TEAM SHEETS
(A) Teams competing in league competitions must correctly complete the ESFA approved
match sheet in a legible manner (the best practice would be pre prepared and typed team
sheets held by the RTO). Please note that the use of incorrect match sheets (any other
than current 2015 sheet), may result in a fine being imposed against clubs. Both teams
must supply a match sheet.
(B) The completed team sheet shall be signed by the Manager (RTO) prior to handing to
Referee, no later than five (5) minutes prior to scheduled (as per ESFA competition draw)
kick-off time of the match.
(C) The team sheet must contain the following information:
o Name of Club
o Division of Team Playing (eg AA1, U12 div 2)
o Home or Away Team
o Name, FFA registration number and shirt number of all players participating in the
match (please note under no circumstances shall two players be playing in the
same team at the same time, be wearing the same shirt number)
o If players are registered with another team other than the one to which the team
sheet applies (i.e. borrowed players), then the name, FFA number, Shirt number
and team for which the player is registered shall be noted on the match sheet
o If a player has been suspended for the given match, the suspended player’s column
must be ticked
o Should a player change uniform throughout the match, the manager or captain of
the team, shall notify the referee immediately to be noted by the referee on the team
sheet
o Names of coach and/or RTO are to be legibly printed on team sheet, along with FFA
Registration number
o No alteration to the team sheet may be made once the sheet has been handed to
the referee
o All RTOs need to be aware, where any Club causes a match to be delayed due to
incorrect completion of team sheet, late production of team sheet, player
identification or administrative matters, the delay shall be reported by the Referee to
the Referees Coordinator who shall inform the Competition Coordinator and the
FMC (Junior and Senior Football Management Committee). The FMC may upon

investigation of the report, impose penalties and/or sanctions as determined by the
FMC
All fields should be correctly dressed (either Club or RTO responsibility depending
on set up of Club). This should include nets, corner flags and spectator ropes
ALTERNATE STRIP
o
o
Always be aware of the strip/colours of the opposing team. The home team may
raise the issue with the Referee if they are of the opinion confusion may arise and
the Referee may order the visiting club change its colours and refuse to continue
the match until a satisfactory change is made
Each team must play in their home strip, unless they are away
PLAYERS CARDS
(A) Always ensure you are in control of the team’s players cards. These cards need to be
shown to the opposing team’s RTO to ensure the legality of registered players. It is an
RTO’s role to also check the cards of the opposing team. Always insist the opposing
team, as well as your own, have their players hold their players card for easier
identification. Always note the team and division the player is registered with. If Players
cards are not available, a PDF file team sheet (officially provided by ESFA with ESFA
logo stamped) of ID cards may be used. It would be best to carry the ID Sheet at all
times to prevent any incident occurring with regard to identification and eligibility of
players.
(B) There are strict penalties with regard to the playing of ineligible players (please see
ESFA Competition Rules)
(C) Be aware when allowing a member of your team to play up, you will need to supply the
players card to the other team’s RTO. Make sure you are fully versed with the rules
surrounding the eligibility of players as stated in both Senior and Junior Competition
Rules.
(D) Should you have a query with regard to the eligibility of a player on the opposing team,
please note same on team sheet and have the opposing RTO also sign it, to ensure
that ESFA are in receipt of all information.
(E) Players cards of both teams are to be checked ten minutes prior to kick off under the
supervision of the Referee. Should a card not be produced, the Referee shall be
informed and report the matter to the Referees Coordinator for further actioning.
(F) If a player receives a red card during any match, the RTO must provide the Referee
with the correct player’s card immediately after the math
REFEREES
Should an appointed Referee not attend or should the game be uncovered (information with regard to
uncovered games available on the www.esrefs.com.au website after 5:00pm Fridays), then the most senior
Assistant Referee present shall referee the match unless the Referee is not qualified to Referee at that
level. No team is to intimidate a junior referee to referee senior level matches. If the appointed Referee
cannot be identified ten minutes before kick off, then the home team will be responsible for organising a
Referee. If there is no official Referee, the home team is responsible for returning the match sheet to ESFA
by 5:00pm the following Tuesday. Please note, Club referees have the same powers as an official
referee and all cautions and send offs are to be forwarded to the referees coordinator by email by

