
Shall oversee and work with the Public Relations Director to assure website is updated
and assure positive image to the community
Shall work with the scheduling committee with any item requested by the Board of
directors.
Section 6: Vice President Operations- voted odd years
The Vice President of Operations shall be an elected position and may be a voting position. The
Vice President of Operations shall have the following duties:

Shall oversee the PSC Director to insure compliance with USA Football requirements.
Coordinate the annual GCPFL coaches meeting
Receive and review any game that may come over protest.
Shall work with all chapters to assure that all playing fields meet the minimum
requirements defined by these by-laws
Work with the head referee to assure that all games scheduled have the minimum
required QUALIFIED referees in attendance
Work with the rules and By-laws committee for the proper interpretation of all rules and
bylaws established by GCPFL.
Present results to the board of directors of any rule/by-law violation resulting in a fine at
the monthly meeting.
Section 7: Treasurer voted odd years
The Treasurer shall be an elected position and may be a voting position. if required by the board
of directors, the Treasurer shall be bonded for the faithful and honest management of GCPFL financials.
The Treasurer shall have the following responsibilities:
1.
Shall perform all the duties incident to the Treasurer and such duties as from time-totime may be assigned to him/her by the President or by the board of directors
2.
Have charge and custody of, as well as, be responsible for all the organizations funds
and securities.
3.
Receive and give receipts for the moneys due and payable to GCPFL from any source
4.
Deposit all monies in the name of the organization name in its bank
5.
Write checks and disburse funds to discharge the organization obligations
6.
Maintain the corporation's financial books and records
7.
Perform all duties incident to the office of the Treasurer
Section 8: Secretary- voted even years
The Secretary shall be an elected position and may be a voting position.
The Secretary shall have the following duties:
1.
Shall keep the minutes of the meetings of the members and of the board of directors in
one or more books provided for that purpose.
2.
Shall serve as the PSC Secretary and support the PSC Director in all communication with
USA Football.
3.
Shall keep a register of the post-office address and all other contact information of each
Member
4.
Shall, in general, perform all duties incident to the office of Secretary and such other
duties as from time-to-time may be assigned to him/her by the President or the board of
directors

5.
6.
Shall receive and maintain all paperwork in a central location from the past and the
future
Shall be a qualified signature for the GCPFL financial account
Section 9: Athletic Director (North and South) appointed
The Athletic Directors shall be an elected position and may be a voting position.
The Athletic Directors shall of the following duties with their respective areas:
1.
Enforcement of GCPFL football rules and regulations, subject to the appellate rights
granted
2.
Development of the field play monitor training program
3.
Assure open communication with all chapter Athletic Directors in their area
4.
Assisting, by participation on the rules committee, in the development of football rules of
play
5.
Insuring that football play is fair and equitable to all teams and players
6.
Assure that referees are scheduled and review any filed complaint against referees
Section 10: Registrar
The Registrar shall be an elected position and may be a voting position. The registrar's duties are
as follows:
1.
Receive and record all roster information for each chapter within the league in the GCPFL
required format.
2.
Record and report chapter numbers that will be reported to the Registrar by each
chapter
3.
Maintain and distribute official certified rosters weekly to all chapters
4.
Be responsible for certifying all official weigh-ins
5.
Advise GCPFL board of all reports of ineligible or questionable players
6.
Make sure "returning" players are returning to the correct teams
7.
Obtaining required documentation for Out Of Bounds or 7th grade players.
Section 11: PSC Director- vote odd years
The PSC Director shall be an elected position and may be a voting position.
The registrar's duties are as follows:
1.
Advises the GCPFL on the leagues participation in Heads Up Football program
2.
Monitor and communicate member certification requirements and participation rates
3.
Organizes league PSC trainings
4.
Responsible for member compliance and communication with the league and Heads Up
Football
Section 12 Cheer director- voted odd years
1. Organized all cheer competitions and oversee day to cheer operations
Article V: Affiliated Chapters
Section 1: Organization
Affiliated chapters shall be defined as a youth football and cheer program for participants of
either gender. Each chapter shall have a cheer/dance team or prove it has committed in the
production of one.
The following are to be proven at the chapter level:
1.
the attempt to fill five (5) football divisions specified by age defined by the GCPFL bylaws
(Any chapter reporting less than THREE (3) teams of the required age groups, will lose
its voting privileges).
2.
A chapter WILL NOT dismissed as a member based on number of teams reporting, as
long as the attempt has been proven
3. Operate and maintain a cheer/drill team
4. Develop and maintain a chapter board of directors

