• 14 areas of shallow water for exploration and
subsequent production operations.
Today the National Hydrocarbons Commission (CNH)
undertook the hydrocarbons exploration contract award
process as stated in it December 11, 2014 invitation
to bid.
• More than 4 mil km2 distributed across the states
of Campeche, Tabasco and Veracruz.
• Type of contract: Shared Production.
The contract ensured the maximum
amount of oil revenue for the State.
In accordance with the procedures established for
this purpose, the CNH based the bid award process
on the transparency guidelines set forth in the new
regulations: the opening of technical and economic
proposals will take place in real time and in public to
enable bid participants to follow the procedure.
The contract specified that an adjustment
mechanism would be used to ensure the maximum
amount of oil revenue for the State. Likewise, once
awarded, the contracts will undergo environmental
impact evaluations.

Outcome of the process
All areas except 2 and 7 were declared deserted, mostly for not filing stakeholders, and in other
cases as areas 4, 6 and 12, were presenting themselves proposals, but they were disqualified for
failing to meet the minimum values by SHCP.
The winning company
There were five economic proposals for area 7 from different companies. The final winner was
Sierra Oil& Gas, Talos Energy and Premier Oil PLC, followed by Statoil E&P México, S.A. de C.V in
second place. Areas 8, 9, 10, 11, 13, and 14 were cancelled, as no proposals were submitted; area
12 was cancelled as there was only one proposal, which was rejected owing to values below the
required minimum.
That was how Round 1 concluded. On Friday, the winning companies will be informed
