Opening prayer
The meeting commenced at 10.00am with opening prayers which was said individually
according to individual faith.

Introduction and welcome remarks from chairman.
The Chairperson and Representative of the Permanent secretary Borno state ministry of
Agriculture and Natural Resources Mr. Y.Y Balami, welcomed partners to the meeting. He
informed partners that the Permanent secretary would join the meeting later as he was in
another meeting with the Honourable Commissioner for Agriculture.
He called for a self-introduction of all present.

Review of minutes of last meeting
The secretariat was called upon to review the minutes of the last meeting.
NGO Co-lead
 The two NGO partners OXFAM and IRC nominated for the position of sector co-lead both
accepted the position. Both organisations after bilateral consultations agreed between
themselves that OXFAM should be the co-lead.
Harmonisation Cash transfer value across the sector
 The sector is working in collaboration with the CWG to ensure the harmonisation of the
Cash Transfer Value across the sector. WFP has deployed an expert who will be
collaborating with the CWG to provide support for the process
UPDATE ON THE CADRE HARMONISE
 This update was provided by the CH coordinator in Borno state Mr Inuwa Mbaya
 Training of enumerators was conducted between the 1st and 3rd of October. The collection
of field data will commence on the 5th of October to last 10 days with the collection of data
from 600 HHs in 32 communities across the state. Computer Assisted Personnel Interview
devices CAPI will be used for the data collection
UPDATE ON FERTILIZER SIEZED BY THE MILITARY by MOA
 The fertilizer has since been released by the military, and is now in the custody of the FAO.
It will be distributed during the dry season farming period.

Updates from Partners on recent activities in the field
OXFAM
 Registration of new beneficiaries is ongoing in Kushari and Farm Centre for a new food
assistance programme. E-vouchers will be distributed to 3,000 HHs for food for three
months.
 In-kind food distribution is also commencing in Damboa for 1,000 HHs
 A market assessment is being planned for Askira Uba, this will inform the nature if
distributions to be carried out their whether In-kind or by cash transfers
WFP
 3,912 HHs were registered and given tokens for food distribution in Gubio, while 10,200
persons have received dry rations of food already.
 Another round of food distribution is commencing on the 5th of October in Bama and
Banki LGAs.
 WFP is receiving a high-level mission from its HQ, the mission will be here for two weeks
and will be going around having meetings with key partners and government agencies.
The high-level mission will be looking at ways to upscale WFP operations.
 There was a recent inter-agency fact-finding mission in Dikwa and Mafa LGAs. WFP did
not participate in this mission but ICRC did.
 WFP and ICRC are collaborating to reach new returnees with food in Banki, the food for
Banki is coming in through Cameroun. WFP and UNICEF are also planning plumpy nut
distributions along with the distributions of food.
Borno state Ministry of Agriculture
 The fertilizer seized by the military has been released and is now in the custody of the
FAO. The fertilizer will be released for the dry season farming season.
PUI
 PUI has completed the last transfer under its ECHO project reaching 1,000 HHs. It has also
completed post distribution monitoring of the project. It would soon commence the post
distribution monitoring of its CDC project.
Challenges
 Frequent change of address of beneficiaries, this makes it difficult to locate beneficiaries
but the community leaders are providing help in this regard.

Save The Children
 SCI is currently implementing three food interventions in Jere, Mafa and MMC LGAs. Its
ECHO project has reached 1,000 HHs, another project initially targeting 5,000 HHs has
been reviewed upwards to target 9,000 HHs.
 SCI is interested in working with partners in these three LGAs to avoid duplications.
IRC
 IRC is targeting 32,000 individuals in Konduga LGA.
 IRC recently concluded an assessment in 4 communities in Konduga LGA
Challenges
 IRC is currently advocating with its donors to use more of cash interventions rather than
in-kind food distributions, this is due to the wider spread that CBTs achieve, the drawback
being the nature/level of market functioning in the targeted communities or LGA.
 Currently IRC is targeting 2,400 HHs for cash transfers in MMC and Jere, it has concluded
post distribution analysis of its completed projects.
NRC
 NRC is implementing an intervention to reach 1,070 HHs with in-kind food and IGA skills
in Jere, Galtimari, Fori. 500HHs each will be given in kind food while the other 570 HHs
will be given seeds of vegetables including Sorel, Amaranthus, Cabbage and Onions, and
fertilizer. This intervention will last for 4 months.
JNI
 The in-kind food distribution in collaboration with FAO is ongoing. 473 HHs are targeted
in Bolori 1 and Maisandari in MMC. 477 HHs are targeted in Old Maiduguri and Maisamari
in Jere LGA.
 The distributions for October will take place in the 2nd week of October.
Challenges
More people are pleading for food assistance, as there remains serious food security challenges
in the host communities.
NEMA
 NEMA in partnership with Borno SEMA is providing food to IDP camps and vulnerable
people in MMC, Bama, Gwoza, Dikwa, Ngala etc.