5. Each chapter's board of directors, individually, shall maintain the GCPFL official by-laws and the
rules of competition
6. Each chapter shall be responsible for the financial obligations toward GCPFL in the way of
franchise fees and insurance costs associated with their chapter
Section 2: Membership
Chapter members shall be defined as of parents of duly enrolled football or cheer children, board
members, coaches, assistant coaches, cheer instructors, assistant cheer instructors, and any other
individual who the chapter's board of directors deem required to have accessibility to the children. Any
member to the chapter will be automatically revoked if at any time the member family becomes
delinquent in any payment of monies owed to the chapter.
Section 3: Chapter Finances
All Chapters are authorized to establish and maintain one, and only one checking account for the
purposes of handling the financial obligation for all aspects of the operation of its chapter. This would
include,
but not be limited to, administrative, football, and cheerleading expenses. The checking shall be set up as
follows:
1. Be in the name of the affiliated chapter
2. Authorized signatures for the checks will be the President, Vice-President, and Treasurer of the
affiliated chapter
3. The affiliated chapter must operate so that expenses below $250 only require the signature of a
single individual while expenses $250 and above, require the signature of two approved
signature board members
Article VI: Chapter Board of Directors
Section 1: Organization and Authority
Each Chapter shall elect its chapter board of directors as defined by the GCPFL by-laws. Any
chapter using parent voting must have an unaffiliated GCPFL board member present to witness. GCPFL
will
recognize the chapter board of directors with the following minimum elected members:
1. President
2. Vice-President
3. Secretary
4. Treasurer
5. Athletic Director
6. Cheer Director
7. PSC
Each individual chapter elected official shall meet the following requirements:
1. Must be nominated by a current member in good standing with the chapter
2. Must be a minimum 18 years of age on the day of the general election
3. No more than one family member in the same chapter should serve in a position that
requires financial signatures
Each Chapter Board of Directors shall subject to the following:
1. The chapter may chose at its discretion, to have additional members on its board
2. Each chapter will define which position is a voting or non-voting position
3. The chapter board of directors shall administrate all chapter activities and shall have
ultimate authority of all said activities, subject to GCPFL rules and regulations
4. The chapter board of directors shall enforce and adhere to all rules and regulations defined by
GCPFL, as well as, assure that all rules and regulations shall apply to all chapter members
5. The chapter board of directors members shall attempt to attend 90% of games,
competition, registration, and GCPFL functions
6. At least two-thirds (2/3) of the chapter's voting members must be present to achieve a
quorum or a voting meeting
7. The chapter board of directors will not recruit coaches, board members, and players from
outside their attendance zone for the sole purpose of gaining an otherwise ineligible child for
their program
8. The chapter board of directors may ADD, not DELETE, to the GCPFL by-laws for its chapter's use,

all deviations of the GCPFL's bylaws must be approved by GCPFL before distribution
Section 2: Terms of Office
The following are the terms of any individual that has been elected to any board of directors:
1. An elected officer is automatically removed from their position if that officer is absent from three
(3) consecutive regularly scheduled meetings
2. An elected officer is automatically removed from their position if that officer is absent from eight
(8) regularly scheduled meetings during their term in office
3. Any officer removed from office due to attendance violations may appeal the removal in
writing with the chapter board of directors
4. Any officer removed from office a second time due to attendance violations may not appeal the
removal
5. The chapter board of directors may, at its discretion, remove any board member from their
chapter board with three-fourths (3/4) vote from the remaining members
6. Any and all appeals to any decision made by the chapter board of directors must be made in
writing
7. Any officer of the chapter that has been removed from office will be prohibited from
holding office again, either elected or appointed, for a period of no less than five (5)
calendar years from the date of removal
8. Any officer of the chapter may resign at anytime
9. The chapter board of directors may appoint any current member eligible for nomination and
election to fill any open position on their board

GCPFL Football League Rules
Section 1: Player Eligibility
Each Chapter shall have five (5) divisions, as defined below. Football players will be required to
play on a team where they meet both the weight and age requirements. No child affiliated with any
school sports program may be eligible to participate in GCPFL. The weight and age restrictions are
defined as follows:

