NSS objectives
• The North–South–South programme
promotes partnerships between higher
education institutions (HEIS) in Finland and in
the countries of the South, fostering capacity
building in higher education through
interaction and reciprocal mobility.

Previous project period
• The previous project period (2012) consisted of
two funding rounds, namely 2011-2013 and
2012-2014 (still ongoing)
• There are altogether 45 ongoing NSS networks
from the previous programme(2010-2012) period
– 29 networks funded 2011-2013 (eligible to apply for funding
2013)
– 16 networks funded 2012-2014 (not eligible to apply for funding
2013 with the same network composition)

Average funding per network approximately 100 000€

Previous project period
• 33 Finnish HEIs involved, each involved
approximately in 3,5 NSS networks (from 1 to 12
network projects per HEI)
• 92 Southern HEIs involved, each involved
approximately in 1,7 NSS networks (from 1 to 8
network projects per HEI)
• 30 countries represented in the NSS networks,
most popular partner countries are South Africa,
Tanzania, Namibia, Vietnam and Ghana

• Most sectors represented from social
sciences and international law to medicine
• Most common sectors represented in the
networks are ICT, forestry, health care and
engineering/technology

Previous project period
• According to the current reporting, there were
250 student exchanges and 156 staff
exchanges in 2012
• On average there were approximately 9
exchanges per network (from 0 to 34/year)
• During the academic year 2011-2012
– 11 intensive courses were organized (on average 28
participants and 13 teachers per IC)
– 21 networking visits were conducted (2 preparatory, 6
administrative and 13 networking meetings)

Previous project period
- initial results
• Concrete targets such as exchanges,
intensive courses and meetings have been
met well
• Overall student and teacher feedback has
been very positive
• Intensive courses have been successful

Initial results
• Still room for improvement in the practical
arrangements (travel arrangements, visa
issuing, orientation, credit transfer)
especially in relation to student exchanges
and information sharing
• Practical arrangements and project
administration are time consuming – some
networks have found this a heavy burden

• According to feedback, the cooperation
has been mind-opening and rewarding for
all partners in Finland and in the south.
Many projects are planning to apply for
continuation
• The collaboration with other development
actors and joint research collaboration
among the partners has been active

achievements difficult to measure,
especially during an ongoing project

• Although the previous NSS period was
launched before the new Development
Policy Programme (2012), the 2011-2013
and 2012-2014 funded NSS networks
contribute significantly to the goals and
cross-cutting issues of the new Finnish
development policy

Cross-cutting objectives
• Cross-cutting objectives were taken into
consideration, for example, in the networks
aiming at improving environmental education
(climate change), projects aiming at
empowering women though education
(gender equality) and in network projects
enhancing the mobility of people with special
needs or minority groups (human rights)

Cross-cutting objectives
• CIMO provides assistance for teachers
and students with special needs
– Available within several CIMO administred
mobility programmes (Erasmus, Nordplus,
NSS etc.)
• During the previous NSS project period
two additional special needs grants were
utilized
