July 15, 2015 Round 1 Results: First Bid Award of contracts What was bid on? July 15, 2015 • 14 areas of shallow water for exploration and subsequent production operations. Today the National Hydrocarbons Commission (CNH) undertook the hydrocarbons exploration contract award process as stated in it December 11, 2014 invitation to bid. • More than 4 mil km2 distributed across the states of Campeche, Tabasco and Veracruz. • Type of contract: Shared Production. The contract ensured the maximum amount of oil revenue for the State. In accordance with the procedures established for this purpose, the CNH based the bid award process on the transparency guidelines set forth in the new regulations: the opening of technical and economic proposals will take place in real time and in public to enable bid participants to follow the procedure. The contract specified that an adjustment mechanism would be used to ensure the maximum amount of oil revenue for the State. Pacific Rubiales E&P México, S.A.P.I. de C.V. Canadian oil company that has created a subsidiary in Mexico as a result of energy reform. Pan American Energy LLC Consortium Company engaged in oil and gas exploration and production. It is Argentina’s largest hydrocarbon production company. Petrobal, S.A.P.I. de C.V. Consortium Grupo Bal oil company created for hydrocarbon exploration and exploitation. Grupo Bal participates in the mining sector and is the world’s largest silver producer. A Brazilian company engaged in the sale and production of gasolines, lubricants, diesel and fuels for cars, planes, ships and trains. Outcome of the process All areas except 2 and 7 were declared deserted, mostly for not filing stakeholders, and in other cases as areas 4, 6 and 12, were presenting themselves proposals, but they were disqualified for failing to meet the minimum values by SHCP. The winning company There were five economic proposals for area 7 from different companies. The final winner was Sierra Oil& Gas, Talos Energy and Premier Oil PLC, followed by Statoil E&P México, S.A. de C.V in second place. Areas 8, 9, 10, 11, 13, and 14 were cancelled, as no proposals were submitted; area 12 was cancelled as there was only one proposal, which was rejected owing to values below the required minimum. That was how Round 1 concluded. On Friday, the winning companies will be informed of the final decisions.
