TERMS & CONDITIONS FOR PURCHASE OF UNIFORM FOR VTI HARAPPA
1. General
i.
Any offer which is not received as per terms and conditions of the Bid(s)
enquiry is liable to be ignored. No offer shall be considered if:

Received without earnest money.
It is received after the time and date fixed for its receipt.
The Bid(s) is unsigned
The offer is ambiguous
The offer is conditional
The offer is from a black listed firm.
The offer is received by fax or e-mail
Offer received with shorter validity than required.
The offer is not conforming to specifications indicated in the
Bid(s) enquiry.
j.
The Bid(s) documents are not signed by the supplier or his
authorized person(s).
The final evaluation will be made on total accumulative cost.
iii.
Single stage-Single envelope procedure will be followed.
iv.
Offer rates must remain valid for at least 30 days from the date of opening
of the Bid(s).
v.
Participating vendors are required to bring a sample of all uniform items on
the day of opening of tenders.
vi.
The covering letter should indicate particulars of Bid(s), and date of
opening. The envelope must be properly sealed.
vii.
The envelope must mark bold the category (item) quoted for.
viii.
The purchaser reserves the right to purchase full or part or ignore/
scrap/cancel the Bid(s) without assigning any reason(s) as per PPRA Rules.

The earnest money/security shall be forfeited if:
The acceptance of Bid(s) is not issued by the successful bidder within
stipulated time period.
The offer is withdrawn, amended or revised during the validity period of
the offer without approval of the buyer.

The contractor fails to execute the contract strictly in accordance with term
and condition of the Bid(s).
x.
The bidder shall enclose catalogues/leaflets/literature and other technical
information, if any, in respect of items offered by him.
xi.
The contractor will be responsible for the free replacement of items if the
same is found to be substandard (/mismatched size) by the purchaser and
or at variance with the specifications given in the Bid(s) enquiry. Items
offered of a specification superior to the one specified in the Bid(s) enquiry
may be accepted by the purchaser.
xii. Where offers have been invited for specified quality, offers of other quality
shall not be acceptable.
xiii.
Items should be brand new and in original manufacturers packing.
xiv.
The bidder should indicate their National Income Tax & Sales Tax Number.
xv.
The bidder will produce documents if required by purchaser to ensure that
store supplied is brand new and in original packing of manufacturer.
xvi.
The quoted price should be inclusive of all taxes.
xvii. The purchaser is entitled to deduct all prevailing taxes as per Govt. rules.
2. Technical Advice
VTI Sahiwal may seek technical advice for vetting Bid(s) offers from any person
having appropriate knowledge / experience in the relevant field.
3. Bid Evaluation
Bid(s) will be evaluated technically and financially. The Purchaser has the liberty to
reject the lowest bidder if the quoted material has been found of the low quality
and not fulfilling the required results, which are expected for better quality.
4. Delivery of Items.
Delivery of Items must be insured within 10 days after purchase order.
5. Inspection of Items
Inspection of the delivered item shall be conducted by purchase committee, which
has a technical member especially for this particular purchase, before its
acceptance.
6. Payment to the Contractors
i.
Payment of the amount will be made through crossed cheques to the
supplier against invoice submitted to the Principal VTI after 100%

completion of delivery and satisfactory performance. President DBOM /
Purchase committee / Principal VTI will determine the status of the
completion of supply and issue instructions for payment.
ii.
Payment against partial supply will not be made until goods have been
received completely & satisfactory report has been generated.
7. Earnest Money
Earnest money @ 2% of the estimate budget will have to be deposited along with
Bid(s). It should be in the form of Bank Draft / Call Deposit in favour of Vocational
Training Institute Harappa. Earnest money shall be refunded on successful
completion of the contract. The earnest money furnished by the firm may be
retained for adjustment of the amount due against the firm in case; the said firm is
defaulter against any other contract.
8. Refund of Earnest Money
Earnest Money shall be refunded to unsuccessful bidders within 10 days after the
award of the contract.
9. Deduction of Taxes
Taxes
will
be
deducted
while
making
payment
as
per
Government
instructions/notifications.
10. Payment of Sales and other Taxes
Purchase should be made from the firms registered with sale & income tax
departments.
11. Termination of Contract
The President DBOM on the recommendation of the purchase committee may
terminate this supply order for valid reasons and will inform the supplier about his
decision in writing.
12. With Holding Tax
Withholding tax will be deducted on the supplies of goods, services and contracts
as per income tax and sales tax rules.
