ROTORUA JUNIOR FOOTBALL REGULATIONS APPENDIX
This appendix is to be read in Conjunction with the Waikato Bay of Plenty Junior Regulations and the Waikato Bay of
Plenty Junior Playing Rules.
REFEREES:
Please note that the following is Rotorua Junior Football Policy for the 2017 season:
 Each team from 9th – 13th Grade is required to nominate a qualified referee (Junior Referee course minimum)
who will be allocated to the home game. This referee has control of the whole game. If a trained referee is not
available for that team and the away team has a trained referee, they will officiate the whole game. If both
teams do not have a trained referee then the teams will share a half each.
 Each team 14th – Under 15’s grades are required to nominate a CR (Community Referee, minimum qualification)
who will be allocated to home games as detailed above.
 Only if the allocated referee is unable to attend can each team referee half a game each
 Home team is the team listed first in the draw
There is to be no coaching while refereeing. The home team referee has sole responsibility for the game. Unless the
rules in this guideline state otherwise, FIFA rules apply to games.
FIELD EQUIPMENT:
The duty club will distribute the nets and flags at Puarenga Park and it is the responsibility of the first two teams
playing that day to set up the nets and corner flags.
It is the responsibility of the last 2 teams playing to remove the nets and corners flags and return them to the
equipment/storage shed.
The Duty club will be responsible for checking the fields and ensuring all equipment is locked away in the equipment
shed.
An equipment shed key is held by each club/school. In the event of club keys being lost, replacements are
obtainable from the Football Development Officer. (Note: a C1 key is used for gates and toilet block. A numbered
key is required for the equipment shed)
FIRSTKICKS/FUN FOOTBALL
 Both teams will do two 10 minutes activities on their designated field. (Horn will blow)
 Teams will then play one game on that field for 10 minutes.(Horn will blow)
 The away team (team named 2nd on the draw will rotate round in anti clockwise direction. Home team
(team named first on draw) will stay on their first field.
 Teams will play 2nd game 10 minutes.(Horn will blow)
 Same rotation again, then 10 minute game.(Horn will blow for finish)

MINI FOOTBALL
 Teams will be allocated 20 mins before their game on the field to do game activities as part of their warm
up.

TEAM CARDS / SCORECARDS:
Scorecards are only required for ‘internal Club use only’ as results will only be submitted online.

SUBSTITUTIONS:
Please see the Waikato Bay of Plenty Junior Playing Rules for information regarding substitutions.
For 11 aside games, teams in the junior league shall be capped at 16 players. If there is a differential of more than
three (3) players between teams at a match, then there is a limit of three (3) substitutes per team, as per FIFA rules.
HEALTH & SAFETY ISSUES

All geothermal areas are completely out of bounds to children. If a football ball enters these areas then
adult help should be sought for retrieval immediately. Children do not try to retrieve on your own.

fONLINE RESULTS
1. Go onto the WaiBOP Football website www.waibop.co.nz
2. Click on the online results button in the bottom right hand corner.
3. Enter in your club’s username and password for online results.
4.
Enter in the date range for when the matches are being played (eg this Saturday and Sunday) and click on
‘Enter Quick Results’.
5. The matches your club’s teams are playing in that date range will be displayed. Enter the scores and results
from the matches and click on ‘save quick results’
