The Uttarakhand Livestock Development Board (ULDB) has received 100% grant from Government
of Uttarakhand & GoI for establishment of Compact “Cattle Feed Fodder Block Manufacturing Unit”
of 30 MT per day capacity of each at Dehradun (Kalsi) & Udham Singh Nagar (Rudrapur). ULDB
invites sealed bids in prescribed bid document from eligible bidders for the following Schedules:

A complete set of bid document for each Schedule can be purchased from the office of the ULDB
from 27.05.08 to 30.06.08 on all working days [11.00 a.m. to 3.00 p.m] against payment of nonrefundable Demand Draft of Rs.1125.00 (inclusive of VAT) drawn in favour of ULDB payable at
Dehradun . Request for bid documents to be send by post should be accompanied with an additional
amount of Rs.100.00 (Inland).
Separate bids should be submitted for each Schedule. Bids should be submitted in two sealed covers,
one superscribing “Technical Bid” and other “Price Bid”. Both covers shall be put in another sealed
cover superscribing the envelop with “Bid for the Establishment of Compact “Cattle Feed Fodder
Block Manufacturing Unit”. The last date of submission of Bid is 01.07.08 on or before 11.00 a.m.
The Technical Bid will be opened at 11.30 am on 01.07.08 & Price Bid of the technically qualified
bidders will be opened at 2.30 pm on the next working day.
The Chief Executive Officer, ULDB reserves the right to cancel any bid or the bidding process

The Uttarakhand Livestock Development Board has received a grant in aid from Govt. of
Uttarakhand & GoI towards the cost for the Establishment of Compact “Cattle Feed Fodder Block
Manufacturing Units” in the state of Uttarakhand and it is intended that part of the proceeds of
this grant will be applied to eligible payments under the contracts for which this Invitation for
Bids is issued.
The Chief Executive Officer, ULDB now invites sealed bids from eligible bidders for the

designed for chopping roughages which has

machine will be used to weigh loose
ingredients including straws.
TMR Section
TMR Mixer complete with Electric Motor
coupled with Reduction Gear Box, Starter on
panel Board, Oil, platform, walk way and
Staircase.
The mixture should be suitable for mixing of
low density roughages with high density
concentrate with provision for pressure
spraying of molasses on the mixture to ensure
homogenized mixture of its ingredients. The
ingredients should be mixed uniformly, only ±
2.5% variation will be permissible. The machine
should be equipped with suitable on line
molasses tank with a holding capacity of
2000kg fitted along with electrical heater
(without causing any charring or burning of
molasses) and molasses pump of suitable
capacity for required pressure spraying through
spray boom..

Eligibility Criteria:
The bidder should have successfully manufactured, installed, trialed and commissioned at least
one such plant of same or above capacity. Bidder should submit proof of it with the Technical Bid.
Terms and Conditions:
1. Plant Layout & Electrical Layout must accompany the Bid Document without which the Bid submitted
will be considered Non-responsive.
2. The experience certificate, EMD/ Bid Security and other necessary authorization letters issued by
concerning authorities (regarding factory establishment) should be submitted in separate envelop named
"Technical Bid". The rates should be quoted in separate envelop called " Price Bid/ Commercial Bid". The
Price Bid be opened only if the Technical Bid is found satisfactory.
3. The bidder will have to submit detailed working drawings of various equipment machinery for approval
to ULDB after award of the contract but before fabrication of the equipments.
4. Equipments under this schedule should conform to BIS/ ISO Certification standards. A proof of it shall
have to be submitted with the bid.
5. The bidder should quote the rates of all equipments separately.
6. All machinery components including electrical items, accessories, components, control devices, and
systems outsourced by the bidder should be warranted & guarantied for a minimum period of two years ,
bear BIS mark and should be sourced from reputed original manufacturers..
7. All the necessary civil works related to machinery installation e.g. machinery foundation etc. should be
carried out by the supplier.
8. The rates should be quoted for design, construction & supply of machines including erection,
commissioning and trial of the plant, to the rated capacity, on TURN-KEY-BASIS along with the provision
of proper training of the manpower to make them perfect for plant operation. Since it is a turnkey job, any
thing that is not mentioned in the BOQ (Bill of Quantity) but necessary for proper functioning of the plant
and to achieve the rated capacity , should be provided free of cost by the bidder and would be considered
deemed to be in the quotations.
9. Annual Maintenance Contract (AMC) should be provided for two year duration. The bidder shall have
to quote the cost of the AMC separately.
10. The bidder will provide a team of skilled & unskilled personnel laborers for the erection,
commissioning and trial of the plant, arrangements of their stay at work site and also providing all T&P
(Tools & Plant) for their proper working at site. Nothing will be made available to him by the ULDB/UCDF.
11. The bidder will make a successful trial of the plant and run the plant on the full rated capacity for at
least a week by his own man power.
12. The rates quoted should be inclusive of all prevailing taxes, freight, Loading/Unloading and for work
site.
13. The bidder should guarantee the availability of spare parts for the plant.
14. The major civil work related to plant building and storages etc will be done by ULDB or their assignees
for which the Bidder should provide machine layout drawings. In case of existing plant & buildings the
layout of equipment/ machines to be should be compatible with present building /structures & operations.

SECTION VI-A : QUALIFICATION CRITERIA
(Referred to in Clause 13.3(b) of ITB)
Schedule: One: The bidder should have successfully manufactured, installed, trialed and commissioned
at least one such plant of same or above capacity. Bidder should submit proof of it with the Technical Bid.
The bids of those bidders, who do not fulfill the qualification requirement, shall be rejected. The bidders
are required to submit necessary documents including balance sheets duly certified from their auditors in
support of having the above required experience.
Schedule: Two: The bids of those bidders shall only be considered who had previous experience of
similar work. Bidder should submit proof of it with the Technical Bid. The bids of those bidders, who do
not fulfill the qualification requirement, shall be rejected. The bidders are required to submit necessary
documents including balance sheets duly certified from their auditors in support of having the above
required experience.