9:00am Monday following the match. A match referereed by a Club Referee, may only be refereed
by the one official. DO NOT allow the changing of Club Referees in the second half.
WHAT YOU NEED TO KNOW AND DO DURING THE MATCH
o
Forfeits/Walk offs
o Any Club without just cause, fails to fulfil an engagement to play a fixture on or
at the appointed date, time of venue shall for each offence forfeit the match
o Team RTOs need to let ESFA know (via their Club Secretary – please note
ESFA only accept communications from registered Club Secretaries or Club
Officials not individual RTOs) 48 hours prior to the specified match. It is the
RTOs duty to ensure that their team is able to field a team on a weekly basis.
Please note, full size field matches require a minimum of seven (7) players from
both teams to commence and complete a game (or this results in automatic
forfeit)
o Teams forfeiting on three occasions will result in penalties (please see ESFA
Competition Rules specific to both Juniors and Seniors)
o Only RTOs (managers and/or coaches) are allowed within the roped off area
during the match. Substitutes should be behind the roped area wearing different
coloured bibs to their shirts to be easily recognised by the Referee and the
opposing RTO
o
Control of Spectators
o It shall be the duty of the Club and the RTO to maintain control of the
spectators. The RTO should be readily identifiable by wearing their RTO Identity
Card. Control of spectators should be to prevent any disturbance amongst its
spectators and to generally assist the FMC, match officials (ie referees) or ESFA
Staff in the preservation of order and good discipline at any match, prior to,
during and after that said match. (Please refer to Competition Rules for
penalties provided for non control of spectators)
o No spectator shall be allowed within the roped area or on the field of play
o No spectators are to be behind either goal while a match is in progress
o
Substituting Players
o It is the RTO’s role (either coach or manager) to substitute players from the half
way line only after alerting the Referee of the requirement to do so.
o It is the RTO’s role to ensure that no substitute player takes to the field prior to
the substituted player completely leaving the field of play
o All substitutes when not on the field of play should be behind the roped area and
wearing bibs over their player shirts
o Number of players and Interchange rules are available on the Junior and Senior
Competition Rules.
(D) RTO Behaviour
o It is the RTO’s responsibility to show due respect to all match officials. No
sideline dissent shall be tolerated
o It is the RTO’s responsibility to show due respect to the opposition RTO
o It is the RTO’s responsibility to show knowledge of all Competition Rules

At the completion of each match, the referee shall ask the RTO to verify the score.
The Referee will then forward the team sheet to ESFA. In case there is no referee
(this may be easily checked on the uncovered games list every Friday – this will be
emailed out to clubs) the Club Referee must send the team sheets to ESFA. It is the
home team’s responsibility to provide a referee if no official referee appointed.
RTO’s should be aware of this prior to arriving at field
If one of your team’s players has been sent off, you must provide the Referee or
Club Referee with the player’s card. These cards will be sent to ESFA along with
the Team Sheet
INCIDENT REPORTS
o
An Incident Report with regard to any pre Match, Match or Post Match incident that
you would wish to be brought to the attention of ESFA ie unruly behaviour, spectator
incidents, player abuse, referee abuse etc. must be lodged with ESFA via your Club
Secretary (no Incident Report will be accepted unless signed by the Club Secretary)
within two (2) working days of the played fixture

REFEREE SAFETY
ALWAYS REMEMBER THAT BEFORE, AFTER AND DURING THE MATCH NO PERSON
OTHER THAN THE DESIGNATED RTO MAY APPROACH A REFEREE. AN RTO IS
RESPONSIBLE FOR THE REASONABLE WELFARE OF THE OFFICIATING REFEREE AND
ASSISTANT REFEREES FROM THE TIME THEY ARRIVE AT THE GROUND TO THE TIME
THEY DEPART.
REFEREE EVALUATIONS
All RTOs and players across all divisions, may complete an official evaluation report for each
Referee at their team’s matches. Evaluation reports must be submitted

Within 96 hours after the completion of the fixture. All reports are strictly confidential between the person
making the report and ESFA and will be forwarded to the ESFARB Management Committee if appropriate.