*** In the event any chapter is unable to make all divisions they may combine age divisions to form the
older division.
Example: 9 year old and 10 year olds will form a 9-10 year old team that will play with the
10 year olds as "Juniors".
A player's official weight is recorded without equipment. The weight shall be recorded in the football
player's respective team folder/ file. If a player is at or below the weight limit for their division at the first
official weigh in they will be deemed eligible for play. If they are over the weight limit for their division,
the player has the choice to move up to the next division (exception being the Senior division). A player
may only move up one age division. Players will have until the date of September 1st, 2015 to make
weight in any division, division. Players may not play in any games or practice in pads until the
Weight requirement is met. An eligible player is a player who is stamped and weighed in their appropriate
division and has met the required weight limit for that division
GCPFL Weigh In
Pre-season:







A GCPFL weigh in date shall be scheduled
All GCPFL participants from each chapter shall arrive with “completed” team books
Each participant shall be weighed and/or evaluated by its “partner” chapter
Weight shall be documented an GCPFL roster and registration form in chapter book
Upon participants approval, the partner chapter shall stamp and sign registration form and all
supporting documents
One (1) alternative date shall be scheduled for any participant conflict
Last day for official weigh in shall be at the GCPFL Jamboree. Participants weighing in at the
Jamboree are ineligible for play that day, due to the required three (3) days of contact practice
Mid-season Weigh in:


The game day of week 5 shall be utilized as the mid-season weigh in date
Each home chapter shall provide a scale and a booth for each player to be weighed in

Every player shall be weighed and documented on the official GCPFL monitor sheet that has
been submitted by the GCPFL registrar
Any player without documented and witnessed weight is ineligible for play
Each chapter shall submit completed monitor sheets to the GCPFL registrar at the end of play.
No later than Sunday midnight following the game day
If player does not make weight for his division he is suspended that game and the following
game at a minimum. He may weigh in again after 2 week suspension.
If player just misses a game and did not weigh at game 5 his team is notified that he did not
weigh in and he must be weighed in before the next game.
Post-season:







First round venue holder shall provide GCPFL a booth to perform weigh ins
GCPFL registrar shall bring all official GCPFL monitor sheets for all chapter’s teams
A minimum two (2) GCPFL officials shall work the booth throughout the game day
Individual teams shall arrive at the booth, where each player will be weighed an documented
onto the monitor sheet
Upon team’s completion of weigh in, both GCPFL members shall sign the monitor sheet
Only documented and signed monitor sheets con be used for the playoff game
Any deletions or changes to the official monitor sheets can be done during the first round, which
will qualify all players for the remainder of the playoffs

Section 3:Team Folder/ File
Each Chapter must maintain a team file in Bonzi. The file must be available if requested by a GCPFL
Board Member or the other teams Head
Coach "BEFORE" the start of the game.
The files must contain, at a minimum, the following:
Official GCPFL approved and Certified Team Roster
Players name
Players Address
Players Playing Age
Copy of Players Birth Certificate or Passport
Players GCPFL weight
Copy of proof of residency
Consent to Treat Form
Player Photo
Out of Bound Waivers and 7th Grade documentation (pursuant to GCPFL bylaws)

On the roster it should list the following items for each player:
• Jersey Number
• Last name
• First name
• Date of birth
• Age
• Weight
• Contact Telephone Number
• Contact Email address
GCPFL chapter can’t add another team under their own umbrella. The team must be their
own entity.
THERE SHALL BE NO TRYOUTS OR THE DRAFTING OF A PLAYER!!!!
Section 6: Playing Schedule
A playing schedule will be supplied to all chapters no later than July 15, each year. A chapter will get on
the
schedule once they have paid their chapter dues. All age divisions will be divided into a North and
South Division. South Division teams will be the Galveston Hurricanes, Galveston Riptide, League City
Panthers, Texas City Bengals, Deer Park and the Dickinson Lions. North Division teams will be
Friendswood Colts, Manvel Texans, Friendswood BeastMode, Pearland Buccaneers, and Alvin Yellow
Jackets and the South Houston Wildcats.
Section 7: Post season
Every team will participate in the play-offs.
Tie Breaker: Ties will be solved using these measures in order until the tie has been resolved:
a) head to head
b) fewest points scored against your defense
c) record against common opponents
d) total points scored on offense
The post season will be a single elimination playoff, once the positions have been
established (1-12 or 1-10 seed).
Round One Playoffs: Pee Wee, FRESHMAN and JUNIORS – 12 vs, 5, 11 vs 6, and 9 vs 8 (1-4
Bye)
Round One Playoffs: all divisions
Second Round All Divisions (8 teams): Highest seed vs Lowest, 2nd Highest vs next lowest
seed, etc.
The final round of the playoffs (semi finals) will still require the highest seed to play the
lowest
seed. Second highest vs. second lowest.
A Superbowl shall be played for each age level for the remaining two teams in the playoffs.
Section 8: Fees
Dues for Chapters will be paid on or before June 1st of the current year. The GCPFL Board shall
determine the Chapter Dues. All chapters will pay the same fee. This money will be used to purchase
awards for play offs, and trophies and referees for Super Bowl, as well as, any operations expense for
GCPFL. All cost for Round 1— 3 of playoff officials will be split 50/50 by participating teams.
The GCPFL League dues for the 2016 season will be $1500 per chapter.

