On behalf of our Coordinators we ask that you read the attached rules and respect all teams,
players, officials, spectators and the venue whilst participating in the 2016 Netball WA
Aboriginal Youth Gala Day. We thank you for your effort in coordinating your team to play in
this great community event.
HISTORY OF THIS EVENT
In 2016, teams from across, primarily, Nyoongar Country will compete in the 8th annual Netball
WA Aboriginal Youth Gala Day. In previous years, all teams involved in the Netball WA
Aboriginal Grassroots Netball Program supported by Netball WA and the Department of Sport
and Recreation were invited to attend this competition, which doubles as the program launch.
In 2015, Netball WA opened registrations to all Aboriginal community teams. This change
proved highly successful as it allowed a large number of indigenous athletes to
participate in the carnival, giving them an opportunity to refine their skills and link in
with local clubs and associations. In 2016, Netball WA continues to invite all Western
Australia Aboriginal community teams to register.

ON ARRIVAL
An adult representative from each team is required to report to the Match Office, register
their team and collect scorecards and fixtures.
REGISTRATION & FEES
All teams are required to submit payment when nominating their team. See Registration Form
for payment details.
EQUIPMENT
Each team will be provided a match ball. All teams are required to bring a set of bibs for their
own team.
TEAM LISTS
All teams are required to submit a completed “Team Lists Form” on or prior to Monday 25
April 2016. A player must commit to ONE team for the duration of the Carnival. If a player is
found playing with a team that is not their original team, that team (2 nd) will automatically
forfeit the game.

ANZ NetSetGO (8-10 year olds)
Netball WA is aware of the age gap between ANZ NetSetGO and 14U division.
Netball WA will be creating two pools for 14U, one pool will be created for 13-14
year olds and the other pool will be for 11-12 year olds. How the pools operate will
be dependant on how many teams enter in the 14U division. If age groups are

spread across 11-14 year old, teams will be allocated to one of the two pools at the
discretion of Netball WA coordinators.
Netball WA will be running a free 1-hour ANZ NetSetGO clinic at 11.00am for
participants, both girls and boys, aged 5-7 years old.
UMPIRES
Netball WA will provide an umpire for each team. This service is covered in the team
registration fees.
JEWELLERY & NAILS
All items of jewellery, including body piercings, must be removed before the match. Taping
of any item of jewellery is NOT PERMITTED. Fingernails shall be short and smooth. Taping of
long nails is NOT PERMITTED. Sports gloves may be worn but nails must still comply with the
above.
COMPETITION DETAILS
1.
The ABORIGINAL YOUTH GALA DAY will be in a Round Robin Format
2.
There will be a minimum of 5 Aboriginal/ Torres Strait Islander players per
team on the court at any one time.
3.
DURATION OF MATCHES: All games shall consist of two x 12 minute halves,
with a 3 minute interval between the two halves.
4.
TIMING: All games will be centrally timed.
5.
INJURY TIME: All injury/illness stoppages, which will include blood, will be 30
seconds, and the injured player must come off the court.
6.
SCORECARDS - Scorecards will be given out on the day with the first mentioned
team to score. Second mentioned team is to check the score. The scorecard MUST
be handed in to the match office by the winning team at the immediate conclusion

of the game. Any disputes regarding the score need to be directed to the Match
Office.
7.
POINTS - Two points will be recorded for a win and one point for a draw. Should
two or more teams finish the qualifying rounds with equal points, each team’s
goals scored will be divided by the goals scored against that team to determine
final positions (Goal Percentage).
8.
FORFEITS – Any team that is not on court and ready to play after five minutes
from the start time on the fixtures will automatically forfeit the game and the
points will be awarded to the other team. Teams can still play, however umpires
must record the game as a forfeit on the scorecard and indicate the team who
shall receive the two points.
9.
PLAYING TIME: As this is a community participation carnival, all players are
required to play a minimum of 50% of the total court time.
10. APPEALS / QUERIES: ONLY the Captain of a team is able to request clarification
or lodge an appeal to the Carnival Coordinators who will be found at the Match
Office.
11. FIRST AID – There will be a First Aid Post for the duration of the Carnival.
12. All Player, Coach, Official and Spectator Codes of Behaviour are to be adhered to.
A copy of the Codes of Behaviour will be supplied to each team on the day of the
carnival.
13. The winners of the Round Robin will be determined by the total amount of points
at the end of the Aboriginal Youth Gala Day. No finals will be played.
Please note: Netball Australia, along with the eight states and territory Member
Organisations, have implemented the new Official Rules of Netball across all associated
competitions and events as of Friday 1 January 2016. Please see below the rule changes that
have been implemented.

