• Rhode Island StormSmart Coasts

 Rhode Island StormSmart Coasts
Think the home page should look a bit more Rhode Island like….something that has a bit of identity that you are “home”
##RI PHOTOS IN SLIDESHOW
Who is the audience?
Like Massachusetts. where to begins with the links by job. ## IF YOU CAN HELP US, WE CAN DO THIS
RIEMA should have HMPs up and link it to Coast Smart. Or at least examples of good ones. ## WOULD LOVE THIS
Overall – I have a hard time with navigating. Go to the Home and see CRS, TOS, NAI etc, and once you click on them, it is hard
to find out where you are. CRS primer, push it, and loose your way to crs credit summary #HMM. . . IDEAS ON HOW TO
HELP?
Four blocks instead of storm track. Tides online, surf or other cams, Block Island bouy, #??? IF THERE’S A BETTER DATA
SOURCE WE CAN LINK TO, NO PROBLEM
Calendars maybe two so you can have national and RI. ## A NEW, MUCH IMPROVED CALENDAR IS ON THE LIST
Putting the right hand column on each page, beyond the home page, wastes valuable realestate and clutters.
How much flexibility do we have. ## WE CAN DISCUSS THIS
Next steps:
Take it out to a focus group and get their comments on it – has this been done in MA? Similar to RI situation. A student can do
this. Is this having any impact on people’s thinking ##GREAT IDEA
Who maintains this? And for how long? ##DISCUSS
What can we have done by Hurricane Season beginning? ##DISCUSS
How are people using this? How best can we outreach this? ##DISCUSS
We need to see the new WWW architecture and the accompanying word to make changes. ###???

Nice map. Be nice if it could also link to tidesonline. Does it link to the NHC if there is a

Like the Noteworthy/blogworthy
Can we add stuff to the calendar now? What is the parameter for how local, for instance the
RIFMA Annual Conference? ##DISCUSS
Looks good. Lots of info in following the links. I spent way too much time on this, but found
some info that will be useful and that I needed to track down (NROC stuff).
Would be nice to link to RI communities that participate, but I don’t think that RIEMA has
those listed anywhere.
List the existing communities. Add Statewide credits.
What you need to do to get into the CRS
Needs a kicker for homeowners. Lower your flood insurance rates.
CRS Credit Summary
Needs to have what you need to do before you can apply (CAV, HMP??). Good links to

Many of these links go to MA but some may still be useful.

Only floodplains? Or should we include other things like SLR, eosion, etc. like the mission
says. ##DISCUSS
Could be nice to have some of the recent court case summaries, or SLR ideas generated by
MS and/or RI.
Anyway to categorize these? It looks like a whole big list this way.
Legal is really more than NAI. Perhaps want it both as general and then also some specific RI
issues like retreat, add Pallazzolo (sp?)

 After the Storm: Safe and

Talk to Mississippi Sea Grant about what they could put on there. Link to all of the law

Others besides NAI? Megans? Some of the cases referenced in the Sand Dollar?
There is a link from Before the Storm to After the Storm but no link to get back.
Get rid of the link to Ed Thomas and the Michael Baker Corporation.
Need Steps in RI. Who to contact, restrictions on reentering area? the structure (red, yellow,
green?)
Who do you contact
Restrictions on reentering and rebuilding. The tags.
Prohibitions on rebuilding on substantially undeveloped storms. Should we add prohibitions
rebuilding substantially destroyed buildingds on undeveloped barriers? Setback and other
program requirements for substantially destroyed properties?
Add a section for Returning Home

Link to CRMC fact sheet/flowchart and then hyperlinks to DEM etc. Maybe maps to show

Somwhere it would be useful to put in the links to RIEMA map status etc.

Is there a way on the FEMA sites, or on the flood.org to get a hyperlink to all of RI
communities directly and put it in here?
Finding and Using
Additional Hazard
Information
Is it possible to put in title “Finding and Using Additional Hazard Info IN RI???
All of the hyperklinks make you leave this page. Possible to open up another tab?
Would be nice to have bullets of the key headings up on top with hyperlink to the
paragraphs below: Shoreline Change, Sea level
Change to “accelerating slr and projections”
Interpreting FIRMs and
FIS Reports
Please change “prediction” to “projection” in the section (at least 2x)
While written for Massachusetts… The Art and Science of Identifying Flood Zones
has useful general information on reading FIRMs THAT CAN BE USEFUL FOR RI
AS WELL.
Would be good to acknowlegdge that there is an update going on with firms.

Change to RI, not MA….See the update at

Need to change last paragraph to RI. GIS etc.
Include comment that flood maps may not include all flooding. Can use some of the
NOAA coastal inundation training exercises, showing difference between actual
flooding and FIRM map flood zone.
Elevation examples from Bolivar peninsula, how the FEMA maps can be a foot
off…and you will loose your house.
The graphic is very weird…
Should also state that FIRMs are past or current conditions. They do NOT project future
conditions (SLR, erosion, etc.).
Creating a Local
Last paragraph is all MA references.
First paragraph might include…Local Comp Plan is required in all RI communities as
Comprehensive Plan
a blueprint for growth and the local zoning bylawas.
And…need to delete/replace “Community Presevation Act”
Coastal Construction Manaul stuff is good, but it might be better to consolidate it so you can
see the RI centric stuff easier

Add CRMC prohibition on new infrastructure on barriers
References MA. Do we have something similar for RI (Association of Conservation
Commissions)?
MA references - Jim Boyd may be up on some RI info, MA Fact sheets may be OK, put in RI
FACCT sheets?
Good (should we link to NBC anywhere in the document?)
Ask Michelle. I think all new buildings in the flood zone are required to do an elevation
certificate. She may have some guidance language and also what the consequences are if you
do not build correctly ($$$ for flood insurance with a variance or for enclosing the bottom
floor. Risks to the NFIP status for the community. At the very least, no CRS).
The diagram/example should note that this was done in MA and might change in specific
locales…or doesn’t it matter?
Again…contact is Rich Zing – you might need to do a global search and change.
Link to RI 1 foot freeboard (and CRMC recommendations?)
For More Information section change Richard Zingarelli to Michelle Burnett
 Mitigation
Acquiring Existing Structures
Are there any other resources than FEMA? What about the NRCS program?
Non-Structural Shore
Protection
Need to write up something that simplifies CRMC prohibitions for structures adjacent to type
1 waters. Nobody can find anything if they just go to the regulations, and I don’t think that
you can link directly to a chapter. Even in cases where structures are allowed (type 2 through
6 waters) there are several criteria that need to be addressed before a permit is issued. Maybe
I could make a brochure or power point. Also Caitlin is working on the living shoreline regs
as an alternative to hardened shorelines.
Reference some of the beneficial reuse projects that we did or are ongoing with the ACOE
(Ninigret, Allin’s Cove, Pt Judith dredging, Regional Sediment Management).