Section 9: Registration
Registration Process: Birth certificates will be scanned in and given to the register before
weigh-ins If there is an issue with a player the opposing team need to notify the board by
Wednesday of the game week.







Eligibility:
Any kids that not legacy who lives outside the registrants “city” need a waiver.
Waivers need to be turned in by June 1st.
Eligibility is based upon the football player's city limits (home or middle/ intermediate school location)
age, weight and grade as of September 1 of the current season. Any player that doesn't have a GCPFL
chapter in their town may play with the closest chapter to them. Seniors team will be limited to 6
twelve year olds per team. No child can be affiliated with school sports and participate in GCPFL. It is
immediate suspension from the league and any team will forfeit all rights to advancement in league post
season play. No player may be registered in 7th grade or higher and participate with GCPFL, unless a
waiver has been presented from GCPFL. 7th Graders will be able to play, if they meet the required age
requirements 7th graders are not awarded legacy registration.
No child can turn 13 in the Calendar year of the season. The program is open to all children regardless of
their talent level, on a first serve basis. Tryouts are not
allowed as a condition of registration or play.

Section 10: Football Rules
Issues: Any questions that may arise during Game Day for example, field condition; scoreboard etc
should be directed to the home team chapter who is responsible for or in charge of all those activities. If
a Chapter Board Member is not present then the GCPFL A.D. shall provide the answers. The GCPFL Field
Monitor has the final decision on any controversy that may arise off the field.
GCPFL By-Laws: Each Chapter shall ensure that all Chapter Officers and Coaches have a copy of the
GCPFL By Laws.
Insurance: GCPFL must supply all chapters' proof of insurance BEFORE any chapter events can be
allowed.
The policy shall have the appropriate property owners labeled on the policy for each individual chapter.
Without insurance chapters cannot have any meetings, camps, practices, etc.
Game Roll Call: (OPTIONAL) A GCPFL Field Monitor Roll Call will be done with the team folder
The complete 12-play roster, in the GCPFL Play Count format will be handed to the GCPFL Field Monitor
by the
team head coach before the game. The 12 play roster must match the official stamped and certified
GCPFL
roster which will be issued by the Registrar prior to the 1st week of games.
Clock Time: The game clock for every game within GCPFL shall be managed and operated by a certified
referee. If the home venue has a scoreboard with a clock, the referee shall operate the clock. If the
home
venue does not have a scoreboard, the "Clock Referee" shall manage the clock from the sidelines.

No special teams, no kicking game, the ball will start at the 30 yard line.

broken. If giving signals or play calling is done after breaking huddle then 15 yard penalty. Second

Offense must huddle. The Backs can huddle separately while the coaches line the offense line up
Each player must play a minimum of 10 plays
Play clock is 40 seconds.
Only 6 men on the defensive line all backers and secondary must be 4 yards off the ball. If offense
has an overload the defense may match and overloaded line.
Practice is twice a week with the 3rd day being optional for 1 hour and 30 mins. The first 2 weeks
may be daily except Sunday.
Clock will stop after a touchdown, and will not start for the point after.
Freshman Specific Rules: For the first 3 games, the team must huddle up 10 yards from line of play.