SUMMARY OF RULE CHANGE:
1.
Umpires no longer blow their whistle when goals are scored and if it is clear that the
ball is out of court.
2.
The use of the word ‘Penalties’ has been changed to ‘Sanctions’. Sanctions will include
Free Pass or Pass/Shot. Throw In and Toss Up are considered actions as opposed to
Sanctions (or penalties under the current version).
3.
When taking a centre pass, the Centre is required to now only have one foot wholly
within the centre circle.
4.
Once a player taking a penalty pass is in the correct position, the player may choose
either to play the ball immediately or to wait for the infringer to stand out of play.
However, it is important to note that the changes to the rule regarding the taking of
the penalty pass do not remove the requirement for a player who is sanctioned for a
major infringement to stand out of play.
5.
All injury/illness stoppages, which will include blood, will be 30 seconds, and the injured
player must come off court.
6.
Goal tending will no longer be allowed. Players will not be able to deflect a shot once
the ball is on a downward flight towards the ring, including touching the ball up through
the net.
CODE OF CONDUCT
Netball Australia, Member Organisations and Affiliates seek to provide a safe, fair and inclusive
environment for everyone involved in netball.
To achieve this Netball Australia, Member Organisations and Affiliates require certain
standards of behavior of players/athletes, coaches, officials, administrators, parents/guardians
(of child participants) and spectators.

PLAYERS CODE
1. Participate because you enjoy it, not just to please parents and coaches.
2. Play by the rules.
3. Participate fairly and safely.
4. Abide by decisions, without argument or bad temper.
a. Captains have the right to approach an umpire during an interval or after the
game for clarification of any rule.
b. Approach the umpire in a courteous and polite way.
5. Co-operate with your coach, and other players.
a. Verbal abuse of officials or other players, deliberately fouling or provoking an
opponent and throwing/ damaging equipment is not acceptable or permitted.
b. Treat all players as you would like to be treated.
c. Ensure that your behaviour is fair at all times.
d. Be a patient and enthusiastic supporter of fellow players.
6. Applaud all good play, by your own team and opponents.
7. Be a responsible team member.
a. Always be on time.
b. Encourage and assist all players.
c. Attend all training sessions.
d. Ensure you always bring the appropriate uniform and equipment to training and/
or matches.
8. Do not engage in practices that affect sporting performance (alcohol, tobacco and
drug use).
9. Respect and acknowledge the contribution of those who create the opportunity
for you to play.
UMPIRES CODE
1. Umpire in accordance with the Official Rules of the Game.

2. Treat all players, coaches, match officials and other umpires with respect.
3. Place the safety and welfare of the players above all else.
a.
Ensure the court and its surrounds are compliant with the rules.
b. Take appropriate action to manage dangerous play.
4. Maintain a high standard of personal behaviour at all times.
5. Be a positive role model through behaviour and personal appearance projecting a
favourable image of netball and umpiring at all times.
6. Be courteous, respectful and open to discussion and interaction.
7. Maintain or improve your current performance level and seek continual improvement.
SPECTATORS CODE
1. Most players (in particular children) participate in netball activities for fun. They are not
participating for entertainment of spectators only.
2. Applaud good performance and efforts by all players. When watching a game
congratulate both teams on their performance regardless of the game's outcome.
3. Respect the umpires' and coaches’ decisions. If there is a disagreement, follow the
appropriate procedure in order to question the decision and teach children to do
likewise.
4. Never ridicule or scold a player for making a mistake during a competition. Positive
comments are motivational.
5. Condemn the use of violence in any form, be it by administrators, coaches, players,
umpires or parents/ guardians.
6. Show respect for your team's coach, the umpire and opponents. Without them there
would be no game.
7. Encourage players to play according to the rules and the official decisions, and develop
your own knowledge of the rules.
8. Demonstrate appropriate social behaviour by refraining from using foul language,
harassing administrators, coaches, players or umpires.
9. Support the use of age appropriate development activities and modified rules.

COACHES CODE
1. Operate within the rules and spirit of netball, promoting fair play over winning at any
cost.
2. Encourage and support opportunities for people to learn appropriate behaviour and
skills.
3. Support opportunities for participation in all aspects of the sport.
4. Treat each person as an individual.
5. Display control and courtesy to all involved with the sport
6. Respect the rights and worth of every person regardless of their gender, ability, cultural
background or religion.
7. Respect the decisions of umpires, officials, coaches and administrators in the conduct of
the sport.
8. Wherever practical, avoid unaccompanied and unobserved one-on-one activity (when in
a supervisory capacity or where a power imbalance will exist) with people under the age
of 18 years.
9. Adopt appropriate and responsible behaviour in all interactions.
10. Adopt responsible behaviour in relation to alcohol and other drugs.
11. Act with integrity and objectivity, and accept responsibility for your decisions and
actions.
12. Ensure your decisions and actions contribute to a safe environment.
13. Ensure your decisions and actions contribute to a harassment free environment.
14. Do not tolerate harmful or abusive behaviour.
15. Place the safety and welfare of the athletes above all else.
16. Any physical contact with a person should be appropriate to the situation and necessary
for the person’s skill development.

Please note the 2016 Youth Gala Day is an Alcohol and Smoke Free Event. Alcohol
consumption and smoking are NOT permitted on the grounds, in tents or in buildings.