NEMA is planning to distribute return packages for returnees. This package will include
food and non-food items to sustain the returnees until they are able to commence basic
livelihood activities including farming.
 The SGR has allocated 117 trucks of grain to Borno state, but so far only 70 trucks have
been released
CHALLENGES
 Many communities have still not received food support from either the government or
humanitarian partners.
 Many partners are not using IOM’s data which is generated in partnership with NEMA,
some partners are using their own independently generated data or data from other
sources.
 Partners should endeavour to use IOM’s data in order to avoid data conflicts arising from
using data from different sources that cannot be verified. This has caused a situation
whereby registered IDPs who have been given tokens for easier identification are not
receiving assistance while those that are unregistered are receiving assistance.
ACF
 ACF is implementing FSL activities in MMC, Jere, and Monguno. New grants have been
received from OFDA and CIDA for IGA, market gardening activities, seeds, and agro inputs.
2,700 HHs will be reached in Jere and MMC for the CIDA grant.
 In Mongonu, 3,000HHs will be reached with food for 10 months, a market assessment is
being planned to understand the level of market function in order to move from in-kind
food distributions to cash transfers.
Empower54
 Empower54 is working in collaboration with local NGOs to provide aid to persons living with
disability, and nutrition supplementation to malnourished children.
Central Bank of Nigeria
 Only USAID and FAO have provided data on their activities so far to the CBN. CBN will like
to have data from partners to incorporate into its programmes such as the Financial
Inclusion Strategy, and the Anchor Borrowers Scheme.
 The CBN Entrepreneurship Development Centre is building the capacity of returnee IDPs to
manage micro business activities. It is also partnering with organisations to provide
trainings on sustainable means of livelihoods. 2,500 IDPs have been trained in Adamawa,
and Borno state.

Under its Business Advisory Services, the centre would like to partner with organisations
involved in economic empowerment of IDPs.
INTERSOS
 INTERSOS has distributed e-vouchers for the provision of food to 1,000 HHs across 5
communities.
 INTERSOS is planning assessments in Bama, Pulka, Banki, Gwoza which will inform on how
it will integrate nutrition into its FSL programmes
NRC
 NRC is conducting assessments in Monguno, Kaga, and Konduga.
IMC
 700HHs have been reached in MMC and Jere LGAs with vouchers for food. The value of the
vouchers is 18,000, the intervention will last for 6 months commencing in October.
 The post distribution monitoring for the first round of the distributions is already carried
out.
Challenges
The frequent movement of beneficiaries is affecting the process of the distributions and the
impact monitoring.
FEWSNET
 FEWSNET recently sent out an on the deteriorating food security situation in for Damboa
and is urging partners to respond to this unfolding situation in especially in Northern Borno.
 FEWSNET food security outlook for October which will cover the next 6 months will be out
by the 2nd week of October.

WFP
 WFP is planning a training on integrating gender and protection in food interventions. This
will take place on the 19th of October.

French Islamic Relief
 The NGO is attending the meeting for the first time, and is planning FSL, WASH, Protection
interventions in Borno state. A primary team is already on ground to set up an office in
Maiduguri
Save the Children
 SCI is seeking collaboration with partners already implementing FSL activities in Bulabulin,
Kushari, Muna communities in order to avoid duplication of efforts.
Empower54
 Empower54 under an MOU signed with the Borno state govt. currently runs a rehabilitation
centre called Nursing Village Camp opposite the NAFDAC office in MMC. This is an informal
camp were malnourished children and persons living with disabilities are catered for until
they get better.
 Empower54 is requesting for partnerships with other humanitarian partners in this location
NEMA
 The Borno state Government has set up a rehabilitation centre under the ministry of
women affairs to rehabilitate returnees.
In his closing remarks, the Permanent secretary Borno state Ministry of Agriculture Alhaji Zannah Garga, thanked all partners for all the effort they are putting
to ensure that people affected by the insurgency and other vulnerable people and in the state are reached with food and agric. inputs.
He urged partners to take note of the submission of JNI asking for more food aid for the people, he also asked partners to take note of the request from CBN
concerning its various projects and initiatives that we can all key into in order to provide more income generating and livelihoods support programmes for as
we all work towards helping the people to rebuild their livelihoods.
The Meeting closed at 12.00 noon.