The offensive coach will huddle the team up and call the play. After play is called, the coach steps back a
total of 15 yards from the line of play inside the hash marks. At that time, the coach is not to signal in
any
way or call out anything to anybody including players, sideline coaches, or adults in the coaches box.
Penalties for violation of this policy are as follows:
1st offense- coach will be given verbal warning
2nd offense- coach removed from game and suspended from the next game
Starting in week 4 – ALL FRESHMAN COACHES WILL BE ON THE SIDELINE. At this time all standard
football rules apply.
All Divisions:
TACKLE PLAYCLOCK :40 / 25
No walkie talkies or phones will be used by anyone on the game field, except officials.
Failure to obey this rule will result in immediate ejection from the next game plus a forfeit of current
game.
Coaches required to carry a cell phone or pager for work purposes must make GCPFL Field Monitor
aware immediately and leave the field to make a work related call.
GCPFL PLAY MONITORS must NOT return to their home chapter sidelines until the conclusion of the
game they are monitoring.
The governing rules will be the 2015 NCAA Football Rules with the exception of no blocking below the
waist.
The only contact below the waist is the contact of the tackler on the ball carrier.
NO BLOCKING CONTACT BELOW THE WAIST / SAFETY VIOLATION
Any team found in violation of this rule will receive a personal foul arid will result in a 15 yard loss. A
blocking violation is at the discretion of the official on site.
A nose tackle is allowed to line up 'head-to-head" with the center on any play during the game, except,
during a punt and/or field goal play. The nose tackle must be at a minimum in a three point stance
before
the snap of the football.
There shall NOT be any player head to head with the center in a two point stance (Standing) unless they
are
a minimum three (3) yards off of the line of scrimmage.
Blitzing linebackers shall NOT blitz in the "0" gap (middle of the center) during any play throughout the
game.
Point After Touchdowns (PAT'S)
Running PAT: 1 point
Passing PAT: 2 points on completed passes thrown to and received in the end zone
Kicking PAT: 3 points
Football Size:
pee wee, Freshman and Sophomore Division: These teams will use a pee wee size football.
Junior and Senior Divisions: These teams will use a junior size football.
PEE WEE games may end in tie
NO Other TACKLE FOOTBALL GAME WILL END IN A
TIE THE NCAA rule for overtime will apply
Section 11: Conduct
Ineligible player: An ineligible player is defined as any player that does not appear on an official GCPFL
approved and certified roster. The use of an ineligible player in a game will result in a forfeit of the game,
or
games the player has played or has been present for. An ineligible player violation will result in the
Chapter
being fined $100.00 and the Head Coach being suspended for the next game.

Practices: The conduct of an illegal practice shall cause the loss of one game, in the team's standings.
An
illegal practice is one in which the team is in violation if any part of the following or any practice held
prior to
the GCPFL elected first day of practice of the current year.
For the first 2 weeks of practice, there shall be no limit to the number of practices held each week except
SUNDAY. These practices are limited to 2 hours or less. After the first 2 weeks, practices are
held on Mondays, Tuesdays and Thursdays with a maximum practice time of 1 hour and 30 minutes for
Monday and Tuesday and 2 hours for Thursday to allow for special teams practice.
A Chapter's football and cheer teams should practice at the same location. Any GCPFL Board Member
may attend any practice without notice to check on players and coaches.
Players must have at least 3 practices before allowed to play in first game
Football players cannot have "player to player contact" practice before making weight and
having been officially weighed and stamped by a GCPFL representative.
There will be no contact the the first week of practice but conditioning can be done with helmets.
There will be no bull in ring at practice.
There will be no scrimmages between two teams from different age divisions.
There will be no scrimmages or games between a GCPFL team and another league without the written
permission of the GCPFL.
Section 12: Games
Game Days: All games will be on Saturday, unless special circumstance in which the GCPFL Board will
vote on.
Game Times: Freshman, Sophomore, Junior and Seniors Teams will play (4) 8 minute quarters with an
8 minute half time.
Pee wee will play (4) 10 minute running quarters with an 10 minute half time.
Adults on Fields: Each participating. football team may have a maximum of 6 adults in the
box,
during the play of a game. All adults must be properly approved by the GCPFL and have an
ID
badge visible on their body
Home Team is responsible to provide 3 individuals for the chain gang; visitor help is
optional per home team.
Section 13: Field Monitor Duties
One Coach/ Board Member from each team will be responsible to monitor any scheduled game
following their own regardless of the city location said game is played in. Head coaches will be
responsible for scheduling one of their coaches for the monitor duty. Strict penalties are as follows:
1st offense- chapter is fined $100
2nd offense- chapter is fined $100 and the head coach of the previous game is suspended for one week
of practice and one game.
3rd offense- chapter is fined $150 and head coach of the previous game is out for the year
The chapter will have 2 weeks to pay the fine. After that the chapter will forfeit all scheduled games until
fines are paid.
12 play rule: The 12 play rule will be monitored by the GCPFL Monitor at each bench at every game. If
any player does not have their 12 plays at the end of the game that chapter will be fined $100.00 per
violation and the Coach will be suspended for the next game. He is not to be on the field that following
game. It is the coach's responsibility to check with the GCPFL Monitor on the 12 play rule. The 12 play
monitor sheet must be collected by the Chapter AD for that Chapter and turned into the GCPFL Division
AD if requested.
Pee Wee has a 10 play rule
Section 14: Field Conduct

