Attached for Technical Panel consideration is amendment submission MR-00348-Q00 (IESOTP
223-2b).
Background
At its meeting on February 24, 2009 the Technical Panel was provided with a presentation on
the Enhanced Day-Ahead Commitment (EDAC) Design and on the scope and workplan for the
EDAC market rule amendments. The EDAC Design has been approved by the IESO Board and
as discussed at the last Panel meeting MR-00348-Q00 represents the first package of EDAC
market rule amendments. For further information on the EDAC design please refer to:

Recommendation – Warrants Consideration
The IESO recommends that the Technical Panel determine that the amendment MR-00348-Q00
warrants consideration as it meets the following criteria for such a determination:

It identifies means to better enable the market to satisfy the market design principles.
The EDAC Design provides a solution that enhances the efficiency of the current Day-Ahead
Commitment Process for the scheduling and commitment of resources required to provide
electricity supply on a daily basis.

Recommendation - Priority
The IESO recommends that the Technical Panel assign a high priority to the development of the
EDAC market rules. The EDAC design addresses a need for the IESO’s efficient integration
and optimization of Ontario’s changing electricity generation infrastructure.
A high priority in regards to MR-00348 would mean discussion and review of the amendment
proposal at the following Technical Panel meetings [April 22, May 26, and June 23 (request to
post for comments)], and culminating in a request for a vote of recommendation to the IESO
Board at the panel’s meeting on August 18.
Recommendation – Stakeholder Consultation
The IESO recommends that stakeholders be asked to comment on the amendment proposal
when it is available in accordance with the normal practices of the Technical Panel.
Recommendation – Cost-Benefit Analysis
The EDAC design has already undergone a cost-benefit analysis and therefore an additional one
is not required as part of the justification for the proposed changes.