Dirty Play: "Dirty Play" is not allowed in any GCPFL football game. All Chapter officials, coaches, etc
shall
take immediate action to stop any "Dirty Play" that they may witness taking place or being taught to
players
by friends, relatives or even their coaches. Spearing, blocking below the knees or chop blocking are a few
examples. "Dirty Play" which is sometimes difficult for referees to detect can result in serious injury to
players
and will not be allowed on GCPFL fields.
Player Mistreatment: Coaches will not mistreat their players in practices or games. Player
mistreatment
includes face mask handling/ shaking, the use of profanity to or around players or any inappropriate
language
will be strictly prohibited on GCPFL fields.
Player Mistreatment Violations: the coach will be suspended from coaching for one week and their
chapter will be fined $100.00. If a repeat mistreatment occurs with the same or other player, the coach
will be ejected from their position as a coach and banned from GCPFL. Anyone witnessing "player
mistreatment" should bring it to the attention of the Team's AD, the Chapter President or any other
Board Member immediately.
Zero Tolerance Rule: All individuals attending, volunteering, and/or playing in a recognized GCPFL
game
SHALL not use profanity in public. Anyone caught using profanity will be required to leave the game. This
will
include but will not be limited to the referees, players, coaches, assistant coaches, team moms,
spectators in
the stands, etc. All ejections will be document by the officiating staff and submitted to the GCPFL AD and
offending chapter's president no later than Monday following the incident.
Section 15: Forty Two Point Mercy Rule
If the difference in score is greater than 42 points, the opposing Head Coach must select a maximum of
3 offensive players to be taken out of the game (Referee to be liaison between both teams, relay to
winning coach which players to be taken out of game per the opposing coach) and only be allowed to
play on the offensive line, or defensive side of the ball to prevent the further "running up" of the score
on the opposing team. The coach must ensure that the Monitor has records of such changes. Once the
score reaches a point spread of 42 points, and the officials have verified with the play monitors for both
teams that all players have received their minimum 12 plays there must be a continuous play clock. The
clock will only be stopped for player injury. If a game score goes over a 42 point spread, the GCPFL will
only record a point spread of 42 points or less for that game (the score on the field score board will
reflect the total points scored that game, but the only score recorded on the GCPFL and Chapter
websites will be a total point spread of 42 points). If the winning teams coach has not changed the
players, the coach will be suspended for one game. The second time (with the same coach) they will be
ejected from their position as coach and banned from coaching a GCPFL team.
Section 16: Football Officials Abuse
Coaches/Chapter Officials SHALL NOT verbally abuse, nor harass football officials during or after a
game.
Violations will result in:
1. A warning letter for verbal abuse of a game official will be documented by the officiating staff
to the GCPFL AD and offending chapter's president no later than the Monday following the
incident.
2. Ejection from the game and suspension from the next game subject to review by the GCPFL Board
(If coach refuses to leave a game after being ejected, they will be suspended indefinitely) a. All
ejections will be documented by the officiating staff to the GCPFL AD and offending chapter's
president no later than the Monday following the incident.

Note: It will be each individual chapter's responsibility to ensure the above codes and disciplinary
actions are strictly adhered to. Failure to do so will result in a forfeit of their respective games.
Game Protests: No games will be played under protest due to the referee's decision. Referee decisions
shall be FINAL. Games will not be played unless a referee is present.
If a coach chooses to protest a game based on a breach of league bylaws, they must do so during their
game with the officials, participating chapter ADs or Presidents. Protest must be submitted to the VP of
Operations by no later than midnight of the day of the game.
The Athletic Director shall submit it to the chapter's board for submittal to the GCPFL Athletic Director.
The GCPFL's Athletic Directors and the Vice President of operations are responsible for submitting the
resolution to the protest by copying all board members of the chapters, as well as, the GCPFL board.
Play clock - Starts after ball placement is made by the designated official and runs for 30 secs before
penalty is occurred. Failure to get play off within the allotted time will result in a 5 yard penalty.
Section 17: Safety rules
Cut Block — NOT ALLOWED
Crack back block — NOT ALLOWED
Definition: A block by an offensive player who is usually spread
out away from the main body of the formation and runs back in
towards the ball at the snap, blocking an opponent back toward
the original position of the ball at the snap.
The GCPFL adheres to all UIL Safety Guidelines.
